All DHS-funded activities must be compliant with relevant international agreements, federal regulations, DHS policies, and related standards and guidance. The Compliance Assurance Program Office (CAPO) within the DHS Science and Technology Directorate (S&T) provides support and oversight to ensure this compliance in the areas of:
- Treaty Compliance
- Biosafety
- Select Agent and Toxin Security
- Animal Care and Use
- Protection of Human Subjects
- Life Sciences Dual Use Research of Concern (DURC)
- Export Controls
All activities sponsored or funded by DHS that potentially fall into one or more of the above areas must be submitted to the CAPO upon inception, prior to funding approval.
Please note that environmental compliance requirements fall under Occupational Safety and Environmental Programs (OSEP) rather than CAPO.
