Statement by Homeland Security Secretary Michael Chertoff on the Appointment of Scott Charbo as the Deputy Under Secretary for the National Protection and Programs Directorate

I am pleased to announce the promotion of Scott Charbo as the Deputy Under Secretary for the National Protection and Programs Directorate (NPPD). Scott has demonstrated outstanding ability to lead NPPD though his successes as the department’s Chief Information Officer (CIO), and while serving as our acting Under Secretary for Management.

Scott has been very successful in creating an integrated Information Technology service and communications delivery capability for DHS.  He has been the catalyst in the consolidation of seven wide area networks into a single DHS network called OneNet, which should be completed by the end of 2008. Additionally, he was the primary driver in establishing the common e-mail environment and establishing our two enterprise-wide data centers. 

Charles Armstrong, the deputy Chief Information Officer, will move up and act as the department’s Chief Information Officer as Scott assumes to his new duty. Charlie previously served as the CIO for DHS’ Border and Transportation Security (BTS) directorate, and before that deputy CIO for U.S. Customs and Border Protection. Charlie is a Harvard Senior Executive Fellow, and was recognized by Federal Computer Week’s Federal 100 as one of the top executives from government, industry, and academia.

I look forward to continuing my solid relationship with Scott in his new role, and know NPPD will benefit from his leadership experience. I also want to congratulate Charlie and look forward to his continued outstanding support as acting CIO.
