Launched in 2024 by the DHS Chief Procurement Officer, Champions for Alternative Procurements to Secure the Homeland (CAPSL) serves as the central body of knowledge and direct support for DHS alternative procurement authorities. This is done by leveraging a network of CAPSL Champions across DHS that foster hands-on learning, user-based knowledge sharing, and compilation of best practices and outcomes to support the DHS mission.
Mission Statement
To empower DHS acquisition teams with the knowledge and tools necessary to make informed, strategic decisions on the appropriate use of alternative procurement authorities to drive mission success across the Department.
