Liaison Outreach Coordination Cell (LOCC)

The goal of the DHS Science and Technology Directorate's Liaison Outreach Coordination Cell (LOCC) is to partner and collaborate with agencies across DHS and other federal, state and local government agencies to determine technology requirements, increase communication, and leverage information to address new and emerging threats, exploit existing detection technologies and capabilities, and avoid duplication of effort.

 

Description and Approach

LOCC collaborates with partners in government agencies, industry, university communities, and national labs in order to leverage collective expertise, resources and knowledge that efficiently and effectively supports the development of capabilities aligned to the mission-critical needs of S&T and the Homeland Security Enterprise.

  • New York Police Department Counterterrorism Division (NYPD CTD), Kingsborough Community College, Brooklyn NY, May 2016
  • Boston Police Department, Fenway Park, Boston MA, June 2016
  • NYPD CTD, Grand Central Terminal, Manhattan NY, October 2017
  • Developed and transitioned a Threat Detection Vehicle for NYPD CTD with unstructured crowd video surveillance and anomaly detection capabilities
  • Collaborated with FBI Terrorist Explosive Device Analytical Center on technologies including emerging explosive threats, opioid detection, and counter unmanned aircraft systems
  • Supported efforts in protecting soft targets, through interagency partnerships including the National Counterterrorism Center, Federal Law Enforcement Training Center, Federal Emergency Management Agency and National Protection and Programs Directorate
