WEBVTT 1 00:00:00.000 --> 00:00:05.000 [Music] 2 00:00:09.430 --> 00:00:13.950 [Vince Porter] Electronic recovery and access to data ERAD allows us to read our card information 3 00:00:13.950 --> 00:00:18.380 on match strips and also tell us the value of might be on a 4 00:00:18.380 --> 00:00:22.620 card. [William Deso] ERAD is a system that was designed to allow law enforcement 5 00:00:22.620 --> 00:00:26.700 personnel to swipe prepaid cards to see if they were associated with criminal activities. 6 00:00:26.700 --> 00:00:31.320 [Vince] I don't have to drive around with a large bag full of 7 00:00:31.320 --> 00:00:35.640 tens of thousands of dollars in my car. I can just have a couple of gift cards sitting in my 8 00:00:35.640 --> 00:00:40.150 wallet and no one will ever think any different of it. [Alan Walker] We had a situation from the city of 9 00:00:40.150 --> 00:00:44.390 Scottsdale involving 6,000 cards, which were obviously clone cards or bogus cards. 10 00:00:44.390 --> 00:00:48.870 As we began to assist in the investigation, we realized 11 00:00:48.870 --> 00:00:53.120 that going through each card one at a time, contacting the banks individually doesn't 12 00:00:53.120 --> 00:00:57.370 work. It took nine months to complete that. We began to 13 00:00:57.370 --> 00:01:01.590 look for aa better method, a better way. What we found was ERAD. 14 00:01:01.590 --> 00:01:05.810 [Vince] A lot of times the patrol officers wind up making a stop for maybe some other kind of incident 15 00:01:05.810 --> 00:01:10.110 and we will end up finding in their possession multiple cards and in these cards they'll find 16 00:01:10.110 --> 00:01:14.300 them with different names embossed on the front of them 17 00:01:14.300 --> 00:01:18.680 or they have no names at all. [Alan] Using the portable device from ERAD attached to the smart 18 00:01:18.680 --> 00:01:22.880 phone. He runs the card through the device. 19 00:01:22.880 --> 00:01:27.390 The device sends a signal to ERAD. ERAD will identify the 20 00:01:27.390 --> 00:01:31.550 card, the information and so forth and email it back to him instantaneously. 21 00:01:31.550 --> 00:01:35.820 [Vince] We are trying to verify if the information that comes up on the mag stripe is the same information that is on 22 00:01:35.820 --> 00:01:39.960 the card. If we run a card and the card comes back 23 00:01:39.960 --> 00:01:44.260 not to match, we're able to freeze those assets that's on those cards using ERAD 24 00:01:44.260 --> 00:01:48.680 itself. [William] The ERAD system also includes a 25 00:01:48.680 --> 00:01:52.870 USB enabled scanner that could be connected to a desktop 26 00:01:52.870 --> 00:01:57.290 computer. So if you have large quantities of cards to scan 27 00:01:57.290 --> 00:02:01.610 you can just do it at your desktop. [Vince] I just recently had this past year, we had 19 28 00:02:01.610 --> 00:02:05.950 thousand card numbers. That number was just way too much for us to physically 29 00:02:05.950 --> 00:02:10.170 process, but with ERAD we were able to run all other numbers that we had 30 00:02:10.170 --> 00:02:15.170 put them into ERAD and ERAD was able to spit them all out to show all the 31 00:02:15.170 --> 00:02:20.120 banks who were victimized by these people. [Reid Pixler] The detective, the case agent that's investigating 32 00:02:20.120 --> 00:02:24.480 the case, they have available to them a downloaded image 33 00:02:24.480 --> 00:02:28.710 of all the data regarding the card numbers. All of the identifying 34 00:02:28.710 --> 00:02:33.240 information that's necessary so it is printed out and 35 00:02:33.240 --> 00:02:37.500 becomes an exhibit to the warrant, to the affidavit, 36 00:02:37.500 --> 00:02:41.620 and then to the return. It speeds our ability to get to the court very quickly. 37 00:02:41.620 --> 00:02:45.890 [Alan] For every seizure we've had, we have seen 20 38 00:02:45.890 --> 00:02:50.360 separate unrelated criminal cases investigated, instigated or created 39 00:02:50.360 --> 00:02:54.640 because of the card identifying identity theft, drug trafficking, money 40 00:02:54.640 --> 00:02:59.100 laundering, child prostitution, sex trafficking, 41 00:02:59.100 --> 00:03:03.280 human trafficking. [William] The ERAD system is actually a 42 00:03:03.280 --> 00:03:07.640 multi-agency developmental effort. DHS S&T 43 00:03:07.640 --> 00:03:11.720 invited our law enforcement partners, Immigration and 44 00:03:11.720 --> 00:03:16.720 Customs Enforcement, the U.S. Secret Service, the Border Patrol. 45 00:03:17.560 --> 00:03:21.820 We also worked with Justice Department. It's being used by 46 00:03:21.820 --> 00:03:26.240 state and local law personnel in 48 out of 50 states. 47 00:03:26.240 --> 00:03:30.420 It's being used by Federal law enforcement agency. It is also being used by international agencies. 48 00:03:30.420 --> 00:03:34.790 So it's been a very successful project for 49 00:03:34.790 --> 00:03:38.840 S&T, DHS S&T. 50 00:03:38.840 --> 00:03:42.950 [For more information: first.responder@hq.dhs.gov] 51 00:03:42.950 --> 00:03:47.950 [Twitter: DHS SciTech, LinkedIn: DHS SciTech, Facebook: DHS SciTech, YouTube: DHS SciTech]
