The Long Range Broad Agency Announcement (BAA’s) mission is to provide a standing, open invitation for researchers and scientists to contribute their best ideas that address Department of Homeland Security (DHS) capability gaps. It is a funding mechanism, not a program, for novel and innovative concepts. While most BAAs have prescriptive requirements, the Long Range BAA is an open, peer-reviewed competition of ideas to encourage researchers to pursue their creativity and innovations. All of Science and Technology Directorate's (S&T) divisions and special programs may receive, evaluate, and fund research and development projects through the Long Range BAA.
Objectives
Provide the private sector with a flexible funding mechanism with minimal administrative burden to encourage creativity and innovation.
Maximize each submission’s exposure throughout S&T by having the Long Range BAA Advisory Board recommend relevant divisions and programs suited to the submission.
Notify offerors of evaluation results within 90 days after the Department receives their paper.
Ensure that all submissions are given due consideration and are evaluated fairly, according to the criteria set forth in the Long Range BAA Solicitation.
Ensure S&T Long Range BAA Solicitations are issued in accordance with Federal Acquisition Regulation (FAR) Part 6.102 “Use of Competitive Procedures” and FAR Part 35.016 “Broad Agency Announcement”.
Comply with The Homeland Security Act of 2002 (Public Law 107-296), which states the Department's S&T Directorate will “support basic and applied homeland security research to promote revolutionary changes in technologies; advance the development, testing and evaluation, and deployment of critical homeland security technologies; and accelerate the prototyping and deployment of technologies that would address homeland security vulnerabilities.”
