The Department’s Regional Resiliency Assessment Program (RRAP) is an interagency assessment of specific critical infrastructure and key resources (CIKR), combined with a regional analysis of the surrounding infrastructure, including key interdependencies.

RRAP evaluates critical infrastructure "clusters," regions, and systems to reduce the nation’s vulnerability to all-hazard threats by coordinating efforts to enhance CIKR resiliency and security across geographic regions.

Participation in RRAP is voluntary, and the information collected is protected under the Protected Critical Infrastructure Information Program.

Regional Resiliency Assessment Methodology

The Regional Resiliency Assessment Program identifies CIKR dependencies, interdependencies, cascading effects, resiliency characteristics, regional capabilities, and security gaps. The analysis details the risk and consequences of an incident or attack, and the integrated preparedness and protection capabilities of the affected CIKR owners and operators, local law enforcement, and emergency response organizations.

Results can be applied to enhance the overall security posture of the facilities, surrounding communities, and geographic region using risk-based investments in equipment, planning, training, processes, procedures, and resources.

RRAP analysis incorporates vulnerability and capabilities assessments and infrastructure protection planning, including:

• Site Assistance Visits – "Inside the fence" assessments.
• Buffer Zone Plans – Assess and improve capabilities external to the facility.
• Computer-Based Assessment Tool – Multiplatform tool that blends 360-degree geospherical video with site assistance visits, buffer zone plans, and site-specific documents.
• Systems Recovery Analysis – Assess capabilities and gaps among CIKR owners and operators in the context of a simulated large-scale system failure.
• Emergency Services Capability Assessment – Examines a region’s prevention, protection, and response capabilities in the context of a given natural or manmade incident.
• Multi-Jurisdiction Security Plans – Assists high-risk multi-jurisdiction areas in developing a detailed improvised explosive device (IED) security plan.
• National Capabilities Analysis Database – Analyzes regional bomb squad, explosives detection canine team, dive team, and SWAT team capabilities.
