The Department of Homeland Security’s Science and Technology Directorate seeks a Commercialization Program Manager via the Intergovernmental Personnel Act (IPA) Mobility Program.
DHS S&T Commercialization Program Manager
The IPA Mobility Program provides for the temporary assignment of personnel between DHS and state and local governments, colleges and universities, Indian tribal governments, federally funded research and development centers, and other eligible organizations, and vice versa. The initial IPA assignment may be for a period of up to two years, and may be renewed for an additional two years. Organizations are reimbursed for the IPA’s salary and a portion of other related benefits while serving under this appointment.
Major Duties and Responsibilities
The Commercialization Program Manager:
- Provides commercialization subject matter expertise.
- Provides analysis of the S&T portfolio to identify specific opportunities for commercialization of products; analyzes S&T priorities and requirements to guide S&T’s commercialization priorities and interactions with the private sector.
- Provides expertise, guidance, and management of commercialization options for DHS programs, products, and technologies.
- Establishes processes and procedures to institutionalize best practices related to technology transfer, commercialization and other transition activities within DHS S&T.
- Supports efforts to link, integrate, and communicate DHS efforts, specifically commercialization efforts.
- Analyzes and evaluates homeland security missions and operational requirements to inform prioritization of S&T’s commercialization efforts;
- Monitors national policies that promote commercialization of government research and development to inform S&T’s program and partnership efforts.
- Develops and refines metrics and measures to gauge commercialization successes.
- Supports management, participation and/or facilitation of working groups to establish and/or coordinate and integrate DHS processes related to commercialization, intellectual property, etc.
- Coordinates and assists with training and education for program managers specific to capability transition (technology transfer, commercialization, or technology transition).
- Promotes partnerships with industry through Cooperative Research and Development Agreements and other mechanisms to facilitate commercialization of promising technologies to provide valuable technology applications for emergency responders and DHS Components.
Preferred Experience Factors: Strong experience in commercialization of new technologies and products
- Familiarity and experience with funding sources
- Experience in capitalization (generating revenue from assets), supply chain management, business planning
- Knowledge of industry networks/alliances (manufacturing and distribution)
- Self-starter with executive, strategic, and tactical skills (i.e., can develop policies but also make own slides and print them)
- Knowledge of National Science Foundation’s I-Corps training principles or similar programs
