The Office of Infrastructure Protection (IP) oversees the national program to protect the nation's critical infrastructure and key resources (CIKR). IP's Infrastructure Analysis and Strategy Division is the nation's leading public sector organization for infrastructure modeling, simulation, and analysis.

The Infrastructure Analysis and Strategy Division (IASD) offers a comprehensive suite of analytic systems and tools to support Department decisionmakers, state and local authorities, infrastructure owners and operators, and other stakeholders. IASD is also the risk analysis component of the Homeland Infrastructure Threat and Risk Analysis Center (HITRAC).

Homeland Infrastructure Threat and Risk Analysis Center (HITRAC)

A joint program of IP and the Office of Intelligence and Analysis, HITRAC provides timely and integrated risk, threat, and consequence analyses to give the Department and its security partners an understanding of threats, infrastructure vulnerabilities, and potential consequences of attacks or natural disasters.

HITRAC experts analyze the effects of risk mitigation actions in many forms, including strategic threat and risk analysis; modeling and simulation; and analytic support to Department decisionmakers and security partners during incidents.

Applying the NIPP Risk Management Framework

Under the National Infrastructure Protection Plan (NIPP), the Office of Infrastructure Protection (IP) uses a disciplined risk management framework to prioritize and manage the nation's vast critical infrastructure and key resources.

IP oversees three key elements of the NIPP Risk Management Framework:

• Identification of critical infrastructure assets and systems;
• Risk assessment based on event consequences, facility or system vulnerabilities, and known or probable threats; and
• Prioritization of CIKR protection activities based on risk.

IP's risk analysis and incident response programs allow the Department to make informed decisions concerning critical infrastructure protection and foster state, local, and private sector preparedness and resiliency. IP is responsible for several program areas, including:

• Risk Analysis. IP's Risk Analysis programs provide infrastructure-related decision support analysis, as well as prioritization, strategy development, and evaluation for public and private sector partners. Learn more.
• Modeling, Simulation, and Analysis. The National Infrastructure Simulation and Analysis Center (NISAC) conducts modeling, simulation, and analysis of the nation's critical infrastructure. NISAC analysts assess infrastructure risk, vulnerability, interdependencies, and event consequences. More about NISAC.
• Incident Planning and Response. IP plans and coordinates HITRAC's response to incidents by overseeing information sharing, risk analysis, and infrastructure prioritization to help support decisionmakers as they respond to events or incidents.
