Secretary Ridge Announces Academe and Policy Research Senior Advisory Committee Members

Secretary Tom Ridge is pleased to announce the appointment of the following individuals to serve on the Academe and Policy Research Senior Advisory Committee (APRSAC) of the Homeland Security Advisory Council (HSAC).

Secretary Ridge established the APRSAC as a subcommittee of the Homeland Security Advisory Council to provide the HSAC with expert advice from leaders in the fields of academia, technology, and policy development.

Dr. Jared Cohon, of Pennsylvania, is the President of Carnegie Mellon University and will serve as the Chair of the APRSAC. He is a national authority on environmental and water resource systems analysis.  He served as a member of the Nuclear Waste Technical Review Board and was named Chairman in 1997.  In 1992, he was named the Dean of the School of Forestry and Environmental Studies at Yale University.  Dr. Cohon previously served on the President's Homeland Security Advisory Council and is now a member of the Homeland Security Advisory Council.

Dr. Ruth David, of Virginia, is the President and Chief Executive Officer of ANSER, Inc., an independent, not-for-profit, public service research institution and is the Vice Chair of the APRSAC.  Previously the Deputy Director for Science and Technology at the Central Intelligence Agency, she began her professional career at Sandia National Laboratories.  Dr. David has served on the Defense Science Board and, among others, currently serves on the National Security Agency Scientific Board, and the National Research Council Naval Studies Board.  Dr. David previously served on the President's Homeland Security Advisory Council and is now a member of the Homeland Security Advisory Council.

Dr. David Abshire, of Virginia, is the President of the Center for the Study of the Presidency and Vice President of the Center for Strategic and International Studies, which he and Admiral Arleigh Burke founded in 1962.  A graduate of West Point, Dr. Abshire has served as an Assistant Secretary of State for Congressional Relations and as an Ambassador to NATO.

Mr. Charles J. Cooper, of Virginia, is a Partner in the Washington D.C. law firm of Cooper & Kirk PLCC.  Mr. Cooper has over two decades of legal experience in both government and private practice.  While serving as the Assistant Attorney General for the Office of Legal Counsel of the U. S. Department of Justice, Mr. Cooper was a member of the National Security Council's Policy Review Group and its Planning and Coordinating Group. Mr. Cooper has made several appearances before the Supreme Court and was recently named by the "National Law Journal" as one of the 10 best civil litigators in Washington.

Dr. Dan Goure, of Virginia, is the Vice President of the Lexington Institute, a non-profit policy-research organization in Arlington, Virginia.  As a Senior Advisor to the Secretary of Defense, Dr. Goure conducted in-depth studies on long-range budget projections, analyses of major weapons programs and force sizing metrics.  He currently serves as an Adjunct Professor in the graduate program of the Center for Peace and Security Studies at Georgetown University.

Dr. Victoria Haynes, of North Carolina, is the Chief Executive Officer of the Research Triangle Institute. Dr Haynes is a leader in technology leadership, management and new business development.  Prior to joining RTI, Dr. Haynes was the Vice President of the Advanced Technology Group and Chief Technical Officer at the BF Goodrich Company, and served in managerial roles with the Monsanto Corporation.

Mr. Bernard Kerik, of New York, is the Chief Executive Officer of Giuliani - Kerik LLC.  He most recently served as the Interim Minister of Interior and Senior Policy Advisor for the U.S. led Coalition Provisional Authority in Iraq.  His 28-year career in law enforcement includes four years in various security positions in the Kingdom of Saudi Arabia and as the First Deputy and Commissioner of the New York City Correction Department.  He retired after serving as the 40th Police Commissioner of the NYPD overseeing the rescue, recovery, and investigation of the attack on the World Trade Center on September 11, 2001.

Dr. Roxane Cohen Silver, of California, is a Professor in the Department of Psychology and Social Behavior and Department of Medicine at the University of California, Irvine.  A national expert in the field of stress and coping, she is a Fellow of both the American Psychological Association and the American Psychological Society.  Dr. Silver is principal investigator of the only ongoing national study of psychological responses to the September 11th terrorist attacks.  Dr. Silver also serves as Director of Graduate Affairs for the Department of Psychology and Social Behavior and the coordinator of its doctoral program in Health Psychology.

Vice Admiral (USN Ret) Robert "Rocky" Spane, of California, is the Commissioner of the Unified Port of San Diego.  A career naval officer with 33 years of service, he commanded the Theodore Roosevelt Battle Group during Operation Desert Storm and was the Captain of the nuclear aircraft carrier USS Enterprise. During his final assignment, he commanded all naval aviation assets in the Pacific and Indian Oceans.  He currently serves on the boards of several privately and publicly held companies.
