To help communities prioritize investments in resilience, this report describes a method to define hazard-specific risk based on hazard impacts, correlated with the resilience characteristics aligned with community priorities, and rank these investments based on their relative benefit. Using flood as the proof-of-principle hazard, this report describes a method and corresponding decision support tool, in development through an effort funded by the U.S. Department of Homeland Security Science and Technology Directorate, to perform a rapid flood risk assessment to support data-driven investments in resilience enhancement.
