DHS Major Information Systems (MIS)

The Electronic Freedom of Information Act of 1996 requires agencies to make an index of their major information systems and descriptions of those systems. OMB Circular A-130 defines “major information system” (MIS) as “an information system that requires special management attention because of its importance to an agency mission; its high development, operating, or maintenance costs; or its significant role in the administration of agency programs, finances, property, or other resources.” DHS has evaluated this definition and have determined to use the following criteria to identify and include systems in its MIS listing: (1) All systems that meet the ‘high-value asset” definition provided for OMB Guidance M-19-03; (2) All systems that have an operational cost to maintain over $10 million, and (3) all systems identified that relate to the processing of immigration benefits, including evaluating the eligibility/admissibility of petitioners or beneficiaries.  If a system meets one of those criterion it is included in this listing.
