So who are we? S&T provides 22 00:01:24.190 --> 00:01:28.190 Science and Engineering expertise to protect the nation from natural and manmade disasters 23 00:01:28.190 --> 00:01:32.200 and emerging threats. This extends to protecting 26 00:01:40.210 --> 00:01:44.230 citizens and communities during emergencies and natural disasters. 27 00:01:44.230 --> 00:01:48.240 So who do we serve? Our customers are broad. All the DHS components like 28 00:01:48.240 --> 00:01:52.250 Customs and Border Protection, FEMA, U.S. Coast Guard and TSA as 29 00:01:52.250 --> 00:01:56.250 well as our First Responder community. There are also critical infrastructure 30 00:01:56.250 --> 00:02:00.270 operators. Those essential to areas such as utilities, transportation and 31 00:02:00.270 --> 00:02:04.280 communications just to name a few and finally, Homeland Security 32 00:02:04.280 --> 00:02:08.290 practitioners from across government and industry. Our business is going 33 00:02:08.290 --> 00:02:12.300 to enhance operational security and build resilience capacity in an environment 34 00:02:12.300 --> 00:02:16.310 where the security landscape is ever changing. To deliver 35 00:02:16.310 --> 00:02:20.320 solutions to our customers. We need to number one, better understand 36 00:02:20.320 --> 00:02:24.330 customers needs. We do this by engaging security operators on the front-lines 37 00:02:24.330 --> 00:02:28.350 to better understand the operational challenges they face in complex 38 00:02:28.350 --> 00:02:32.360 threat environments. This allows us to define the requirements and work with industry 39 00:02:32.360 --> 00:02:36.370 innovators like you to develop cost effective solutions. 40 00:02:36.370 --> 00:02:40.380 Number two, we need to persue an innovative approach that enables us to take advantage 41 00:02:40.380 --> 00:02:44.400 of best practices and leverage capabilities across DHS 42 00:02:44.400 --> 00:02:48.780 to drive efficiencies and deliver results and to ensure the 43 00:02:48.780 --> 00:02:52.790 effective transition of products we engage our procurement and acquisition colleagues at the 44 00:02:52.790 --> 00:02:56.800 beginning of that process. As part of this we continually seek to bring new technology 45 00:02:56.800 --> 00:03:00.800 to the table, to ensure the safety and resiliency of our communities 46 00:03:00.800 --> 00:03:04.810 and those who protect them. And number three we need to 47 00:03:04.810 --> 00:03:08.810 execute effectively, by using agile business tools and vehicles like this Long-Range 48 00:03:08.810 --> 00:03:12.820 BAA we are better positioned to quickly transition technical solutions in 49 00:03:12.820 --> 00:03:16.830 the operations that are scalable and repeatable. By reaching out to industry, 50 00:03:16.830 --> 00:03:20.830 universities, labs, First Responders and across all 51 00:03:20.830 --> 00:03:24.840 levels of government we are advancing collaborative R&D to make impacts 52 00:03:24.840 --> 00:03:28.850 in today's increasingly complex threat environment. But I have to give credit 53 00:03:28.850 --> 00:03:32.850 where credit is due and credit to this goes to Soraya and her procurement team. 54 00:03:32.850 --> 00:03:36.870 And by streamlining the Long-Range BAA in such a way that you have 55 00:03:36.870 --> 00:03:40.900 to enable our interaction with business to be much smoother and much faster 56 00:03:40.900 --> 00:03:44.910 so I really appreciate your perspective on how this is really going to help that relationship 57 00:03:44.910 --> 00:03:48.920 and that partnership going forward. [Soraya] Thank you Bill, it's a pleasure to be here with you today 58 00:03:48.920 --> 00:03:52.940 to deliver this exciting news. In today's digital age, where 59 00:03:52.940 --> 00:03:56.950 innovation moves fast. We need to have the trust of the business community. 60 00:03:56.950 --> 00:04:00.960 To build this trust, I have implemented several initiatives focused on hearing from industry 61 00:04:00.960 --> 00:04:04.970 on how we can improve our business practices. Bill this goes back to 62 00:04:04.970 --> 00:04:08.980 something you said a few moments ago, about how we do business and strengthen 63 00:04:08.980 --> 00:04:12.980 the trust with our industry partners. Essentially you spoke 64 00:04:12.980 --> 00:04:16.990 and we listened and you know what, we learned a few things. Our processes 65 00:04:16.990 --> 00:04:21.000 could be more efficient, our needs should be clearer and 66 00:04:21.000 --> 00:04:25.020 our communications need improvement. With your help Bill we took this 67 00:04:25.020 --> 00:04:29.030 feedback and updated our business model. As a result we have a new 68 00:04:29.030 --> 00:04:33.040 Long-Range BAA on our web portal, which was posted 69 00:04:33.040 --> 00:04:37.040 June 4th. Let me briefly detail why this matters. 70 00:04:37.040 --> 00:04:41.050 First, it simplifies the whole process from the time of announcement through contract award. 71 00:04:41.050 --> 00:04:45.060 Second, we reduced time-frames from inception to award 72 00:04:45.060 --> 00:04:49.070 we cut five and half months off the current process. 73 00:04:49.070 --> 00:04:53.080 Finally, it allows for more transparent communications to industry, including direct contact 74 00:04:53.080 --> 00:04:57.090 with our Program Managers. You can pitch your research 75 00:04:57.090 --> 00:05:01.090 concepts, demonstrate your working prototypes using videos and we even ask questions 76 00:05:01.090 --> 00:05:05.100 about your ideas and concepts. Gone is the white paper 77 00:05:05.100 --> 00:05:09.110 and the lack of transparency. In it's place is our new Long-Range BAA 78 00:05:09.110 --> 00:05:13.120 process, which includes a discussion with an S&T Program Manager, 79 00:05:13.120 --> 00:05:17.130 followed by a two phase procurement process. Let me outline this process. 80 00:05:17.130 --> 00:05:21.140 Phase one is completed within a 21 day period and includes a virtual 81 00:05:21.140 --> 00:05:25.150 pitch to our peer review panel and a decision as to whether or not your 82 00:05:25.150 --> 00:05:29.150 idea is approved to advance to phase two. Phase two, 83 00:05:29.150 --> 00:05:33.160 which also is completed within 21 days, involves submission of a written 84 00:05:33.160 --> 00:05:37.170 proposal, an assessment by our panel and a decision about contract award. 85 00:05:37.170 --> 00:05:41.180 This is also new. We will actually provide 86 00:05:41.180 --> 00:05:45.190 technical feedback for proposals that are not accepted. I really appreciate 87 00:05:45.190 --> 00:05:49.200 the opportunity to work with your team Bill to build this new process. 88 00:05:49.200 --> 00:05:53.210 [Bill] Well, thank you Soraya for being a partner in this effort you and your team have been 89 00:05:53.210 --> 00:05:57.220 continuously driving this effort to smooth our relationship 90 00:05:57.220 --> 00:06:01.230 with industry, to make things better, faster, easier and smoother for them to partner with us. 91 00:06:01.230 --> 00:06:05.240 So I want to give credit and thank you for the work that you are doing in that space. 92 00:06:05.240 --> 00:06:09.250 [Soraya] Thank you. [Bill] One other item to know. All of our Long-Range BAA topics are featured 93 00:06:09.250 --> 00:06:13.260 inside the S&T industry guide, which is on our S&T website. 94 00:06:13.260 --> 00:06:17.260 We encourage you to stay connected with us and let us 95 00:06:17.260 --> 00:06:21.270 know how this is working for you, so please contact us with any questions that you may have. 96 00:06:21.270 --> 00:06:25.280 For Soraya and all of our DHS colleagues, thank you for your time 97 00:06:25.280 --> 00:06:29.280 and consideration and thank you for partnering with us. We look forward to working with you to deliver the solutions 98 00:06:29.280 --> 00:06:33.290 needed to strengthen the security of our nation and again to all of you, thank you for tuning in. 99 00:06:33.290 --> 00:06:38.290 www.dhs.gov/science-and-technology
