The Enterprise Solutions Office (ESO) is responsible for acquisition management oversight of the Information Technology Acquisitions procurement process for the Department of Homeland Security.
The Chief Procurement Officer has delegated oversight of these functions to the ESO and charged it with the following objectives:
- Streamlining access to the services and products required by Department Chief Information Officers and information technology organizations
- Maximizing the department’s information technology purchasing power and achieving economies of scale
- Improving efficiency of information technology purchases
- Reducing costs
- Enhancing the acquisition effectiveness of the department components
- Improving infrastructure management and enterprise awareness
- Establishing performance measures for contractors and partners
The ESO will serve as the department-wide center for IT acquisition at no cost to component ordering offices.
The ESO will meet these objectives primarily by establishing and managing a unified portfolio of strategic IT procurements for use by all Department organizations and some outside agencies. The first two procurements in the ESO portfolio are EAGLE and FirstSource.
