President Biden Announces Appointments to the President’s National Security Telecommunications Advisory Committee - The White House

Mr. Scott Charney, NSTAC Chair

Mr. Charney serves as vice president for Security Policy at Microsoft, where he works with public and private sector organizations to develop and implement strategies that help secure the information technology ecosystem. Prior to this position, he led Microsoft’s Trustworthy Computing Group, where he was responsible for enforcing Microsoft’s mandatory security engineering policies and implementing the company’s security strategy. He serves on the Board for the Global Cyber Alliance and served as a commissioner on the Global Commission for the Stability of Cyberspace.

Mr. Jeffrey Storey, NSTAC Vice Chair

Mr. Storey has retired from his position as president and CEO of Lumen Technologies (formerly CenturyLink) after a distinguished 40-year career within the telecommunication and technology industries, including Lumen and its predecessors. From April 2013 until its merger with CenturyLink in 2017, he served as president and CEO of Level 3 Communications. Before Level 3, Mr. Storey served as the president and CEO of WilTel Communications, president of Leucadia Telecommunications Group, and as a senior executive at Cox Communications, where he helped to found Cox Business Services.

Mr. Peter Altabef

Mr. Altabef is the chair and CEO of Unisys. Prior to joining Unisys, he served as president and CEO of MICROS Systems, as president and CEO of Perot Systems, and as president of Dell Services, the IT services and business process solutions unit of Dell. He is a member of the board of directors of NiSource, as well as a trustee of the Committee for Economic Development (CED) of the Conference Board, and co-chair of the CED’s Technology and Innovation Committee.

Mr. Johnathon Caldwell

Mr. Caldwell is the vice president and deputy general manager of National Security Space, a newly formed, expansive multi-billion dollar portfolio with over 8,300 employees who deliver integrated end-to-end solutions, high-performance systems, critical space architectures and innovative concepts to help customers successfully execute vital national security missions. With nearly 30 years in industry, Mr. Caldwell has held numerous technical and leadership roles, including leading the heritage Military Space organization, modernizing the nation’s strategic communications and missile warning, developing commercial space systems, producing and fielding next generation Global Positioning Systems, and leading the digital modernization of Lockheed Martin Space. He serves on the American Institute of Aeronautics and Astronautics (AIAA) Board of Trustees, the University of Colorado Engineering Advisory Council, and was recently invited into the AIAA Associate Fellows Class of 2024.

Mr. Mark Dankberg

Mr. Dankberg is chair, CEO, and co-founder of Viasat, a leading provider of satellite technology and network services for airlines, energy, maritime, residential, and remote markets, and secure networks for government applications. He is a member of the National Academy of Engineering and has received numerous satellite industry and entrepreneurship awards including the Aerospace International Communications Award from the American Institute of Aeronautics and Astronautics. He has served on the Board of Trustees of Rice University and the boards of private and public technology companies and currently serves on the board of directors at Lytx, Inc., a leading provider of fleet safety management solutions.

Ms. Noopur Davis

Ms. Davis is executive vice president and chief information security and product privacy officer for Comcast Corporation and global chief information security officer and chief product privacy officer for  Comcast Cable. In this role, she is responsible for overseeing the full range of cybersecurity and product privacy functions for all Comcast Cable businesses, including all products and services delivered to residential and business customers. Prior to joining Comcast, Ms. Davis served as vice president of Global Quality at Intel Security Group, visiting scientist and senior member of technical staff at Carnegie Mellon University Software Engineering Institute, principal of Davis Systems, and in various senior positions at leading technology companies. She serves on the boards of Regions Financial and Entrust.

Mr. Matthew Desch

Mr. Desch is currently the CEO of Iridium Communications and serves on its board of directors. Before Iridium, Mr. Desch served as the CEO of Telcordia Technologies (now part of Ericsson) and was on the board of SAIC. Prior to that, he was president of Nortel Network’s wireless and global carrier divisions for 13 years, leaving in 2000. He began his career in software development and strategic planning with AT&T Bell Laboratories. Mr. Desch also serves on the board of Unisys.

Mr. David G. DeWalt

Mr. DeWalt is one of the preeminent leaders in cybersecurity and technology, leading some of the world’s most influential companies toward immense success over the past 30 years. A four-time CEO, Mr. DeWalt has been at the helm of some of the most impactful companies in the sector, creating more than $20 billion in shareholder value and driving some of the largest acquisition deals and IPOs in history. He currently serves as founder and CEO of NightDragon, a venture capital and advisory firm building the world’s largest platform for growth for late-stage cybersecurity, safety, security and privacy companies. A sought-after advisor and executive leader, Mr. DeWalt has held more than 40 board of director roles at influential companies such as Delta Airlines, Optiv, Claroty, Five9, Mandiant, and Forescout Technologies. A thought leader on cybersecurity and technology issues, Mr. DeWalt has appeared in CNBC, the Wall Street Journal, TechCrunch, Forbes, Bloomberg, and other leading media outlets.

Mr. Raymond Dolan

Mr. Dolan is the chair and CEO of Cohere Technologies, a software-based technology leader in Open Radio Access Networks for fifth generation technology and beyond. Previously, he was the CEO of Ribbon Communications. Mr. Dolan was also the co-founder of Flarion Technologies, holding the positions of chair and CEO during his tenure. Flarion Technologies is responsible for pioneering orthogonal frequency-division multiplexing for wireless systems leading to 4G/LTE used in today’s global cellular networks. He is currently a member of the board of directors for the American Tower Corporation.

Mr. John Donovan

Mr. Donovan currently serves as lead independent director at Palo Alto Networks. He previously served as the CEO of AT&T Communications, a subsidiary of AT&T, where he was responsible for the bulk of the company’s global telecommunications and video services businesses, including AT&T’s Business, Mobility & Entertainment, and Technology & Operations groups. Before serving as CEO, he was the chief strategy officer, group president of AT&T Technology and Operations, and chief technology officer (CTO). He currently serves on the boards for Lockheed Martin, Palo Alto Networks, Cresta Technologies, Ziosk, and Lucata Technologies.

Dr. Joseph E. Fergus

Dr. Fergus is the founder, president, and CEO of Communication Technologies. He was a research and development scientist at AT&T Bell Laboratories from 1982 to 1990 and served as the chair of various technical committees for the American National Standards Institute. In addition, Dr. Fergus has represented the United States at multiple meetings for the International Telecommunications Union – Telecommunications Sector. He served as chair for industry committees responsible for providing technical direction of industry standards.

Mr. Patrick Gelsinger

Mr. Gelsinger is CEO of Intel and serves on its board of directors. He has more than four decades of technology leadership and experience driving innovation, with 30 of those years serving in Intel engineering and executive roles. Before rejoining Intel in February 2021, Gelsinger was CEO of VMware. In that role, he transformed VMware into a recognized global leader in cloud infrastructure, enterprise mobility and cybersecurity – almost tripling the company’s annual revenues. Mr. Gelsinger holds eight patents in the areas of VLSI design, computer architecture and communications, and is an IEEE Fellow. He also sits on the Business Council, Business Roundtable, CEO Forum, Global Semi Alliance, Tech Council CEO and U.S. Chamber China Center Advisory Board.

Ms. Lisa A. Hook

Ms. Hook currently serves as a managing partner at Two Island Partners. She previously served as President and CEO of Neustar from October 2010 until July 2018, and as president and COO from January 2008 until 2010. Prior to Neustar, Ms. Hook served as president and CEO of Sunrocket, and held several executive-level posts at America Online and Time Warner. She was also a managing director of Alpine Capital Group; legal advisor to the chair of the Federal Communications Commission; partner at Brera Capital Partners; and a senior attorney at Viacom International. Ms. Hook currently serves on the boards of Fidelity National Information Services, Philip Morris International, Ritchie Brothers Holdings, and Nokia. 

Mr. Jack Huffard

Mr. Huffard is a co-founder and member of the board of Tenable Holdings. From 2002 to 2018, he served as Tenable's president, COO, and a member of the board. From 2018 to 2019, Mr. Huffard focused exclusively on business operations as the company's COO. Before Tenable, he was the director of corporate development for Enterasys Networks. Currently, Mr. Huffard serves as a member of the board for Norfolk Southern Corporation and Immersive Labs. He is also a member of Goldman Sachs’ Global Software Council.

Ms. Barbara Humpton

Ms. Humpton is president and CEO of Siemens, where she guides the company’s strategy and engagement in serving the company’s largest market. She previously served as president and CEO of Siemens Government Technologies, Inc. Prior to joining Siemens in 2011, Ms. Humpton served as a vice president at Booz Allen Hamilton and Lockheed Martin Corporation. She is chair of the Siemens Corporation Board, the Siemens Foundation and the Center for Strategic and Budgetary Assessments. She serves on the board of directors of the Federal Reserve Bank of Richmond, Triumph Group, Fluence Energy, National Association of Manufacturers, and the Economic Club of Washington, D.C.

Ms. Renee James

Ms. James founded Ampere Computing in 2017, where she is currently the chair and CEO. Ampere designs high performance microprocessors for cloud and edge computing. Before Ampere, Ms. James had a lengthy career at Intel, where she served as president until her departure in 2016. She has global operating experience in both hardware and software development and manufacturing of semiconductors and has led several development sites around the globe as well as directed the government affairs in those regions. Ms. James is an active voice for diversity and representation in technology, as well as the future of the U.S. semiconductor industry. She was on Fast Company’s list of “100 Most Creative People in Business,” ranked 21st on Fortune’s “Most Powerful Women in Business” list and has been recognized on Forbes’ “100 Most Powerful Women” list. Ms. James is a member of the board of directors of Citi Group and Oracle.

Ms. Kimberly Keever

Ms. Keever currently serves as senior vice president and CISO for Cox Communications, leading all aspects of cybersecurity including all products and services delivered to residential and business customers. She collaborates extensively with industry to develop innovative capabilities to protect critical infrastructure. She serves on the board for the Georgia Campaign for Adolescent Power and Potential, the board of the Georgia Institute of Technology Scheller College of Business and is a board advisor to Children’s Healthcare of Atlanta. Previously, she was the chief information officer for Invesco Retirement Plan Services. She served on the Federal Communications Commission (FCC) Communications Security, Reliability, and Interoperability Council (CSRIC) - V.

Mr. Kyle Malady

Mr. Malady is the CEO of Verizon Business, a leading global technology company serving 99% of Fortune 500 companies. Previously, he was the president of Global Networks and Technology at Verizon, responsible for the nation’s leading wireless network, the nation’s largest fiber broadband service, and a vast IP network serving global customers. Mr. Malady is on the board of directors for both Dexcom, a leader of diabetes care technology, and CTIA, the trade association representing the wireless communications industry. Previously, he sat on the FCC CSRIC. He is involved with Heartcare International, which funds free cardiac surgeries for children in developing countries.

Mr. Kevin Mandia

Mr. Mandia is the CEO of Mandiant, now part of Google Cloud. In 2004, Mr. Mandia founded Mandiant Corporation, a leading provider of cyber security incident management software and services. Following its acquisition by FireEye in 2013, Mandiant went on to become the core of FireEye’s highly successful cyber security business. From 2016 until the company’s acquisition by Google in September 2022, Mr. Mandia served as CEO and a member of the Board of Directors of FireEye and later, Mandiant, Inc., following its corporate name change. Today, Mr. Mandia leads the Mandiant consulting and intel operations for Google Cloud. He began his cyber security career in the United States Air Force as a computer security officer, and later as a special agent in the Air Force Office of Special Investigations. Mr. Mandia is a strategic partner at Ballistic Ventures and serves as a member of the Cybersecurity Advisory Committee for the Cybersecurity and Infrastructure Security Agency since December 2021.

Ms. Maria Martinez

Ms. Martinez is the COO at Cisco, where she is responsible for the company's operations and transformation, as well as for building high-value experiences for its customers, partners, and employees. Ms. Martinez brings more than 35 years of leadership experience from a variety of technology sectors including software, services, hardware, and networking technology. Prior to Cisco, she held executive positions at industry giants such as Salesforce, Microsoft, Motorola, and AT&T and served as the CEO of Internet of Things startup, Embrace Networks. She also serves on the Board of Directors for McKesson, Cue Health, and the Silicon Valley Education Foundation.

Mr. Jeff McElfresh

Mr. McElfresh is the COO of AT&T and has 27 years of experience with AT&T in a variety of strategic, operational and technology leadership roles. Most of his career has been in AT&T’s Mobility business — the biggest single driver of AT&T’s consolidated revenues. Mr. McElfresh most recently served as the CEO of AT&T Communications, and prior to that, the president of its Technology and Operations group and was responsible for the company’s network, technology, cybersecurity, data and labs operations. He also previously served as: CEO of AT&T’s Vrio and its DIRECTV Latin America and SKY Brasil businesses from 2015 to 2018; senior vice president in AT&T’s Strategy and Corporate Development group; and president of AT&T Mexico and a member of the board of directors and executive committee of Telmex and América Móvil, overseeing AT&T’s since-divested minority interest in the two companies. Early in his career, he held several operational positions with AT&T’s (BellSouth International) wireless businesses in Latin America.

Mr. Bryan Palma

Mr. Palma is the CEO of Trellix and a member of the board of directors. Previously, Mr. Palma led the sale of FireEye, its subsequent combination with McAfee, and rebranding to Trellix. Prior to FireEye, Mr. Palma held executive leadership positions at AT&T, Blackberry, Boeing, Cisco, EDS, and PepsiCo. He began his career as a special agent in the U.S. Secret Service. Mr. Palma serves as a board member of TPx Communications and as an industry advisor to Duke University’s Pratt School of Engineering.

Mr. Neville Ray

As an advisor to T-Mobile, Mr. Ray previously served as T-Mobile’s president of technology and has more than 25 years of experience in the design, deployment, and operational management of wireless networks in the United States and worldwide. He now serves as a director on the board of Ziff Davis, a digital media and internet company. He joined T-Mobile USA (then Voice Stream) in April 2000, and was promoted to CTO in December 2010, and most recently to president of technology in December 2019. Prior to joining T-Mobile USA, Mr. Ray served as network vice president for Pacific Bell Mobile Services. He recently served, for a ninth time, as chair of the 5G Americas Board of Governors, and the vice chair of the Cellular Telecommunications Industry Association. Mr. Ray has also served on both the Network Reliability and Interoperability Council and Commerce Spectrum Management Advisory Committee for the federal government. Mr. Ray is a member of the Institution of Electrical and Electronic Engineers and a member of the Institution of Civil Engineers. 

Mr. Angel Ruiz

Mr. Ruiz is currently chair of the Board for MediaKind and also serves as director on the boards of Liberty Mutual, Vertical Bridge, and Nsight. He previously served as CEO of MediaKind from 2018 to 2020. Prior to MediaKind, Mr. Ruiz served as chair of the Americas for Ericsson and was head of Ericsson’s North American Region from 2001 to 2016, growing the business from half a billion dollars to over $9 billion. Under his leadership, Ericsson became the number one provider of telecommunications solutions and services in the United States and Canada. Mr. Ruiz also served on the CTIA board of directors and was on its executive committee for more than a decade.

Mr. Stephen Schmidt

Having joined Amazon in February 2008, Mr. Schmidt is the current CSO for Amazon. He leads the information security, physical security, security engineering, and regulatory program teams. From 2010 to 2022, Mr. Schmidt was the CISO for Amazon Web Services. Prior to joining Amazon, Mr. Schmidt had an extensive career at the Federal Bureau of Investigation (FBI), where he served as a senior executive. His responsibilities there included a term as acting CTO, development and operation of technical collection and analysis platforms, as well as the section chief overseeing the FBI Cyber Division components responsible for computer and network intrusion technical investigation.

Mr. Hock Tan

Mr. Tan is president, CEO, and director of Broadcom. He previously served as chair of the Board for Integrated Device Technology. Prior to this position, Mr. Tan was president and CEO of Integrated Circuit Systems, and vice president of Finance for Commodore International. He has also served as managing director for both Pacven Investment and Hume Industries. Mr. Tan has held senior management positions with PepsiCo and General Motors.

Mr. Corey Thomas

Mr. Thomas is the CEO of Rapid7, as well as the chair of its Board of Directors. In 2021, he became a member of the Council on Foreign Relations and was appointed class-C director and deputy chair of the Federal Reserve Bank of Boston. He also serves on the Blue Cross Blue Shield of Massachusetts board of directors, LPL Financial board of directors, and Vanderbilt University board of trust. He is an active angel investor to technology companies, advisor to organizations undergoing technology transformation, and sought-after speaker and panelist. He previously served on the U.S. Commerce Department's Digital Economy Board of Advisors. Mr. Thomas has extensive experience leading technology companies to the next stage of growth and innovation. Prior to joining Rapid7, Mr. Thomas spent time at Parallels, Inc., Microsoft, Deloitte Consulting, and AT&T. He received a Bachelor of Engineering in electrical engineering and computer science from Vanderbilt University and a Master of Business Administration from Harvard Business School.
