WEBVTT 00:00:00.278 --> 00:00:03.419 Across the world, people are leaving their homes and their countries because 00:00:03.559 --> 00:00:07.569 of hunger, violence, political repression, poverty, and a lack of 00:00:07.569 --> 00:00:12.352 economic opportunity. Many seek safety and economic opportunity in the United 00:00:12.352 --> 00:00:17.129 States, as well as other countries in the region. Criminal smuggling 00:00:17.129 --> 00:00:21.379 organizations prey on migrants. They lie about U.S. immigration laws and 00:00:21.379 --> 00:00:26.445 hide the extreme dangers of the journey because they care only about money. But 00:00:26.445 --> 00:00:30.799 the U.S. border is not open to illegal or irregular migration, and U.S. 00:00:30.799 --> 00:00:35.479 immigration laws remain strict even as the COVID-19 public health Order known 00:00:35.479 --> 00:00:41.115 as Title 42 ends. The Department of Homeland Security is simply returning 00:00:41.115 --> 00:00:45.409 to fully enforcing United States immigration laws under Title 8, placing 00:00:45.409 --> 00:00:49.619 people into removal proceedings, and removing those who have no basis to 00:00:49.619 --> 00:00:54.679 remain in the United States. Unlike Title 42, Title 8 laws impose 00:00:54.679 --> 00:00:58.869 immigration and criminal consequences, including final orders of removal, 00:00:58.869 --> 00:01:03.274 deportation, a five-year bar on reentry, and possible criminal 00:01:03.274 --> 00:01:08.669 prosecution if you attempt to re-enter. The United States has and will continue 00:01:08.669 --> 00:01:13.337 to enforce our nation’s immigration laws. The U.S. Border Patrol works 00:01:13.337 --> 00:01:18.124 every day to protect our borders using sophisticated technology, cameras, and 00:01:18.124 --> 00:01:21.379 aerial surveillance to arrest people attempting to cross the border 00:01:21.379 --> 00:01:26.709 illegally. Under Title 8, individuals and families who arrive without 00:01:26.709 --> 00:01:32.529 authorization can be subject to removal. Through expedited removal, 00:01:32.529 --> 00:01:36.808 certain noncitizens can be returned to their country of origin very quickly. 00:01:36.808 --> 00:01:41.746 Certain noncitizens may be returned to Mexico, even if they are not Mexican 00:01:41.746 --> 00:01:48.518 citizens. Dozens of deportation flights take place every week. Last year, the 00:01:48.518 --> 00:01:53.249 U.S. removed or expelled more than 1.4 million people, more than any previous 00:01:53.249 --> 00:01:58.629 year. Do not put your life at risk by taking the dangerous journey only to be 00:01:58.629 --> 00:02:03.349 sent back. Many migrants don’t know this and believe the lies they see on 00:02:03.349 --> 00:02:08.959 social media or hear from others. Smugglers count on that. Smugglers may 00:02:08.959 --> 00:02:13.059 not explain the dangers, that migrants are often assaulted, abused, or 00:02:13.059 --> 00:02:18.300 kidnapped for extortion by criminal cartels. Smugglers lie about the risks 00:02:18.300 --> 00:02:22.477 of death due to heat and dehydration, the dangers of drowning trying to cross 00:02:22.477 --> 00:02:26.509 the river, or the injuries that migrants could suffer falling from the 00:02:26.509 --> 00:02:31.629 border barriers. Smugglers also lie or leave out the fact that noncitizens who 00:02:31.629 --> 00:02:34.969 arrive without authorization are subject to removal from the United 00:02:34.969 --> 00:02:39.919 States. Migrants who try to illegally enter the U.S. without authorization 00:02:39.919 --> 00:02:44.019 will be arrested and processed, which means they are screened and vetted 00:02:44.019 --> 00:02:48.495 against criminal and other databases. Anyone who poses a threat will be 00:02:48.495 --> 00:02:54.278 removed as quickly as possible or detained, in accordance with the law. 00:02:54.278 --> 00:02:58.669 The fact is, most noncitizens coming to our border are not eligible to remain 00:02:58.669 --> 00:03:03.659 in the United States. Asylum laws do not provide for relief solely for 00:03:03.659 --> 00:03:08.579 economic reasons or for general violence. U.S. authorities may detain 00:03:08.579 --> 00:03:13.779 migrants until removal. In some cases, noncitizens may be temporarily released 00:03:13.779 --> 00:03:17.579 as they await the results of their immigration court proceedings, only if 00:03:17.579 --> 00:03:22.649 they have passed screening and vetting. They are required to check in with U.S. 00:03:22.649 --> 00:03:26.589 Immigration and Customs Enforcement on a regular basis, and may be given ankle 00:03:26.589 --> 00:03:31.829 monitors or similar electronic devices. If temporarily released, the federal 00:03:31.829 --> 00:03:36.398 government does not provide help or financial support to noncitizens and 00:03:36.398 --> 00:03:41.318 noncitizens must report the addresses where they stay. An immigration judge 00:03:41.318 --> 00:03:45.899 may grant asylum or other forms of relief or protection if noncitizens 00:03:45.899 --> 00:03:52.919 qualify. Most do not. If a noncitizen receives a final order of removal 00:03:52.919 --> 00:03:56.239 through their immigration court proceedings, they will be taken into 00:03:56.239 --> 00:04:00.387 custody, or remain in custody, and are subject to removal from the United 00:04:00.387 --> 00:04:05.678 States. These are our immigration laws, and it would take an act of Congress to 00:04:05.678 --> 00:04:11.499 change them. Do not believe smugglers who just want to make a profit. Lawful 00:04:11.499 --> 00:04:17.139 pathways are the right way for migrants to come to the United States. DHS will 00:04:17.139 --> 00:04:21.809 continue to enforce the laws of the United States of America.
