Statement by Homeland Security Secretary Michael Chertoff on the Appointment of Marta Brito Pérez as the Department's Chief Human Capital Officer

President Bush has announced his intention to appoint Marta Brito Pérez as the Chief Human Capital Officer for the Department of Homeland Security (DHS). Ms. Pérez will join DHS from the Office of Personnel Management (OPM), where she led the Human Capital Leadership and Merit System Division.

Ms. Pérez was at the vanguard of the government-wide effort to transform human capital management with respect to aligning merit principles to achieve mission results. Before joining OPM, she served as the director of the Office of Human Resources for Montgomery County, MD. Ms. Pérez served for more than 17 years as a manager with the International Association of Chiefs of Police.

I look forward to working with Ms. Pérez in continuing the advancement of our human capital system, MAXHR. Her background, and the expertise she brings from OPM, will be a tremendous asset to our workforce and will ensure our employees have a human capital officer that can meet the demanding mission requirements of DHS.
