Top Screen Submittal Requirements for Fuels (Except Propane)

My facility has fuels, but do I have to complete a Top Screen?

This decision making process flow may help to you if you have fuels in your facility's possession, and you are trying to determine if you have to complete a Top-Screen.

1. In addition to the fuel, does the facility have any chemicals of interest, including release- flammable chemicals of interest at or above the screening threshold quantity (STQ)?

  • If Yes, Complete a Top Screen. You have completed this process.
  • If No, Go to Question #2

2. Does the fuel contain a release-flammable chemical of interest at or above 1%?

  • If Yes, Go to Question #3
  • If No, No Top Screen submittal is required. You have completed this process.

3. Is the fuel in an above ground tank farm?

  • If Yes, Go to Question #5
  • If No, Go to Question #4

4. Is the fuel NFPA 4?

  • If Yes, Go to Question #5
  • If No, No Top Screen submittal is required. You have completed this process.

5. Is there over 10,000 lbs of fuel?

  • If Yes, Complete a Top Screen. You have completed this process.
  • If No, No Top Screen submittal is required. You have completed this process.
