Statement by Homeland Security Secretary Michael Chertoff on Senate Confirmation of Elaine C. Duke as Under Secretary for Management

I am very pleased that the Senate has confirmed Elaine C. Duke as Under Secretary for Management for the Department of Homeland Security. Time and time again, Elaine has demonstrated her ability to lead this department with sound management decisions. She is a consummate businesswoman with an undaunted dedication to our mission.

Elaine demonstrated her commitment to this department by stepping up to serve as the deputy Under Secretary for Management and previously as the Chief Procurement Officer. She has been with the department from the beginning. In 2002, she served as a Deputy Assistant Administrator with the Transportation Security Administration, where she successfully delivered an acquisition program that met the post 9/11 legislative mandate to federalize passenger screening and baggage screening at airports.

Elaine began her civil service profession as a contracting officer for the U.S. Air Force, but spent a great deal of her career with the U.S. Navy, where she held various acquisition positions of progressive responsibility. While on the staff of the Assistant Secretary of the Navy’s Installations and Environment, Elaine oversaw the base closure and realignment program.

I am grateful for Elaine's service to her country and this department. I look forward to working closely with her as the department continues to mature and develop, and in preparing for a sound transition in 2009.
