Mr. Erle Nye serves as Chairman Emeritus of TXU Corp and has years of experience in the engineering, financial, legal, operations, and regulatory fields.

Mr. Edmund G. "Ed" Archuleta has been general manager of the El Paso Water Utilities Public Service Board since January 1989. From 1974 to 1989, he worked for the City of Albuquerque in various positions in the Water Resources Department, and subsequently became Assistant Director of Operations for the Public Works Department. Lt. Gen. Air Force (ret.) Albert J. "Al" Edmonds serves as Chairman of Edmonds Enterprise Services, Inc. and recently retired as President of U.S. Government Accounts for EDS' Operations Solutions business line.
From 1997 to 1998, Lt. Gen. Edmonds was President of TRI-COR Industries, directing daily operations and managing new business development. From June 1994 to 1997, he was Director of the Defense Information Systems Agency (DISA). Lt. Gen. Edmonds also served as manager of National Communications Systems (NCS) and directed the President's National Security Telecommunications Advisory Committee (NSTAC).
Lt. Gen. Edmonds earned a Bachelor of Science degree in Chemistry from Morris Brown College and a Master of Arts degree in Counseling Psychology from Hampton University. Chief of Police (ret.), City of Albuquerque, New Mexico
The city of Albuquerque, New Mexico appointed Gilbert G. Gallegos Police Chief on December 1, 2001. He retired on March 30, 2005. Prior to this appointment, he served as the Region I Drug Enforcement Coordinator, responsible for coordinating drug enforcement efforts in cooperation with Federal, state, and local agencies in New Mexico.
Mr. Gallegos brings over 40 years of progressive responsibility in law enforcement, beginning with the Albuquerque Police Department in December 1964. Mr. Gallegos is a native of Albuquerque.

Margaret Grayson currently serves as the President of Coalescent Technologies, Inc. She retired as President of AEP Government Solutions Group and Executive Vice President of AEP Networks in 2006. She served as President of Grayson and Associates as well as Assistant Professor of Accounting and Finance at Hartwick College. Previously, Ms. Grayson served as President of V-ONE Corporation, which combined with AEP Networks in 2005. Ms. Grayson was elected President and Chief Executive Officer of V-ONE Corporation on November 28, 2000 and served as Senior Vice President and Chief Financial Officer of V-ONE since July 1999. She had also been a Director since August 1999. Before joining V-ONE Corporation, Ms. Grayson served as Vice President of Finance and Administration and CFO for SpaceHab, Inc.

Police Commissioner, City of New York
Mayor Michael R. Bloomberg appointed Raymond W. Kelly as Police Commissioner of the City of New York in 2002. He previously served as Commissioner from 1992 to 1994.
Commissioner Kelly formerly served as Senior Managing Director for Global Corporate Security at Bear, Stearns & Co. Inc. Before that, he served as Commissioner of the U.S. Customs Service. From 1996 to 1998, Commissioner Kelly was the Under Secretary for Enforcement at the U.S. Treasury Department. Commissioner Kelly spent 31 years in the New York City Police Department, serving in 25 different commands.
Commissioner Kelly is a combat veteran of the Vietnam War and retired as a Colonel from the Marine Corps Reserves after 30 years of service. Governor, State of Minnesota
Governor Tim Pawlenty attended the University of Minnesota and practiced law in the private sector. His public service career includes serving as a criminal prosecutor, Eagan City Councilmember, and ten-year member of the Minnesota House of Representatives. He was named Chief Executive Officer in 1997 and Chairman in 1998. He retired as Chairman and Chief Executive Officer for ConAgra in October 2005 and became the Chairman and Chief Executive Officer Emeritus.

Secretary, Department of Homeland Security
On February 15, 2005, Judge Michael Chertoff was sworn in as the second Secretary of the Department of Homeland Security. Secretary Chertoff formerly served as United States Circuit Judge for the Third Circuit Court of Appeals.
Previously, the U.S. Senate confirmed Secretary Chertoff to serve in the Bush Administration as Assistant Attorney General for the Criminal Division at the Department of Justice. As Assistant Attorney General, he helped trace the 9/11 terrorist attacks to the al-Qaida network, and worked to increase information sharing within the FBI and with state and local officials.
Before joining the Bush Administration, Secretary Chertoff was a Partner in the law firm of Latham & Watkins. From 1994 to 1996, he served as Special Counsel for the U.S. Senate Whitewater Committee.
Prior to that, Secretary Chertoff spent more than a decade as a federal prosecutor, including service as U.S. Attorney for the District of New Jersey, First Assistant U.S. Attorney for the District of New Jersey, and Assistant U.S. Attorney for the Southern District of New York. As United States Attorney, Secretary Chertoff investigated and prosecuted several significant cases of political corruption, organized crime, and corporate fraud.
Secretary Chertoff graduated magna cum laude from Harvard College in 1975 and magna cum laude from Harvard Law School in 1978. From 1979-1980 he served as a clerk to Supreme Court Justice William Brennan, Jr.
Secretary Chertoff is married to Meryl Justin Chertoff and has two children.
Deputy Secretary, Department of Homeland Security
On March 10, 2005, the U.S. Senate confirmed Michael P. Jackson to serve as Deputy Secretary of the U.S. Department of Homeland Security (DHS). Recently, Deputy Secretary Jackson served as Senior Vice President of AECOM Technology Corporation, where he was responsible for AECOM government relations globally and served as Chief Operating Officer of AECOM's Government Services Group.
Deputy Secretary Jackson served as Deputy Secretary of the U.S. Department of Transportation (DOT) from May 2001 to August 2003. His tenure was focused on DOT's response to the terrorist attacks, including standing up the new Transportation Security Administration and management of recovery efforts for the nation's aviation industry.
Deputy Secretary Jackson also held positions working for two previous Presidents. In the Administration of President George H. W. Bush, he served at the White House as Special Assistant to the President for Cabinet Liaison and later as Chief of Staff to the Secretary of Transportation. He held several positions reporting to the Secretary of Education in the Administration of President Reagan.
Before returning to DOT in 2001, Deputy Secretary Jackson worked in the private sector as Chief Operating Officer at Lockheed Martin IMS's Transportation Systems and Services.
Deputy Secretary Jackson has been a researcher at the American Enterprise Institute and taught political science at the University of Georgia and Georgetown University. He graduated from the University of Houston with a Bachelor of Arts Degree and received a Doctorate with distinction from the Government Department at Georgetown University in 1985.
Acting Under Secretary for National Protection and Programs, Department of Homeland Security
Robert D. Jamison was named by the Secretary of the Department of Homeland Security as the Acting Under Secretary for the National Protection and Programs Directorate in May of 2007. In that position he plays a leading role in the Department's integrated efforts to analyze, manage, and reduce risk.
Jamison furthered the Department's risk-reduction mission in his previous position as the Deputy Administrator for the Transportation Security Administration. As TSA's chief operating officer, he was responsible for all functional aspects of the agency charged with securing the nation's transportation systems.
Before joining DHS, Jamison served for over three years as the Deputy Administrator of the Federal Transit Administration at the U.S. Department of Transportation. There, he was responsible for the operations and oversight of the $8 billion federal transit capital assistance programs, in addition to spearheading the agency's transit security program and its $4.5 billion Lower Manhattan transportation recovery operation, established in the wake of the terrorist attacks of September 11.
In January of 2005, Jamison was designated by President Bush to serve as the Acting Administrator of the Federal Railroad Administration, where he managed the agency's response to several high profile rail accidents and directed the development and implementation of a data-driven rail safety action plan designed to significantly improve the safety of the Nation's rail system.
Prior to his service in the federal government, Jamison was the Senior Operations Officer for the American Red Cross, the largest humanitarian aid organization in the country. He also spent 12 years in management, both domestically and abroad, with United Parcel Service.
Jamison is a 1987 magna cum laude graduate of the University of Memphis, with a B.S. degree in electrical engineering. In 2003, he was awarded the Secretary of Transportation's 9/11 Medal, and in 2004, he received the U.S. Department of Transportation's War on Terrorism Medal.
Assistant Secretary for Infrastructure Protection, Department of Homeland Security
Col. Robert Stephan was appointed to serve as the Assistant Secretary of Homeland Security for Infrastructure Protection in April 2005. In this capacity, he is responsible for the Department's efforts to catalog our critical infrastructures and key resources and coordinate risk-based strategies and protective measures to secure them from terrorist attack.
His prior experience as Senior Director for Critical Infrastructure Protection in the Executive Office of the President (EOP) makes him a well-qualified choice for the Assistant Secretary position. During his tenure with EOP, his duties included developing and coordinating interagency policy and strategic initiatives to protect the United States against terrorist attack across 13 critical infrastructure sectors.
Previously, Assistant Secretary Stephan served as Special Assistant to the Secretary and Director of the Secretary's Headquarters Operational Integration Staff. In this capacity, he was responsible for wide range of activities that included headquarters-level planning in the areas of strategic and operational planning, core mission integration, domestic incident management, training, and exercises. He also directed the Interagency Incident Management Group, integrating Department and interagency capabilities in response to domestic threats and incidents.
Assistant Secretary Stephan held a variety of key operational and command positions in the joint special operations community during a 24-year Air Force career. During Operation Desert Storm, he deployed to Saudi Arabia as a joint battlestaff planner and mission commander supporting Joint Special Operations Task Force strategic interdiction operations in Iraq. As a commander of two Air Force Special Tactics Squadrons, Colonel Stephan organized, trained, and equipped forces for contingency operations in Somalia, Haiti, Bosnia, Croatia, Liberia, Colombia, and Kosovo.
Assistant Secretary Stephan is a distinguished graduate of the USAF Academy, and holds a Bachelors Degree in Political Science. He is an Olmsted Scholar, and has earned Masters Degrees in International Relations from the University of Belgrano, Buenos Aires, Argentina, and The Johns Hopkins University.
Director, Partnership and Outreach Division
Mr. Jim Caverly is Director of the Partnership and Outreach Division, which resides within the Office of Infrastructure Protection of the Department of Homeland Security (DHS). The Partnership and Outreach Division is responsible for sustaining core sector expertise, maintaining operational awareness, and fostering working-level relationships with industry, state, local and tribal government, and Federal agencies representing vital infrastructure interests. Mr. Caverly joined DHS at its inception, having previously worked for the Department of Energy (DOE) and its predecessor agencies for over 25 years. During his tenure at DOE, Mr. Caverly was involved in a broad range of energy-related issues, including energy emergency planning, critical infrastructure protection, international energy security, domestic energy supply, nuclear safeguards and security, and national security policy and planning.
Mr. Caverly is a graduate of the University of Notre Dame and the Naval War College, and served for three years on the faculty of the Industrial College of the Armed Forces at the National Defense University.
Designated Federal Officer (DFO) for the National Infrastructure Advisory Council, Department of Homeland Security
Ms. Wong currently serves as the Director of the Infrastructure Programs Office (IPO) within the Partnership and Outreach Division (POD) within the Office of Infrastructure Protection. She also currently serves as a Designated Federal Officer for the National Infrastructure Advisory Council to the President. Ms. Wong formerly served as the Acting Director of the Critical Infrastructure Assurance Office (CIAO) in the U.S. Department of Commerce. The Office merged into the Department of Homeland Security on March 1, 2003.
In 1997, Ms. Wong served as a commissioner on the President's Commission on Critical Infrastructure Protection as a private industry representative, with experience in both the energy and information technology industries. She held a position as head for information assets and risk management with Pacific Gas and Electric (PG&E) Company, where she oversaw the development and implementation of corporate policies, standards and business processes to manage and protect the company's information technology assets, as well as corporate-wide acquisition for information technology service and products. From 1993-1996, Ms. Wong led PG&E's 900-1200 person corporate computer and network operations department. In this position, she managed an annual budget of $60-80 million and the planning and daily operations of the company's entire corporate computing and telecommunications infrastructure, one of the largest private networks in the country. Earlier in her career, Ms Wong led the design and development of data base management and network operating systems, some of the first to go into operation in industry. The McGraw-Hill Publishing Companies selected Ms. Wong as one of the Top One Hundred Women in Computing for 1996.
Ms. Wong holds a Master of Finance degree and a Bachelor of Science degree in computer sciences and mathematics from the University of California at Berkeley.
Acting Deputy Assistant to the President for Homeland Security
Mr. Joel Bagnal was appointed Special Assistant to the President for Homeland Security on May 3, 2005. As the Chief of Staff of the Homeland Security Council, he is responsible for policy coordination, management, and administration of the Homeland Security Council. He oversees the development of national policy relating to incident management, continuity of operations, and domestic counterterrorism.
Prior to this appointment, Mr. Bagnal served as a Special Assistant to the Commander of the North American Aerospace Defense Command and the United States Northern Command. From January 2003 to June 2004, Mr. Bagnal served as the Special Assistant to the President and Senior Director for Domestic Counterterrorism. In this role he was the principal advisor to the Assistant to the President for Homeland Security for all matters pertaining to prevention of terrorism against the United States homeland, as well as incident management and information sharing. He also coordinated national response actions to terrorist threats and incidents that affected the security of the United States homeland on a daily basis including adjustments to the National Threat Level.
Mr. Bagnal served as Director of Incident Management and Threat Countermeasures within the White House Office of Homeland Security from December 2001 to December 2002. He helped develop the National Strategy for Homeland Security and policy for national incident management.
Mr. Bagnal came to the White House after serving as a Special Assistant to the Director of the Homeland Security Task Force, Office of the Secretary of Defense. Prior to this position, he served as a Senior Advisor to the Deputy Chief of Staff for Programs of the United States Army from June 2000 to September 2001. He served as a Domestic Preparedness Officer from September 1999 to May 2000 training First Responders on weapons of mass destruction consequence management in the nation's largest cities. From August 1998 to August 1999, Mr. Bagnal served as Chief of Operations for Multinational Division North and Task Force Eagle in Tuzla, Bosnia-Herzegovina during the Kosovo Air Campaign.
From 1996 to 1998, Mr. Bagnal served as the Director of Applications and Technical Support for Bytewise, Inc., a software engineering firm in Columbus, Georgia.
Mr. Bagnal held various command and staff positions as an Infantry officer in the U.S. Army. Mr. Bagnal earned a Bachelor of Science degree from the United States Military Academy.
Joel resides in Fairfax, Virginia.
