E-Verify: Truth in Numbers

Recently, some media reports have used statistics that appear to call into question the effectiveness and accuracy of E-Verify. I’d like to set record straight. A report by the independent research firm Westat, using a sample from a three month period in 2008, concluded that E-Verify was accurate 96 percent of the time. Since then, the Obama administration has taken significant steps to further improve E-Verify.

What else did this report tell us about E-Verify?
  • 93.8 percent of workers screened by E-Verify were authorized for employment—and the system instantly and accurately confirmed more than 99 percent of these eligible workers.
  • The remaining 6.2 percent were not eligible for employment. Out of this estimated 6.2 percent, approximately half were told they are work authorized when they were not—just 3.3 percent of the overall population screened by E-Verify.
  • To be clear, this means that only an estimated 3.3 percent of all workers screened by E-Verify were incorrectly told they were work authorized.
The system’s accuracy and efficiency continues to improve, reflecting the changes and improvements to E-Verify that USCIS has made over the past year—and continues to make.

Our anti-fraud efforts are improving E-Verify’s ability to prevent illegal workers from using stolen identities to obtain employment—including a photograph screening capability that allows a participating employer to check if photos on Employment Authorization Documents (EAD) or Permanent Resident Cards (green cards) are exact matches with the images stored in USCIS databases.

USCIS is also planning additional enhancements to E-Verify that will further improve employer compliance, reduce fraud and increase efficiency. We are adding U.S. passports to the list of documents available to provide photo confirmation, and working with states to access state driver’s license data—the #1 document used to validate identity. We’re also planning to launch a pilot program to explore the use of biometric or biographic-based verification.

Employers at more than 600,000 worksites nationwide used E-Verify to check the work authorization status of more than 8.5 million workers during fiscal year 2009, and E-Verify has processed more than five million queries during the last five months alone.

Quite simply, E-Verify ensures a legal workforce while protecting the rights of employers and employees alike—accurately, easily and efficiently. It is critically important to a legal workforce and directly impacts national security and our economy. The ultimate success of E-Verify will rely on public-private cooperation, and we are committed to continuing to work with all of our partners to improve this tool.

    I strongly support e-verify. I am a legal immigrant and I want to see controlled, and orderly immigration that's in the best interest of people who are already here and the new comers. I am an engineer and I know that no system in the world is perfect. What we should do is to keep on improving the e verify system, not to abandon it. I realy do not understand the logic of the opponents of e-verify. They tell us if a system is only 95%, not 100%, effective, we should not use it. I think they shoudl not drive cars, see doctors, live in houses, because non of these is 100% effective.

    Other experts on the subject agree that illegal crossings have only increased since then. Please don\'t believe my numbers? Go to the US Census Bureau and read we could have a population of 438 million people by 2040, unless we halt this travesty for good? Americans cannot afford 10 million more families. Foreign nationals are very knowledgeable at cheating the IRS and the US taxpayer. They can even get child credits for their children, either not in America or in some other country. Once those here receive appropriate green cards they can then sponsor immediate family member, including people with infirmities as long as they are financial sponsored. But this is a joke, because once here the law--IS NOT ENFORCED. They then become public charges. They can collect Supplementary Security income (SSI) and other benefits. The number can never be truly calculated?

    Even the US Census will be off the mark, because hundreds of thousands, perhaps millions will stay silent. Now the number of illegal immigrants who have no intention of renewing their entry visa, or have slipped past the Border Patrol (Canada and Mexico, South American countries and islands) must be deported. We need professional and highly skilled workers, but not desperate uneducated, non-or semi-skilled. We have millions of Americans and legal residents in that category. Guest workers for farms and agriculture, but they must stay in that job until their visa expires. No options!.Then go home? California the SANCTUARY STATE, ARIZONA & NEW YORK have been bled dry. Black-Americans are especially vulnerable to the illegal alien invasion. as millions of jobless have extracted from employment to rehire minimum wage foreign national applicants.

    Americans with rights have been terminated for the same reasons, that parasite businesses can exploit the undocumented with reporting them to ICE, stealing their wages, confined in hazardous conditions or other severe situations. Whereas Citizens and residents have the option of reporting the employer to the labor department. The true estimate of foreign nationals in America is somewhere between 20 and 30 million? If AMNESTY is forced through the numbers will skyrocket, as countless numbers will be ready to bridge the border, just before President Obama signs the new reform. (with the wife and kids this would amount to 40-50 million people) on welfare, in subsidized housing, food stamps, WIC, more teachers, covered by Medicaid and other payments. They will not be paying any taxes because of the EIC and Child Tax credits will reimburse them. The IRS does not follow up on this type of fraud?

    This is a cruel trick on every honest taxpayer is this first generation of newly legalized immigrants, could escalate with thousands bring in brothers, sisters, Mothers and Fathers. By the year 2040 the population of America could be unsustainable with limited resources, water shortages, highways crammed to capacity and a infrastructure that is falling apart. THOSE INTERESTED-THE HISTORY CHANNEL IS ONCE AGAIN TELEVISING \"The Crumbling of America.\" This Friday observe the depreciating bridges, dams, levees and 50 year old underground system of sewage in some areas. Our Survival is in peril, but they do not enforce immigration laws. In fact Homeland Security Secretary Janet Napolitano has cut the budget for the Border Patrol and other enforcement tools in the SAVE ACT and REAL ID Act.

    E-Verify has already under pressure to be dissolved, as it cuts into business profits by using discount labor. 287 (G) is a very successful local police detainment for illegal aliens as with ICE audits, but even that has been compromised.Yet the Congress keeps appropriating money to fight foreign wars or aid other countries.     If the purpose of E-Verify is to identify unauthorized workers, then according to the data in this article, it succeeds at this 47% of the time -- (2.9 divided by 6.2). The attempt here to shed a positive light on this data is an example of how you can use statistics to prove anything.

    The high overall accuracy rate (96 percent) is primarily because 93% of the people screened with E-Verify are, in fact, authorized to work in the U.S. By this logic, even if E-Verify approved every worker, the overall accuracy rate would still be a very respectable 93%, even thought in reality the system would be totally ineffective.

    Of course there may be other costs and benefits to having this system in place, so I'm only addressing the use of the data provided.

    Note: Section 3.C of the linked USCIS Synopsis of the Westat report addresses my point with the same numbers game applied in this post. Also of interest, there is a widely available news article entitled "E-Verify misses half of illegal workers" which directly refers to the Westat findings.

    I also support e-verify. It's a good tool , but it shouldn't be the only one . People always are trying to get around the law. So it's not a perfect system, but it's a working one .

    I fully support e-verify and wish all had to use it.
    There are 25 million Americans who cann't find a full time job and at least 7 million non agricultural illegal aliens working.

    If a legal worker had a problem with their ss# it would behoove them to fix it so they are credited with time worked.

    Yes, the truth is in the numbers, the system is wrong more than half the time!

    This posting tries to paint a pretty picture. Well, it's not as rosy as it sounds:

    Well, with 8.5 Million people screened, that leaves 250,000 who are working but should not be!

    Also, given that only 6.2% of those applying should not be work authorized, that means that the system incorrectly authorized people 53% of the time! That is a HORRIBLE "success" rate. Sure, there aren't many false postives but, honestly, I'm less concerned with those. If someone is incorrectly told that they are not able to be work authorized, they have an incentive to clear up the issue. If someone is told they are work authorized and they should not have been, they have NO incentive to clear up the issue!

    So, if the system were designed for the primary purpose of catching the people that were legally obtaining employment, I would say good job. However, since the system is meant to catch those attempting to gain employment without authorization, I would think missing 54% of the intended target is not considered great results. Is it 6.2% of the records? Yes. But catching that 6.2% is the only reason why the system even exists. If you can't get that right, the rest doesn't really matter. We aren't trying to catch the people that are working in the U.S. legally.

    Finally the "Westat Report" that is linked on the site is actually a DHS authored "synopsis" of the Westat Report. Why not link the actual report instead of the rah-rah DHS spin job?

    This is why government continues to struggle with execution. The organization cannot be honest with itself nor the public. E-Verify is an idea I support. However, there is a lot of room for improvement and wasting time sugar coating the obvious faults in the system doesn't help build taxpayer confidence in the government's ability to address the gaps.

    E-Verify has a high *overall* accuracy rate (96 percent) primarily because 93% of the people screened with E-Verify are, in fact, authorized to work in the U.S. Therefore, even if E-Verify had hypothetically failed to detect EVERY unauthorized worker, the reported overall accuracy rate would still be a laudable 93%, even thought in reality the system would be totally ineffective.

    One of the media reports addressing the accuracy of E-Verify is an AP article titled "E-Verify misses half of illegal workers". This article directly references the Westat findings as its source.

    I DON'T EXPECT THIS POSTING TO BE "ACCEPTED" BY DHS. THE POWERS-THAT-BE SEEM INTENT ON SILENCING OUR VOICES, BUT I WILL CONTINUE TO TRY TO MAKE MY POINT UNTIL SOMEONE REACTS PROPERLY.
    This article is just so much tired rhetoric. Because President Obama & Janet Napolitano seem unconcerned about the ramped-up criminal activity at our southern border, there is no statement or article here, providing a forum where Americans can express themselves on the recent execution-style murder of Rob Krentz (AZ rancher out of Douglas) or most recently, the BP Agent in McCallum, TX, brutally assaulted with rocks while in pursuit of illegals (he remains hospitalized). Once again, a lone agent is overcome by the enemy.....and Obama is still reducing the numbers of BP agents who's job it is to protect this sovereign nation! I GUESS THIS VIEWPOINT PUTS ME IN THE 'DHS RIGHT-WING EXTREMIST CATAGORY', AND THAT'S OK WITH ME IF, SOONER OR LATER OUR GOVERNMENT TAKES ACTION TO TRULY SECURE THE BORDER WITH MEXICO!!! POLITICAL CORRECTNESS ON THE PART OF THE FEDERAL GOVERNMENT ONLY TAKES AWAY FROM OUR SAFETY HERE IN THE U.S. Something should happen soon, before the citizenry arrives at our border with Mexico en masse.

    I just read the comment policy. How ridiculous and cowardly it is of this agency to have rules that prevent them from being named in folks' commentaries? Either we have First Amendment rights or we don't. Is this a public blog or is it not?
    So now I will just say that there are certain individuals, occupying high federal gov't. positions, one being the perceived "leader of the free world," the other having been placed fully in charge of the department which created this blog. Both are blatantly ignoring criminal activity (murder of civilians & criminal assault upon active-duty federal agents). Political correctness seems to trump the security and guaranteed protection of the legal American taxpayers of this sovereign nation. There is no apprpriate place for me to leave this message, because no statement on these most recent atrocities has been offered by the head of DHS as of this posting. I'd like to hear from that individual whether we are FINALLY going to truly secure our southern border! No amount of money, goods or trade agreements over-ride the federal government's duty to keep us safe from foreign invasion. We send the National Guard to storm wrecked U.S. communities, we deploy them when civil unrest becomes threatening...SO WHY DO WE NOT SEND THE GUARD (or military) to aid in protecting the people of this sovereign nation???????

    E-Verify falsely rejects 0.8% of people who are, in fact, legitimately permitted to work in the United States. Thus, if there are 300,000,000 Americans and half are either employed or want to be, E-Verify will threaten the jobs of 1,200,000 people who have done absolutely nothing wrong.

    I look at the cases of Tyson Chicken and Postville. Despite the vast criminal conspiracy necessary to sustain a huge, undocumented workforce, it was the workers who suffered the brunt of the consequences. While the line workers were being criminally processed in the cattle auction area of a fairgrounds, the executives who hired them were allowed to go free. One escaped to a country with no possibility of extradition, where he still lives comfortably.

    The problem is not that desperately poor people need work, it is that large corporations and our government cooperate to exploit the weak position of desperately poor people for the corporate benefit. If there were any justice in this scenario, the government would focus on prosecuting the executives who betray their country and their fellow citizens by making illegal hiring decisions. But that would be social justice, which is pretty hard to find in the Department of Justice.

    There is a flaw in every system. Not one system is 100% fool proof. It's the fool who believes one exists.
