The DHS Science and Technology Directorate (S&T) Program Management Office (PMO) holds recurring Cyber Apex Review Team (CART) meetings to foster and maintain strong collaboration between DHS, the U.S. Department of Treasury, and the Financial Services Sector (FSS). The financial industry partners are both, customers and end-users. Together, these entities comprise the CART. This body functions as a facilitator to provide technical direction for the development of requirements, project efforts, planning / approving test and evaluation activities, metrics formulation, and other high-level decision-making for specific elements of the program. In addition to defining and prioritizing program requirements, the CART assists in choosing the most appropriate method of technology transition and commercialization. CART members constitute the principle stakeholders of the entire program. The execution of projects under the NGCI Apex program will be performed by the OTA Contractor. They will maintain a pool of potential vendors (consortium), from which it can solicit proposals to build and develop the prototype technologies needed to address the capability gaps across the critical infrastructure of the financial sector.
