The Department of Homeland Security has also determined that anyone seeking access to Chemical-terrorism Vulnerability Information (CVI) must complete training to understand the requirements for safeguarding. In addition, all non-Federal employees are required to sign a personal non-disclosure agreement (PDF, 4 pages - 1 MB).
Authorized users will receive a unique identification number to demonstrate eligibility to receive Chemical-terrorism Vulnerability Information. However, the decision to share or provide access to Chemical-terrorism Vulnerability Information still rests on the holder’s determination of need to know.
Individuals will be presented with the non-disclosure agreement at the conclusion of the authorized user training and will be given instructions on how to complete the non-disclosure agreement and submit this along with basic contact information to the Department for consideration to become a Chemical-terrorism Vulnerability Information authorized user.
