      <description>The United States is an Arctic Nation, and the Coast Guard has been operating in the Arctic Ocean since Alaska was a territory to assist scientific exploration, chart the waters, provide humanitarian assistance to native tribes, conduct search and rescue, and law enforcement.  Today our mission remains remarkably similar to what it was in 1867; however, as open water continues to replace ice, human activity is increasing.  With increasingly navigable waters, comes increased Coast Guard responsibility.</description>

      <description>A top priority for DHS is improving the communications capabilities of those who are often the first to arrive at the scene of a disaster site—the Nation’s emergency responders.  Public safety personnel must have access to reliable and instantaneous communications at all times to effectively coordinate response and recovery operations.  The Department recognizes that establishing emergency communications is not solely a technology problem that can be solved with just the “right” equipment or the “right” communications system.  All of the critical factors for a successful interoperability solution—governance, standard operating procedures, training and exercises, and integration of systems into daily operations as well as technology—must and are being addressed through the collective work of our programs.</description>
