Commercialization Office Resources

The following documents provide background information on the Science and Technology Commercialization Office and its many efforts, including the SECURE™ and FutureTECH™ Programs. These files are designed to provide insight into the development of detailed operational requirements documents (ORDs) and how the Department is working to leverage its relationship with the private sector to benefit the nation:

  • Opportunities for the Private Sector (PDF, 49 pages - 2.36 MB) is a well-received PowerPoint presentation that outlines how to do business with the Department.
  • SECURE Program Overview (PDF, 6 pages - 104.38 KB) explains the concept of operations for the public-private partnership of the SECURE program and the application form. 
  • Developing Operational Requirements (PDF, 353 pages - 14.7 MB) is a book written to assist in the communication of needs. The development of detailed operational requirements ensures that efficacious products, systems or services are developed to address specific, well-articulated needs.
  • Operational Requirements Document (ORD) (PDF, 6 pages - 54.2 KB)   template is the "cornerstone" for communicating detailed needs through detailed requirements. 
  • High Priority Technology Needs (PDF, 20 pages - 10.3 MB) booklet identifies all current Department S&T capability gaps gathered from the Department.
  • Product Realization Chart (PDF, 1 page - 75.04 KB) is a useful guide to relate concepts and correlate terminology used by both the public and private sector to delineate how science, technology development and product development are related to basic research, innovation and transition using a Technology Readiness Level (TRL) "backbone." 
  • Creating and Demonstrating Value (PDF, 1 page - 149.63 KB) exhibits how the Commercialization Office affords benefits to the taxpayers, private sector and public sector.
  • Harnessing the Valuable Experience and Resources of the Private Sector for the Public Good (PDF, 561 pages - 23.6 MB) is a compilation of resources produced by the Commercialization Office into a simple single source document. This resource contains numerous briefs, articles, requirements development books and other useful documents.
  • First Responder Capstone Integrated Product Team (PDF, 321 pages - 13 MB) is a book that outlines the new First Responder Capstone IPT, the efforts undertaken by S&T to engage the first responder community and the ways in which first responders can get involved in communicating capability gaps, needs and developing detailed operational requirements. This resource contains several example ORDs to assist first responders in generating new detailed ORDs.

Private Sector Outreach

Outreach efforts to inform the public on “How to do Business with DHS” is receiving positive feedback from both the private sector and media. Outreach efforts center on notifying the private sector about opportunities that exist for partnership and business development opportunities to address the needs of the Department and its stakeholders. Several articles have been written about our commercialization efforts. Outreach efforts are conducted through invited talks and attendance at trade conventions, as well as continuing efforts to reach small, medium and large businesses. Efforts also extend to meet regularly with minority, disadvantaged and HUB Zone groups on a regular basis.

  • Focus on Small Business: Opportunities Abound for "Engines of Innovation" (PDF, 6 pages - 443.34 KB) describes the many opportunities that exist for small and disadvantaged businesses to work with the Department to develop technologies, products and services to provide security for America.
  • Making it Easier to Work with DHS (PDF, 11 pages - 813.44 KB)  This article describes the critical role of detailed operational requirements in the effective communication and understanding of Department needs. 
  • Commercialization: The First Responders' Best Friend (PDF, 9 pages - 837 KB) This article describes the potential benefits that commercialization may bring in addressing the needs and requirements of the first responder community.
  • Bridging the Communications Gap (PDF, 12 pages - 800.73 KB)  This article introduces efforts undertaken by the Department to facilitate communication between the public and private sectors through the use of our newly developed Product Realization Chart. 
  • DHS Global Outreach Efforts (PDF, 8 pages - 862 KB) This article describes the Department's interest in leveraging international partnerships to find the best technologies and products from around the globe for Homeland Security applications.
