Top Screen Submittal for Fuels (Except Propane)

I know my facility has to complete a Top Screen, but how do I count my facility's release-flammable chemicals of interest?

The facility possesses a fuel.  The facility has a chemical of interest (COI) (either in the fuel and/or another COI) at or above the STQ.

1. In addition to the fuel, does the facility have release-flammable COI(s) that are not contained in the fuel at or above the STQ?

  • If Yes, go to Question # 2
  • If No, go to Question #4

2. Is the release flammable COI in a mixture?

  • If Yes, go to Question #3
  • If No, Complete the Top-Screen for the release-flammable and any other COI(s) above its STQ. Also, enter the type and total weight of the fuel.
    Example: 10,000 lbs of hydrogen and 6,000 lbs of diesel.
    You have completed this process.

3. Is the release-flammable mixture NFPA 4?

  • If Yes, Complete the Top-Screen for the release-flammable mixture by entering the total weight of the mixture. If there is more than one COI in the release-flammable mixture, the entire weight of the mixture shall be entered next to the COI with the highest percentage in the mixture in the Top-Screen questionnaire.  Also, enter the weight of any non-release-flammable COI(S) above its STQ and also the type and total weight of the fuel.
    Example: 10,000 lbs of 40% hydrogen, 60% methane mixture and 2,000 lbs of diesel.
    You have completed this process.
  • If No, Complete the Top-Screen for the release-flammable mixture by entering the total weight of the release-flammable COI(s). If there is more than one COI in the release-flammable mixture, the entire weight of the release-flammable COI(s) shall be entered next to the COI with the highest percentage in the mixture in the Top-Screen questionnaire. Also, enter the weight of any non-release-flammable COI(s) above its STQ and also type and total weight of the fuel.
    Example: 40,000 lbs of 35% hydrazine, 65% water mixture and 4,000 lbs of diesel.
    You have completed this process.

4. Does the fuel contain a release-flammable COI at or above 1%?

  • If Yes, go to Question #5
  • If No, Complete the Top-Screen for any non-release-flammable COI(s) above its STQ. No Top-Screen input is required for the fuel.
    Example: 1,000 lbs of arsine and 1,000 lbs of diesel.
    You have completed this process.

5. Is the fuel in an above ground tank farm?

  • If Yes, go to Question #7
  • If No, go to Question #6

6. Is the fuel NFPA 4?

  • If Yes, go to Question #7
  • If No, Complete the Top-Screen for any non-release-flammable COI(s) above its STQ.  No Top Screen input is required for the fuel.
    Example: 1,000 lbs of arsine and 20,000 lbs of gasoline in a below ground tank.
    You have completed this process.

7. Do you have 10,000 lbs or more of the fuel?

  • If Yes, Complete the Top- Screen for any non-release-flammable COI(s) above its STQ. Also, enter the type and total weight of the fuel.
    Example: 1,000 lbs of arsine and 10,000 lbs of gasoline in an above ground tank farm.
    You have completed this process.
  • If No, Complete the Top-Screen for any non-release-flammable COI(s) above its STQ.  No Top Screen input is required for the fuel.
    Example: 1,000 lbs of arsine and 8,000 lbs of gasoline in an above ground tank farm.
    You have completed this process.
