The Department of Homeland Security Acquisition Regulation (HSAR) is issued for Departmental guidance according to the policy cited in the Federal Acquisition Regulation (FAR) 48 CFR 1.301.  The HSAR establishes uniform Department of Homeland Security (DHS) policies and procedures for all acquisition activities within the DHS.  The HSAR is issued by the Chief Procurement Officer (CPO) who is the DHS Senior Procurement Executive (SPE).  The HSAR is codified at 48 CFR Chapter 30.
