Chemical Sector Council Partners

The Chemical Sector has a strong history of working in partnership with both the private and public sector to develop industry practices tha build a culture of safety and security. DHS serves as a liaison between the private sector, through the Chemical Sector Coordinating Council (SCC), and the public sector, through the Chemical Government Coordinating Council (GCC).

Chemical Sector Regulatory Authorities

The majority of Chemical Sector assets are privately owned and operated. However, the highest-risk assets are regulated for security through several different regulatory programs.

Safety and Security for Small and Midsize Chemical Facilities

Small and midisze chemical facilities are vital to the Chemical Sector and subject to the same threat environment as their larger counterparts. Working together, both public and private sector partners can improve the cyber and physical security and resilience of the Chemical Sector.


DHS has signed a Memorandum of Understanding with the General Services Administration (GSA) to use One Acquisition Solution for Integrated Services (OASIS) and OASIS Small Business (OASIS SB) to procure professional services.  OASIS and OASIS SB are multiple-award, indefinite delivery, indefinite quantity (IDIQ) contracts that provide mission support across many areas of expertise and multiple professional service disciplines.

Medical Supplies

The DHS-wide Blanket Purchase Agreements (BPAs) for Medical Supplies simplifies purchasing of medical items at prices that leverage the purchase volume of the entire Department.  These medical supplies are used by personnel to train for and perform medical treatments, tests, and operations.  The supplies are those used in a pre-hospital, emergency medical services context, and oftentimes in an austere, remote environment.
