Functional Characteristics for Desktops, Laptops and Related Peripherals Memorandum dated May 24, 2012 - In an effort to ensure DHS is meeting its competition requirements, increasing procurement efficiency and meeting program needs, a list of functional characteristics for desktop/laptop computers and related peripherals, for baseline and power users, has been developed based on component requirements.  The intent of this memorandum is to utilize functional characteristics in lieu of specifying a brand name product. This set of functional characteristics shall be used as the base configuration for desktop/laptop computers and related peripheral purchases within the Department of Homeland Security.
