The Research & Development Partnerships Group at Department of Homeland Security (DHS) Science &Technology Directorate (S&T) is responsible for initiatives that identify, evaluate and commercialize technology for the specific goal of rapidly developing and deploying products and services that meet the specific operational requirements of the Department of Homeland Security's operating components and other stakeholders such as the First Responder Community. The DHS S&T Full Response Package provides details to a variety of business and engagement opportunities that may be of interest.
The Constituent Guide to Doing Business contains information about Unsolicited Proposals. S&T offers a number of solicitations including targeted Broad Agency Announcements (BAAs) and the Long Range Broad Agency Announcement (LRBAA), which covers a wide variety of R&D topic areas. More information on these solicitations can be found online at https://baa2.st.dhs.gov.
The Private Sector Resource Catalog contains contact information on the many offices throughout the Department that may be of interest. For example, DHS’s Small Business Innovation Research (SBIR) Program is designed to assist small businesses with developing new research and development projects. The SBIR funds fewer topics than the LRBAA, but it compensates by providing many more details on specific R&D projects. More information on SBIR can be obtained online at https://sbir2.st.dhs.gov/portal/SBIR/.
The Product Realization Guide is designed as a resource to assist in project execution relative to technology development. This systematic approach facilitates efficient and effective product development by reducing the risk of unidentified errors and product development shortfalls. It is intended that this guide be incorporated as an easy-to-use resource to ensure due diligence throughout the product development life cycle.
You can find listings of solicitations from DHS and other organizations across the federal government at the Federal Business Opportunities website: http://www.fbo.gov. This comprehensive database can be searched to identify a variety of solicitations and requests for information on topics of need from many government agencies.
