118 00:05:06.424 --> 00:05:08.880 this is what the Fentanyl threat looks 119 00:05:09.056 --> 00:05:11.807 like, what CBP is experiencing as our 120 00:05:11.809 --> 00:05:14.167 Customs and Border Patrol officers are 121 00:05:14.169 --> 00:05:16.169 seizing. 122 00:05:16.169 --> 00:05:19.382 This is over 3,000 pounds of Fentanyl, 123 00:05:19.382 --> 00:05:21.907 meth, and heroin at one of our point of 124 00:05:21.908 --> 00:05:23.908 entry. 125 00:05:23.908 --> 00:05:26.722 As you can see there various shapes, 126 00:05:26.722 --> 00:05:28.722 colors, and sizes and different forms, but 127 00:05:28.722 --> 00:05:31.217 in this case it's typically in a break, 128 00:05:31.220 --> 00:05:33.220 large volume form. 129 00:05:33.220 --> 00:05:37.218 And the threat gets worse, this is another 130 00:05:37.219 --> 00:05:41.412 seizure of over 24,500 kilograms of meth, 131 00:05:41.412 --> 00:05:45.605 the same individual that was arrested was 132 00:05:45.606 --> 00:05:50.398 a middleman that was involved in the just 133 00:05:50.398 --> 00:05:53.992 the coordination and brokering of these 134 00:05:53.992 --> 00:05:57.586 precursor chemicals coming into the United 135 00:05:57.586 --> 00:05:59.586 States. 136 00:05:59.586 --> 00:06:01.913 And they were also responsible for tons of 137 00:06:01.916 --> 00:06:04.246 precursor chemicals that create Fentanyl. 138 00:06:04.248 --> 00:06:06.852 So those images are extremely significant 139 00:06:06.852 --> 00:06:10.758 when you look at this image to the left 140 00:06:10.758 --> 00:06:13.793 that a small percentage, 2 milligrams of 141 00:06:13.795 --> 00:06:15.964 Fentanyl is a lethal amount. 142 00:06:15.965 --> 00:06:19.241 If you look at it in comparison to the 143 00:06:19.241 --> 00:06:22.149 size of a penny, you could understand why 144 00:06:22.150 --> 00:06:24.696 those first two slides are very disturbing 145 00:06:24.697 --> 00:06:26.697 to see. 146 00:06:26.697 --> 00:06:29.005 And keep in mind that one pill might have 147 00:06:29.005 --> 00:06:32.181 this amount or it might have double that 148 00:06:32.184 --> 00:06:34.570 amount because chemists might not be 149 00:06:34.571 --> 00:06:36.571 making these illegally smuggled Fentanyl 150 00:06:36.571 --> 00:06:39.341 pills, so that is of great concern. 151 00:06:39.343 --> 00:06:43.474 And this is why over 150 people die each 152 00:06:43.474 --> 00:06:46.681 and every day to overdosing from Fentanyl 153 00:06:46.684 --> 00:06:49.436 and other synthetic opioids like Fentanyl. 154 00:06:49.437 --> 00:06:52.818 Fentanyl is a major contributor to the 155 00:06:52.821 --> 00:06:56.202 fatalities in the United States and to 156 00:06:56.204 --> 00:06:58.619 compound that, the nonfatal overdoses 157 00:06:58.621 --> 00:07:00.621 within the United States. 158 00:07:00.621 --> 00:07:03.177 So let's go over what -- what Fentanyl is 159 00:07:03.177 --> 00:07:05.177 and some of the -- 160 00:07:05.177 --> 00:07:07.177 what the opioids are and -- 161 00:07:07.770 --> 00:07:10.224 because you'll be hearing that terminology 162 00:07:10.227 --> 00:07:12.227 throughout this presentation. 163 00:07:12.227 --> 00:07:15.078 Opioids are a class of drugs that include 164 00:07:15.079 --> 00:07:18.249 heroin and other synthetic drugs such as 165 00:07:18.249 --> 00:07:20.966 Fentanyl and other pain relievers such 166 00:07:20.967 --> 00:07:24.138 as -- that I was talking about, oxycodone, 167 00:07:24.138 --> 00:07:26.401 hydrocodone, morphine, and many others. 168 00:07:26.675 --> 00:07:29.723 But the distinction here that you have to 169 00:07:29.723 --> 00:07:32.389 make is that we're talking about the 170 00:07:32.389 --> 00:07:34.389 illegally smuggled heroin. 171 00:07:34.389 --> 00:07:36.856 We're not talking about the -- not heroin, 172 00:07:36.860 --> 00:07:40.185 but the other opioid, Fentanyl, we're not 173 00:07:40.187 --> 00:07:43.037 talking about the ones that the 174 00:07:43.039 --> 00:07:45.414 medications or the narcotics are 175 00:07:45.416 --> 00:07:48.741 prescribed legally by a hospital or that 176 00:07:48.744 --> 00:07:52.544 you're going to pick up at a pharmacy 177 00:07:52.547 --> 00:07:55.397 because there's a terminal illness or 178 00:07:55.399 --> 00:07:58.724 those precursor chemicals that might go to 179 00:07:58.727 --> 00:08:00.727 a research institution. 180 00:08:00.727 --> 00:08:03.211 We're talking about those coming in that 181 00:08:03.532 --> 00:08:06.154 are not prescribed and being illegally 182 00:08:06.156 --> 00:08:08.156 smuggled in. 183 00:08:08.156 --> 00:08:10.563 Fentanyl is a synthetic opioid, and that's 184 00:08:10.563 --> 00:08:12.563 what makes it dangerous. 185 00:08:12.563 --> 00:08:14.563 It's not the plant material, it's a 186 00:08:14.563 --> 00:08:16.563 chemically composed substance. 187 00:08:16.563 --> 00:08:18.563 And what makes it dangerous, again, back 188 00:08:18.563 --> 00:08:20.563 to that image, it's 50 times stronger than 189 00:08:20.563 --> 00:08:23.351 heroin and over a hundred times stronger 190 00:08:23.360 --> 00:08:25.360 than morphine. 191 00:08:25.360 --> 00:08:27.730 So more definitions. 192 00:08:27.730 --> 00:08:29.730 The Fentanyl analogues are alterations of 193 00:08:29.730 --> 00:08:31.868 the prescribed drug that mimic the effect 194 00:08:31.870 --> 00:08:33.870 of the original drug. 195 00:08:33.870 --> 00:08:36.830 It's added to other drugs because it makes 196 00:08:36.830 --> 00:08:39.729 it very strong, stronger than it was 197 00:08:39.730 --> 00:08:41.803 originally which makes these drugs 198 00:08:41.805 --> 00:08:44.295 cheaper, more powerful, and more addictive 199 00:08:44.295 --> 00:08:46.295 and more dangerous. 200 00:08:46.295 --> 00:08:48.896 And one of the trends that's happening is 201 00:08:48.896 --> 00:08:51.827 that they're trying to make the appearance 202 00:08:51.831 --> 00:08:55.187 of these Fentanyl as if they're taking the 203 00:08:55.188 --> 00:08:57.188 party drug oxy. 204 00:08:57.188 --> 00:08:59.964 And Mike will go over that in the next 205 00:08:59.969 --> 00:09:01.968 couple Fentanyl 217 00:09:37.431 --> 00:09:41.331 powder and compresses this powder under 218 00:09:41.331 --> 00:09:45.228 extreme pressure to make blue Fentanyl 219 00:09:45.230 --> 00:09:48.479 pills that 00:09:55.720 --> 00:09:57.720 largest law enforcement agency in the 224 00:09:57.720 --> 00:09:59.720 United States. We are uniquely positioned 225 00:09:59.720 --> 00:10:01.720 at the borders. 226 00:10:01.720 --> 00:10:03.720 We are at the airports, the sea ports, 227 00:10:03.720 --> 00:10:05.720 most importantly for this one today we are 228 00:10:05.720 --> 00:10:07.720 at the southwest border. 229 00:10:07.720 --> 00:10:09.720 So as such, the CBP offices uniquely 230 00:10:09.720 --> 00:10:11.918 positioned to seize these chemicals, these 231 00:10:12.107 --> 00:10:15.108 precursor, the pill press parts, the pill 232 00:10:15.109 --> 00:10:18.108 press machines. We now know 262 00:11:34.360 --> 00:11:36.360 that the smugglers that are south of 263 00:11:36.360 --> 00:11:38.360 border, they have the greatest direct 264 00:11:38.360 --> 00:11:40.362 impact on the United States' Fentanyl 265 00:11:40.470 --> 00:11:42.684 market because they have an increased 266 00:11:42.686 --> 00:11:44.686 capacity to produce Fentanyl. 267 00:11:44.686 --> 00:11:47.022 They're able to adapt to the restrictions 268 00:11:47.022 --> 00:11:49.022 that we put on the precursor chemicals, 269 00:11:49.022 --> 00:11:51.176 and they already have an existing drug 270 00:11:51.177 --> 00:11:53.181 infrastructure into the United States that 271 00:11:53.181 --> 00:11:55.517 they're just going to keep using for 272 00:11:55.518 --> 00:11:57.518 Fentanyl. 273 00:11:57.518 --> 00:11:59.670 These smugglers are going to still 274 00:11:59.670 --> 00:12:01.670 primarily source right now from China. 275 00:12:01.670 --> 00:12:03.670 They'll make purchases on the open market. 276 00:12:03.670 --> 00:12:05.670 They're going to smuggle opioids and 277 00:12:05.670 --> 00:12:07.670 chemicals that are hidden in legitimate 278 00:12:07.670 --> 00:12:09.670 commercial shipments is why we want to 279 00:12:09.670 --> 00:12:11.670 talk to you today. They will mislabel 280 00:12:11.670 --> 00:12:13.670 these shipments to avoid controls and the 281 00:12:13.670 --> 00:12:15.670 attention of law enforcement. 282 00:12:15.670 --> 00:12:17.670 They're also going to divert shipments 283 00:12:17.670 --> 00:12:19.670 that are actually heading to legitimate 284 00:12:19.670 --> 00:12:21.670 chemical and pharmaceutical industries. 285 00:12:21.670 --> 00:12:23.739 Right there on the bottom you'll see one 286 00:12:23.739 --> 00:12:25.880 of our many challenges. These precursor 287 00:12:25.880 --> 00:12:28.734 chemicals, a lot of them are legal and 288 00:12:28.734 --> 00:12:30.734 legitimate to import and export. 289 00:12:30.734 --> 00:12:33.844 On top of this, the legal controls on 290 00:12:33.849 --> 00:12:36.344 these precursors, they will vary from 291 00:12:36.348 --> 00:12:40.092 country to country, so if you see a law 292 00:12:40.096 --> 00:12:42.176 enforcement seizure, it includes many 293 00:12:42.179 --> 00:12:44.259 chemicals usually that are actually 294 00:12:44.261 --> 00:12:46.757 uncontrolled in other countries such as 295 00:12:46.760 --> 00:12:48.760 China and Mexico. 296 00:12:48.760 --> 00:12:51.014 This slide right here is going to show you 297 00:12:51.019 --> 00:12:53.019 that this epidemic is getting 298 00:12:53.019 --> 00:12:55.019 substantially worse year to year. 299 00:12:55.019 --> 00:13:01.844 If you look at the CBP statistics on 300 00:13:01.844 --> 00:13:06.512 seizures, an an unacceptable 850% 301 00:13:06.515 --> 00:13:08.514 increase. 302 00:13:08.514 --> 00:13:10.996 You'll see over 27,000 pounds seized in 303 00:13:10.996 --> 00:13:12.996 2023.
