Homeland Security Secretary Tom Ridge honored Federal Emergency Management Agency Director Joe Allbaugh today and spoke to FEMA employees to mark the transition of the agency into the new Department of Homeland Security.   Secretary Ridge also thanked Director Allbaugh for his service to the agency and noted his extraordinary efforts to provide aide to New York following the September 11 attacks.  Allbaugh announced a spending plan to provide for approximately $8.8 billion for New York costs associated with the World Trade Center disaster.

Secretary Ridge noted, "None of this could have been possible without the efforts of the New York Congressional delegation including Representative James Walsh, Representative Vito Fossella, Representative Thomas Reynolds, Representative John Sweeny, Representative Peter King, Representative Jack Quinn and Senators Hilary Clinton and Charles Schumer.  I also thank Governor George Pataki and Mayor Michael Bloomberg for providing an atmosphere of cooperation and compassion so that this important work could be made possible."
