About the Office of Counternarcotics Enforcement

Mission

The Office of Counternarcotics Enforcement (CNE) coordinates policy and operations to stop the entry of illegal drugs into the United States, and works to track and sever the connections between illegal drug trafficking and terrorism.

Leadership and Organization

Grayling Williams is the Director of the Office of Counternarcotics Enforcement.

The responsibilities of the Director of CNE include:

  • Coordinating policy and operations within the Department, between the Department and other federal departments and agencies, and between the Department and state and local agencies with respect to stopping the entry of illegal drugs into the United States;
  • Ensuring the adequacy of resources within the Department for stopping the entry of illegal drugs into the United States;
  • Recommending the appropriate financial and personnel resources necessary to help the Department better fulfill its responsibility to stop the entry of illegal drugs into the United States;
  • Tracking and severing connections between illegal drug trafficking and terrorism within the Joint Terrorism Task Force construct; and
  • Representing the Department on all task forces, committees, or other entities whose purpose is to coordinate the counternarcotics enforcement activities of the Department and other federal, state or local agencies.

Divisions

  • The Policy Division works closely with Department components and other federal departments to develop and coordinate counternarcotics policies and operations.
  • The International Drug Trafficking Division supports and coordinates the Department’s efforts to disrupt international drug trafficking networks and to deny them the capabilities and resources to move drugs, particularly those destined for the United States.
  • The Program, Budget, Resources, and Evaluation Division is responsible for supporting the Director’s statutory mandate to make recommendations on the adequacy of the Department’s resources for stopping the entry of illegal drugs into the United States.
  • The Legislative Affairs Division identifies opportunities to improve the efficiency and effectiveness of the Department’s counternarcotics efforts through the elimination of gaps and seams in statute.
