DHS/OPS/PIA-001 Operations Directorate Homeland Security Information Network Database, April 5, 2006 (PDF, 17 pages - 254 KB). The Homeland Security Information Network (HSIN) Database supports the HSIN user community by enabling approved users to research and analyze information with a nexus to terrorism. The HSIN is a secure internet-based system of integrated communication networks designed to facilitate information sharing between DHS and other Federal, state, county, local, Tribal, private sector commercial, and other non-governmental organizations involved in identifying and preventing terrorism as well as in undertaking incident management activities.

As part of the information sharing efforts HSIN supports, HSIN has established different communities of interest (COIs) within the HSIN network. DHS/OPS/PIA-003 Suspicious Activity Reports (SAR) Project, November 21, 2008 (PDF, 16 pages – 231 KB) The Office of Operations Coordination and Planning (OPS), in cooperation with the Science and Technology Directorate (S&T) is publishing this PIA to reflect a planned research project regarding Suspicious Activity Reports (SARs). The Operations Coordination and Planning Directorate will host a stand-alone system designed to analyze Suspicious Activity Report data taken from several Department of Homeland Security (DHS) components. OPS has conducted this PIA because SARs occasionally contain personally identifiable information (PII) and because it is physically hosting the project in addition to contributing SARS data.

DHS/OPS/PIA-004(d) Publicly Available Social Media Monitoring and Situational Awareness Initiative Update January 6, 2011 (PDF, 23 pages – 318 KB) The Office of Operations Coordination and Planning (OPS), National Operations Center (NOC), will launch and lead the Publicly Available Social Media Monitoring and Situational Awareness (Initiative) to assist the Department of Homeland Security (DHS) and its components involved in fulfilling OPS statutory responsibility (Section 515 of the Homeland Security Act (6 U.S.C. § 321d(b)(1)) to provide situational awareness and establish a common operating picture for the federal government, and for those state, local, and tribal governments, as appropriate. The NOC and participating components may also share this de-identified information with international partners and the private sector where necessary and appropriate for coordination. While this Initiative is not designed to actively collect Personally Identifiable Information (PII), OPS is conducting this update to the Privacy Impact Assessment (PIA) because this initiative may now collect and disseminate PII for certain narrowly tailored categories. For example, in the event of an in extremis situation involving potential life and death, OPS will share certain PII with the responding authority in order for them to take the necessary actions to save a life, such as name and location of a person calling for help buried under rubble, or hiding in a hotel room when the hotel is under attack by terrorists. In the event PII comes into the Department's possession under circumstances other than those itemized herein, the NOC will redact all PII prior to further dissemination of any collected information.

After conducting the Second Privacy Compliance Review, it was determined that this PIA should be updated to allow for the collection and dissemination of PII in a limited number of situations in order to respond to the evolving operational needs of the NOC. This slight modification is the purpose of this update. This PIA will continue to be reviewed every six months to ensure compliance. This will be done in conjunction with a Privacy Office-led Privacy Compliance Review (PCR) of the Initiative and of OPS social media monitoring Internet-based platforms and information technology infrastructure.

The NOC Patriot Report Database is a repository for reports generated to record and track suspicious activity that may implicate terrorism-related or criminal activity. OPS has conducted this privacy impact assessment (PIA) because the NOC Patriot Report Database may contain personally identifiable information (PII).

DHS/OPS/PIA-006 NOC Tracker and Senior Watch Officer Logs February 3, 2011 (PDF, 15 pages – 222 KB) The National Operations Center (NOC) in the Office of Operations Coordination and Planning (OPS) operates the NOC Tracker Log and the Senior Watch Officer (SWO) Log.  The SWO Log is a synopsis of all significant information received and actions taken during a shift by the SWO. The NOC Tracker Log is a repository of all NOC responses to threats or incidents and significant activities that require a NOC tracking number. OPS has conducted this privacy impact assessment (PIA) because both the SWO Log and NOC Tracker Log may contain personally identifiable information (PII) associated with an administrative note or a watch desk Request for Information (RFI).
