U.S. Department of Homeland Security Announces Award of eMerge2 Blanket Purchase Agreement to BearingPoint, Inc.

Today, BearingPoint, Inc. was named as the Prime Contractor for the eMerge2 (electronically Managing enterprise resources for government effectiveness and efficiency) Program. The eMerge2 Program’s primary goal is to implement a DHS-wide solution that delivers accurate, relevant and timely resource management information to decision makers. By delivering access to critical information across all agencies and bureaus the Department will be able to better support its many front-line activities.

The eMerge2 Program scope focuses on the areas of accounting and reporting, acquisition and grants management, cost and revenue performance management, asset management and budget and will be integrated with the current MAXHR effort. The Blanket Purchase Agreement value is for a maximum of $229 million. This contract vehicle provides DHS with the flexibility to purchase all or some of the proposed solution components. The award is comprised of individually negotiated task orders leading to the full implementation of the solution; the initial task order is for $3 million and entails a conference room pilot (CRP). A CRP provides the government with the opportunity to test the complete proposed solution with real-life business scenarios before implementing the solution into the Bureaus/Directorates.

The selected contractor team will provide assistance to DHS through a variety of professional services such as strategic support, design and integration activities, technical solutions, deployment activities, training and organizational change management.

Requirements for the Blanket Purchase Agreement were identified by DHS government subject matter experts who focused on functional and technical critical business processes. The eMerge2 Program is an enterprise solution and it is the first build-out of the Homeland Security (HLS) Enterprise Architecture. The team led by BearingPoint includes, among others, BEA Systems, Booz, Allen & Hamilton, Deloitte Consulting, GCE, Hewlett-Packard, and Lockheed Martin Services.  The eMerge2 Program is also proud to announce its strong commitment to the government’s small business Mentor-Protégé program through the selection of Thomas & Herbert Consulting, a participating vendor for the eMerge2 award.
