NCSWIC Chair Note

2019 has been busy yet productive! Thank you to everyone who attended the SAFECOM and National Council of Statewide Interoperability Coordinators’ (NCSWIC) meetings, on April 22-25, 2019, in Pittsburgh, Pennsylvania. The NCSWIC held a dynamic plenary meeting with members and engaged in sessions including the benefits of Geographic Information Systems for Emergency Communications, the First Responder Network Authority’s products and services, NCSWIC’s Interoperability Performance Measures, and the NCSWIC Academy, which is currently under development.

NCSWIC PTE Committee In-Person Meeting

The NCSWIC PTE Committee met in Boise, Idaho, for two days (April 9-10, 2019) to discuss the COMM-X Portal, exercises-in-a-box templates, and outreach products. Participants also toured the National Interagency Fire Center (NIFC).

Release of FY 2018 SAFECOM Guidance on Emergency Communications Grants

On behalf of the Office of Emergency Communications (OEC), I am pleased to present the Fiscal Year 2018 SAFECOM Guidance on Emergency Communications Grants (SAFECOM Guidance).  This document is updated annually to provide current information on emergency communications policies, eligible costs, best practices, and technical standards for state, local, tribal, and territorial grantees investing federal funds in emergency communications projects.

SAFECOM, NCSWIC, and Joint In-Person Meetings

The Cybersecurity and Infrastructure Security Agency hosts several in-person SAFECOM, National Council of Statewide Interoperability Coordinators (NCSWIC), and joint meetings throughout the year to gather input to improve emergency communications, as well as raise awareness of key Federal partner initiatives.

NCSWIC Leaders Meet to Discuss the 2017 Strategic Plan

On January 10, 2017, the Department of Homeland Security’s (DHS) Office of Emergency Communications (OEC) hosted leaders from the National Council of Statewide Interoperability Coordinators (NCSWIC) in Arlington, Virginia, to discuss strategic planning for 2017.

2016 Funding and Sustainment Methods for Public Safety Communications Systems

Throughout 2016, the Joint SAFECOM and National Council of Statewide Interoperability Coordinators (NCSWIC) Funding and Sustainment Committee collected and compiled examples of funding methods used by public safety agencies to build, improve, expand, and support the ongoing costs of public safety communications systems.

OEC and NCSWIC Partner to Develop a MOU to Improve Interoperability

The Office of Emergency Communications (OEC), in cooperation with several federal departments and agencies, developed a Memorandum of Understanding (MOU) that will allow State, Local, Tribal, and Territorial public safety agencies to use federal Law Enforcement and Incident Response (LE/IR) channels to improve emergency communications interoperability.
