As a senior policy advisor in the Office of Civil Rights and Civil Liberties (CRCL), Moreen Murphy investigates external complaints brought by individuals alleging abuses of civil rights and liberties.

Since joining CRCL in 2006, Ms. Murphy has helped shape DHS policy to improve the welfare of unaccompanied minors in DHS custody and reunite families. Working alongside Immigration and Customs Enforcement and Customs and Border Protection station chiefs and staff, Ms. Murphy is at the forefront of efforts to ensure that DHS is protecting this vulnerable population, from policy creation through implementation.

CRCL supports the Department's mission to secure the nation while preserving individual liberty, fairness, and equality under the law. CRCL integrates civil rights and civil liberties into all of the Department activities, and works to ensure that the rights of employees are protected and that DHS maintains a diverse and professional workforce.
