FEMA’s Office of the Chief Security Officer (OSCO) initiated the Electronic Fingerprint System (EFS) as part of the security suitability, clearance, and badging process for FEMA employees, contractors, and affiliates.  FEMA conducted this PIA because EFS collects PII and leverages NPPD OBIM’s Automated Biometric Identification System (IDENT) to conduct background investigations.  September 24, 2013.
