Ivan J. Arvelo manages the federal government’s response to combat global intellectual property theft, protect national security and ensure public health and safety.
As the Assistant Director of the HSI Global Trade division, Mr. Arvelo oversees operational activities for the division’s national programs related to trade enforcement, intellectual property, wildlife and environmental crimes, government supply chain investigations and counter proliferation investigations. In this assignment, Mr. Arvelo also serves as the Director of the federal government’s National Intellectual Property Rights Center (IPRC), leading this whole of government center with Assistant Directors from HSI, FBI and CBP.
Prior to this assignment, Mr. Arvelo served as the Special Agent in Charge for HSI New York, overseeing more than 700 special agents, intelligence analysts, task force officers and administrative professionals across New York City, Long Island, the Hudson Valley, John F. Kennedy International Airport and LaGuardia Airport. He also previously served as the Special Agent in Charge for HSI San Juan. Earlier in his career, Mr. Arvelo held other leadership positions within HSI, to include the Deputy Special Agent in Charge for HSI Tampa and multiple Headquarters positions within Domestic Operations, to include the Associate Deputy Assistant Director and Operations Chief.
Mr. Arvelo began his law enforcement career in 1998 as an inspector in the San Juan International Airport, later becoming a special agent with HSI San Juan. During his time at HSI San Juan, Mr. Arvelo served in leadership roles, including Assistant Special Agent in Charge and Group Supervisor. Mr. Arvelo holds a Bachelor of Arts degree in Criminal Justice from Ana G. Méndez University in Gurabo, Puerto Rico.
