The Department of Homeland Security today announced the award of a blanket purchase agreement (BPA) to Northrop Grumman Information Technology to provide a full range of services needed to assist Homeland Security in implementing and maintaining a new human resources management system, known as MAXHR. The Department’s unique and critical homeland security mission demands a human resource system that reflects this mission and supports and rewards the employees who perform it.
"This acquisition will support the Department in designing and implementing a 21st century system that will help employees fulfill our mission of protecting the homeland," said Under Secretary for Management Janet Hale.
The new system is focused on building a high performing workforce and on improving recruitment and retention of top quality people. The award of this BPA will provide the Department with assistance from those with special expertise in developing pay systems, performance management systems, and managerial training and development to deliver and maintain a successful 21st century human resource system.
Northrop Grumman IT, as the prime contractor, will support Homeland Security by providing overall program management and integration. In addition, the scope of the contract includes providing in-depth functional expertise in the areas of pay, performance, classification, labor relations, adverse actions and appeals; support in communications, training and organizational change management; as well as assistance in implementing an enterprise-wide information technology system in line with President Bush’s E-Government initiative.
In accordance with federal regulatory procedures, Northrop Grumman IT was selected following a competitive process conducted among GSA Federal Supply Contract vendors. The factors considered in the selection were experience and past performance in implementing on a large-scale new HR regulations and enterprise HR solutions, technical approach, management and staffing plan, and price. The BPA includes an initial task order estimated at $2 million, with a maximum possible value of $175 million over three years.
The Department of Homeland Security expects to announce its final human resource regulations in late summer or early fall 2004.
