Overview
The Office of Policy Fellowship is designed to develop the next generation of leadership within the U.S. Department of Homeland Security. Fellows are recruited from the nation’s top graduate programs to put their academic achievements, intellect, and professional experience to use during a critical time in American history. Policy Fellows will provide direct assistance to top policymakers throughout the Department and will work side-by-side with experts in policy-focused areas and offices.
- Be a U.S. citizen
- Be able to obtain and hold a security clearance
- Have a graduate degree from an accredited university, or equivalent work experience

How Does the Program Work?
The Department seeks applicants who have keen analytical skills, a demonstrated ability to write well, and the judgment and discretion needed to operate in a vibrant, highly visible, and challenging environment. Those candidates selected as Policy Fellows serve for two years in three, eight-month rotations throughout the Office of Policy with possible rotations to other DHS components. Upon successful completion of the program’s requirements, Fellows will have the opportunity to attain a permanent position at the Department. Current Fellows have participated in rotations in the following areas:
- Immigration Policy
- Counterterrorism Policy
- International Affairs
- State and Local Law Enforcement Engagement
- Transportation and Cargo Security Policy
- Strategic Planning
- Private Sector Outreach
- Privacy Screening Coordination
- Foreign Investment and Trade Policy
- Homeland Security Advisory Council
Program participants participate in many professional development activities, including structured, specialized training; speaking events featuring think tanks and government leaders; and planning and coordinating Fellows activities. Fellows are assigned mentors from both Policy leadership and the advanced Fellowship class to provide opportunities for frank discussion, advice and career planning outside of the rotational environment.
In addition, Fellows are encouraged to participate in regular site visits in the National Capital Region and have the opportunity to plan national site visits to Department operations. The Fellowship's rotational structure and professional development opportunities provide Fellows with a unique understanding of the numerous perspectives and challenges in the Department's diverse mission areas, and enhances their ability to make informed policymaking decisions that protect the nation.
Salary and Benefits
We offer competitive salaries and pay. All Policy Fellows come on board at a GS-9, Step 1 salary (approximately $50,000 annually) with a promotion to GS-11 (approximately $60,000 annually) after one year.
Fellows may be eligible to receive up to $10,000 in additional money towards any federally insured student loans. The following benefits are also included:
- 13 personal leave days for vacation per year
