Western Hemisphere Travel Initiative (WHTI) Final Rules
The Western Hemisphere Travel Initiative (WHTI) final rules require travelers to present a passport or other approved secure document denoting citizenship and identity for all travel into the United States. WHTI establishes document requirements for travelers entering the United States who were previously exempt, including citizens of the U.S., Canada and Bermuda.
The Intelligence Reform and Terrorism Prevention Act of 2004 (IRTPA) required the departments of Homeland Security and State to develop and implement a plan to require all travelers—U.S. citizens and foreign nationals—to present a passport or other secure document or combination of documents that denote identity and citizenships when entering or re-entering the United States.
