WEBVTT 1 00:00:00.500 --> 00:00:04.500 I am Alejandro Mayorkas, the new new Secretary of the Department 2 00:00:04.500 --> 00:00:08.500 Homeland Security.  I am honored to address you today, 3 00:00:08.500 --> 00:00:10.700 and to do so as your partner. 4 00:00:10.700 --> 00:00:14.700 Please first allow me to acknowledge the lands of the Nacotchtank, 5 00:00:14.700 --> 00:00:18.166 Anacostan, and the Piscataway, where our 6 00:00:18.166 --> 00:00:22.166 Department’s headquarters are located.  I also acknowledge the 7 00:00:22.166 --> 00:00:26.899 ancestral lands across the United States on which our Department operates. 8 00:00:26.900 --> 00:00:30.400 I grew up a student of Native peoples, 9 00:00:30.400 --> 00:00:34.400 tribal life and customs.  In doing so, I gained a deeper understanding 10 00:00:34.400 --> 00:00:38.400 of the value of living in harmony with the earth, 11 00:00:38.400 --> 00:00:42.400 and a deeper appreciation of the interdependence of all life 12 00:00:42.400 --> 00:00:46.400 I also learned of a history marked by great loss, 13 00:00:46.400 --> 00:00:50.400 and of resilient communities nevertheless able to inspire. 14 00:00:50.400 --> 00:00:54.400 When I served as Deputy Secretary of Homeland Security 15 00:00:54.400 --> 00:00:58.400 during the Obama-Biden Administration, I traveled to Montana 16 00:00:58.400 --> 00:01:02.400 with Senator Jon Tester.  Standing together, 17 00:01:02.400 --> 00:01:06.400 a tribal leader blessed our group with a profoundly beautiful prayer.  18 00:01:06.400 --> 00:01:10.400 The prayer and its delivery move me to this very day.  19 00:01:10.400 --> 00:01:14.400 I keep that moment in mind as I now assume the responsibilities 20 00:01:14.400 --> 00:01:18.400 our Department carries forward on your behalf. 21 00:01:18.400 --> 00:01:22.400 Following the prayer’s delivery along the northern border, 22 00:01:22.400 --> 00:01:26.400 I learned of the challenges that Native peoples can confront in their interactions 23 00:01:26.400 --> 00:01:30.400 with our Department.  Issues of cultural sensitivity 24 00:01:30.400 --> 00:01:34.400 and issues of broader coordination and collaboration. 25 00:01:34.400 --> 00:01:38.400 The Department of Homeland Security is, fundamentally, 26 00:01:38.400 --> 00:01:42.400 a department of partnerships.  Whether it is in delivering support 27 00:01:42.400 --> 00:01:46.400 to tribal governments in our shared battle against the COVID-19 28 00:01:46.400 --> 00:01:50.400 or in the many other ways that make us the 29 00:01:50.400 --> 00:01:54.400 that engages most frequently with the public on a daily basis, 30 00:01:54.400 --> 00:01:58.400 we must engage with you in a meaningful way.  31 00:01:58.400 --> 00:02:02.400 It is only through such engagement that we will understand what is needed 32 00:02:02.400 --> 00:02:06.400 to ensure the safety and security of Indian country 33 00:02:06.400 --> 00:02:08.666 and the Nation.  34 00:02:08.666 --> 00:02:12.666 The safety and security of Indian country is our shared responsibility. 35 00:02:12.666 --> 00:02:16.666 I am privileged to assume it together with you.  36 00:02:16.666 --> 00:02:20.666 I am honored to work with you, the tribal leaders, 37 00:02:20.666 --> 00:02:24.666 to help move further from a history of loss and toward 38 00:02:24.666 --> 00:02:28.666 a future in which you can continue to inspire. 39 00:02:28.666 --> 00:02:30.699 Thank you.
