--> 00:00:10.750 My name is David O'Leary. 5 00:00:10.750 --> 00:00:12.000 I'm an associate director 6 00:00:12.000 --> 00:00:15.625 in the DHS Center for Prevention Programs and Partnerships. 7 00:00:15.625 --> 00:00:19.687 8 00:00:19.687 --> 00:00:24.562 [Next Slide: Agenda] Today, we’re going to cover 9 00:00:25.625 --> 00:00:28.062 the forecast and application guidance 10 00:00:28.062 --> 00:00:31.250 that was released about two weeks ago. 11 00:00:32.500 --> 00:00:35.562 We are going to 12 00:00:35.562 --> 00:00:38.625 give you an overview of the program and the opportunity, 13 00:00:39.562 --> 00:00:41.562 cover the objectives and priorities. 14 00:00:42.562 --> 00:00:44.812 We're going to discuss the privacy, 15 00:00:44.812 --> 00:00:47.500 civil rights and civil liberties protections in the program. 16 00:00:48.625 --> 00:00:51.625 We'll talk about eligibility for applicants 17 00:00:51.625 --> 00:00:54.750 and for accepted applications. 18 00:00:55.875 --> 00:00:58.125 Explain the different tracks 19 00:01:01.125 --> 00:01:03.812 as well as the project types that you can apply for. 20 00:01:04.750 --> 00:01:08.687 What should be included, the requirements of the application contents, 21 00:01:09.312 --> 00:01:12.437 and we'll talk about how the applications are scored and selected, and 22 00:01:14.437 --> 00:01:16.812 performance measures 23 00:01:16.812 --> 00:01:18.750 and research, 24 00:01:19.000 --> 00:01:22.625 requirements and then resources for applicants, 25 00:01:22.625 --> 00:01:27.750 and ways to seek additional assistance. 26 00:01:31.437 --> 00:01:32.937 [Next Slide: Introduction] The Center for Prevention Partnerships 27 00:01:32.937 --> 00:01:36.875 and Programs and Partnerships, or CP3 helps to prevent targeted violence 28 00:01:36.875 --> 00:01:40.437 and terrorism through funding, training, increase public awareness, 29 00:01:40.750 --> 00:01:43.812 the development of partnerships across all elements of society. 30 00:01:45.000 --> 00:01:48.500 Just some of which are noted to the right 31 00:01:50.250 --> 00:01:51.000 32 00:01:51.750 --> 00:01:53.687 arts and entertainment, technology, 33 00:01:53.687 --> 00:01:57.500 education and government, 34 00:01:57.500 --> 00:02:01.312 faith based organizations, legal and judicial recreation, research, 35 00:02:02.437 --> 00:02:05.812 etc. Government and veterans. 36 00:02:06.000 --> 00:02:08.687 Our program has a number of key elements. 37 00:02:08.687 --> 00:02:11.125 The first is it's a public health informed approach 38 00:02:12.562 --> 00:02:14.875 by which the key elements of that 39 00:02:14.875 --> 00:02:17.875 are as it's more multidisciplinary and evidence based. 40 00:02:19.375 --> 00:02:22.125 We foster sustainable projects 41 00:02:22.687 --> 00:02:26.250 with robust evaluation 42 00:02:26.250 --> 00:02:28.687 and performance measures collected, 43 00:02:28.687 --> 00:02:31.062 and that in the program protects privacy, 44 00:02:31.062 --> 00:02:34.375 civil rights and civil liberties. 45 00:02:34.375 --> 00:02:42.000 The overall thrust 46 00:02:43.250 --> 00:02:45.125 of the program and the objectives 47 00:02:45.125 --> 00:02:51.500 is to prevent individuals from getting on a path to violence. 48 00:02:51.875 --> 00:02:55.500 It's not about protection or target hardening, 49 00:02:57.187 --> 00:02:59.687 buying equipment or things like that. 50 00:02:59.687 --> 00:03:05.562 It's about engaging all elements of society to work with individuals to 51 00:03:06.625 --> 00:03:09.625 make them more resilient to violence 52 00:03:09.625 --> 00:03:12.000 or violent narratives, 53 00:03:12.000 --> 00:03:14.687 as well as individuals who have come 54 00:03:14.687 --> 00:03:17.437 across violent content and are on a path to violence. 55 00:03:18.500 --> 00:03:20.562 Having the programs and capabilities 56 00:03:20.562 --> 00:03:24.500 to move off of 57 00:03:25.187 --> 00:03:27.750 those pathways. 58 00:03:28.500 --> 00:03:31.062 [Next Slide: Opportunity Overview] And this year, we have $20 million available. 59 00:03:32.250 --> 00:03:36.375 We anticipate releasing the notice of funding opportunity, 60 00:03:36.375 --> 00:03:39.937 which is the official solicitation around March 1st. 61 00:03:40.500 --> 00:03:43.250 Right now, with the application guidance and we'll be going 62 00:03:43.250 --> 00:03:45.375 through all the details, 63 00:03:45.375 --> 00:03:49.500 you have all the information you need to develop your application 64 00:03:49.500 --> 00:03:53.687 and write your project narrative, which is the main document 65 00:03:53.687 --> 00:03:57.000 that is scored and what is what we based the selection on. 66 00:03:57.312 --> 00:04:01.062 The only thing that you can't do right now is submit the application. 67 00:04:02.062 --> 00:04:05.125 We anticipate that by March 1st we'll have that 68 00:04:05.187 --> 00:04:08.000 solicitation out completely and you'll be able to 69 00:04:09.750 --> 00:04:11.625 start submitting applications. 70 00:04:11.625 --> 00:04:14.750 The applications will be due in Grants.gov on April 25th. 71 00:04:15.250 --> 00:04:17.500 There are additional steps to do after that time. 72 00:04:18.125 --> 00:04:19.937 But that's the first cutoff date. 73 00:04:20.375 --> 00:04:22.000 74 00:04:22.000 --> 00:04:27.750 And we expect to make the announcements 75 00:04:27.750 --> 00:04:30.437 in September. 76 00:04:32.812 --> 00:04:34.687 [Next Slide: Opportunity Overview Continued] The average award 77 00:04:34.687 --> 00:04:36.937 under this program, we anticipate to be around 78 00:04:36.937 --> 00:04:39.937 $575,000. 79 00:04:40.625 --> 00:04:43.125 We'll show in a few slides 80 00:04:44.812 --> 00:04:46.812 the different project types 81 00:04:46.812 --> 00:04:51.500 that might add up to that and ensure that there are projects that will 82 00:04:52.500 --> 00:04:56.812 be significantly less than that, as well as higher. 83 00:04:57.312 --> 00:05:00.437 That amount is to run the project for a two year period. 84 00:05:01.625 --> 00:05:03.000 So that's not an annual amount. 85 00:05:03.000 --> 00:05:07.187 That's for the full two years of the program and the performance. 86 00:05:07.187 --> 00:05:10.812 And we expect the performance to run from October 1st of this year 87 00:05:11.500 --> 00:05:15.937 till September 30th of 2025, the end of the fiscal year. 88 00:05:18.000 --> 00:05:19.875 [Next Slide: Objectives] The objectives of this program, 89 00:05:20.000 --> 00:05:21.812 90 00:05:22.187 --> 00:05:24.937 as I started to describe earlier, 91 00:05:24.937 --> 00:05:28.187 are ensuring that the communities have awareness of the signs 92 00:05:28.187 --> 00:05:31.000 that somebody may be escalating to violence 93 00:05:31.875 --> 00:05:35.437 and the threats of targeted violence and terrorism in their communities. 94 00:05:36.437 --> 00:05:38.687 That those communities have awareness 95 00:05:38.687 --> 00:05:41.812 of both risk factors and protective factors. 96 00:05:42.937 --> 00:05:46.687 Risk factors are defined as negative characteristics that may increase 97 00:05:46.687 --> 00:05:49.875 the likelihood that an individual is moving toward violence. 98 00:05:50.312 --> 00:05:54.000 And protective factors are defined as positive characteristics 99 00:05:54.000 --> 00:05:58.062 that may decrease the likelihood that an individual may move towards violence. 100 00:05:58.125 --> 00:06:01.937 Now, importantly, these factors are not predictive. 101 00:06:02.937 --> 00:06:05.000 No one risk factor or 102 00:06:05.000 --> 00:06:07.875 combination of risk factors predicts 103 00:06:08.750 --> 00:06:12.062 that somebody will move towards violence 104 00:06:12.250 --> 00:06:14.937 and no amount of protective factors 105 00:06:16.812 --> 00:06:20.250 will guarantee that an individual will not move towards violence. 106 00:06:21.312 --> 00:06:24.437 But on the whole, 107 00:06:24.437 --> 00:06:27.312 we have seen through research that decreasing risk 108 00:06:27.312 --> 00:06:29.750 factors and increasing protective factors 109 00:06:31.250 --> 00:06:33.687 overall benefits 110 00:06:33.687 --> 00:06:37.250 the community and individuals in helping 111 00:06:39.312 --> 00:06:42.437 stop the cycle of violence. 112 00:06:44.375 --> 00:06:46.437 Next, that the projects 113 00:06:46.437 --> 00:06:49.937 are engaging the broadest and most diverse set of local stakeholders. 114 00:06:50.250 --> 00:06:56.125 This is a key part of our public health informed approach. 115 00:06:56.187 --> 00:07:00.750 It's important that all parts of society, all elements of the community 116 00:07:00.750 --> 00:07:04.000 are involved in identifying individuals 117 00:07:04.000 --> 00:07:06.125 who have concerning behaviors, 118 00:07:07.437 --> 00:07:10.125 in ensuring that the 119 00:07:10.125 --> 00:07:13.687 environment that individuals, whether they're vulnerable or not, 120 00:07:14.062 --> 00:07:17.937 are in the communities that will foster resilience 121 00:07:17.937 --> 00:07:20.812 to violent narratives. 122 00:07:21.812 --> 00:07:24.812 And you do that by having all sorts of different 123 00:07:24.812 --> 00:07:28.312 stakeholders involved that are seeing different elements of the community 124 00:07:28.625 --> 00:07:30.812 and are able to contribute their expertise 125 00:07:32.125 --> 00:07:37.312 to the prevention capabilities. 126 00:07:37.875 --> 00:07:41.750 Members of the local community can act on bystander training 127 00:07:42.500 --> 00:07:46.687 to understand when to refer someone to threat assessment, 128 00:07:48.437 --> 00:07:50.812 when to intervene personally. 129 00:07:51.000 --> 00:07:54.187 And then the next objective is 130 00:07:54.875 --> 00:07:58.187 having access to multidisciplinary threat assessment programs. 131 00:07:58.187 --> 00:08:03.500 So when somebody has gone on that path to violence, there is an opportunity. 132 00:08:03.500 --> 00:08:05.500 If they haven't committed a crime yet, 133 00:08:06.937 --> 00:08:09.312 to intervene with that individual 134 00:08:09.312 --> 00:08:11.687 and take them away from violence through 135 00:08:13.187 --> 00:08:15.312 formalized threat assessment and management teams. 136 00:08:16.250 --> 00:08:18.750 137 00:08:19.000 --> 00:08:23.062 And then lastly, the last objective is that the community 138 00:08:23.062 --> 00:08:26.937 has a variety of programs that address risk factors and strengthen 139 00:08:27.625 --> 00:08:32.062 protective factors against violence, including recidivism reduction programing. 140 00:08:33.000 --> 00:08:37.125 So we're going to get into the more specific project types in a few slides, 141 00:08:37.937 --> 00:08:41.250 but in general, projects need to meet one 142 00:08:41.250 --> 00:08:46.312 or more of these objectives in order to be eligible for the program. 143 00:08:51.187 --> 00:08:51.750 [Next Slide: Priorities] Each year 144 00:08:51.750 --> 00:08:56.125 we assess gaps in prevention capabilities across the country 145 00:08:57.125 --> 00:08:59.687 and set priorities to encourage 146 00:09:00.375 --> 00:09:04.250 applicants to submit applications to address those gaps. 147 00:09:04.312 --> 00:09:10.000 So in developing your proposals, you'd want to review these priorities and 148 00:09:10.000 --> 00:09:13.750 ensure that you're meeting at least one, if not several of these priorities, 149 00:09:14.187 --> 00:09:17.125 to ensure that your application is competitive. 150 00:09:18.187 --> 00:09:20.437 Obviously, depending on where you're located, 151 00:09:20.437 --> 00:09:22.875 you may not be in a small or mid-sized community. 152 00:09:23.750 --> 00:09:26.812 So some of these may be difficult. 153 00:09:27.000 --> 00:09:31.250 But for example, the next priority advancing equity in awards 154 00:09:31.250 --> 00:09:32.687 and engaging underserved communities. 155 00:09:32.687 --> 00:09:38.875 You can either be an organization that is from an underserved community 156 00:09:38.875 --> 00:09:41.750 or if you're a state level organization, you can 157 00:09:43.375 --> 00:09:47.125 ensure you're meeting that priority by ensuring that your partners 158 00:09:47.125 --> 00:09:52.625 are representative of underserved or historically marginalized communities. 159 00:09:53.187 --> 00:09:54.812 We've seen that most of the applications 160 00:09:55.187 --> 00:09:57.000 161 00:09:57.000 --> 00:10:00.937 we get over the years have been from major urban areas. 162 00:10:00.937 --> 00:10:04.125 So that is why we have the first priority here. 163 00:10:04.500 --> 00:10:06.937 Second priority again was new. 164 00:10:06.937 --> 00:10:08.062 These first two priorities 165 00:10:08.062 --> 00:10:11.750 were new for last year and we've maintained them this year. 166 00:10:12.500 --> 00:10:14.187 Advancing equity in awards is 167 00:10:15.250 --> 00:10:17.687 very important because 168 00:10:17.687 --> 00:10:22.000 historically marginalized communities like the LGBTQ, Jewish 169 00:10:22.812 --> 00:10:26.937 communities have really faced a lot of targeted 170 00:10:26.937 --> 00:10:30.375 violence and terrorist attacks in the last several years. 171 00:10:30.375 --> 00:10:32.375 And they have lots of threats. 172 00:10:32.375 --> 00:10:35.312 So a lot of these communities, including 173 00:10:35.312 --> 00:10:37.250 Muslim communities, black churches, etc., 174 00:10:37.250 --> 00:10:42.812 175 00:10:43.062 --> 00:10:45.312 that have been historically targeted. 176 00:10:47.062 --> 00:10:50.312 While it's not their responsibility to prevent violence 177 00:10:50.312 --> 00:10:52.437 against their communities. 178 00:10:53.312 --> 00:10:55.500 We have seen that when there have been attacks 179 00:10:55.500 --> 00:10:59.625 against these communities, oftentimes the members of those communities 180 00:10:59.625 --> 00:11:03.000 want to stand up and be a part of the prevention solution 181 00:11:03.562 --> 00:11:08.500 and not just protecting their facilities from future attacks. 182 00:11:08.500 --> 00:11:12.500 So this is very important because we want to engage 183 00:11:12.500 --> 00:11:17.625 all elements of society in the program, as well as ensure that those that are most 184 00:11:18.187 --> 00:11:21.187 at risk of attack, if they so choose, are part of 185 00:11:21.187 --> 00:11:24.437 the prevention solution. 186 00:11:25.750 --> 00:11:27.437 The next three priorities 187 00:11:27.437 --> 00:11:31.187 have been priorities since FY 20 and continue to be. 188 00:11:31.187 --> 00:11:35.125 These are some of the major gaps in prevention in the country, 189 00:11:36.000 --> 00:11:38.875 which is the online aspects of targeted violence and terrorism. 190 00:11:38.875 --> 00:11:43.375 This is the main way that individuals are coming to embrace violence 191 00:11:43.375 --> 00:11:46.250 as a solution to their grievances is through 192 00:11:46.875 --> 00:11:48.875 echo chambers and 193 00:11:51.562 --> 00:11:52.312 in some cases 194 00:11:52.312 --> 00:11:54.937 encouragement or incitement from others online. 195 00:11:56.312 --> 00:11:58.750 Grooming people towards violence through various 196 00:11:59.187 --> 00:12:03.750 social media, gaming, messaging platforms 197 00:12:03.750 --> 00:12:07.875 and it continues to be a key source of violence 198 00:12:08.687 --> 00:12:11.062 and violent narratives. 199 00:12:11.437 --> 00:12:14.562 Preventing domestic violent extremism, specifically 200 00:12:15.625 --> 00:12:17.687 domestic violent extremism, or DV, 201 00:12:17.687 --> 00:12:20.750 has been the main 202 00:12:20.750 --> 00:12:22.500 most deadly threat 203 00:12:22.500 --> 00:12:25.812 of targeted violence and terrorism in the United States 204 00:12:27.312 --> 00:12:30.187 over the last several years. 205 00:12:30.187 --> 00:12:33.625 Specifically, racially and ethnically motivated, violent extremism, 206 00:12:34.500 --> 00:12:38.437 including violent white supremacist violent extremism, 207 00:12:39.312 --> 00:12:41.562 which often includes virulent strains 208 00:12:41.562 --> 00:12:45.437 of anti-semitism, conspiracy theories, 209 00:12:45.437 --> 00:12:49.500 homophobia, transphobia and other types of violent ideologies 210 00:12:51.687 --> 00:12:53.875 continues to be 211 00:12:54.250 --> 00:12:59.187 a priority for us in addition to programs that deal with all forms, 212 00:12:59.187 --> 00:13:02.937 including individuals with violent ideologies 213 00:13:04.375 --> 00:13:07.625 that have been imported from abroad like Al Qaida or ISIS. 214 00:13:08.000 --> 00:13:11.062 We continue to want to have threat assessment and early 215 00:13:11.062 --> 00:13:14.250 prevention type activities that can address all of these threats. 216 00:13:14.562 --> 00:13:18.000 But we're also looking at specific projects 217 00:13:18.000 --> 00:13:22.187 that would address the DV threat. 218 00:13:22.187 --> 00:13:23.625 And then 219 00:13:24.062 --> 00:13:26.812 last but not least, these aren't in any sort of ranked order, 220 00:13:27.562 --> 00:13:29.875 just in the order in which they were introduced, 221 00:13:29.875 --> 00:13:32.875 is enhancing local threat assessment and management capabilities. 222 00:13:34.562 --> 00:13:37.875 These teams, which are an entire project types, 223 00:13:37.875 --> 00:13:40.437 are really key to bridging the gap 224 00:13:41.875 --> 00:13:45.812 from the violent ideation, 225 00:13:45.812 --> 00:13:48.625 the desire to commit violence and 226 00:13:51.125 --> 00:13:54.250 when they've committed an illegal activity. 227 00:13:54.875 --> 00:13:58.250 In so many cases of attacks we've seen over the years, whether it's 228 00:13:58.250 --> 00:14:01.750 the buffalo supermarket attack, 229 00:14:02.000 --> 00:14:05.562 whether it's the Boston Marathon bombing, 230 00:14:06.437 --> 00:14:09.062 whether it's the Pulse nightclub 231 00:14:09.062 --> 00:14:14.125 massacre, a number of individuals were on law enforcement's 232 00:14:14.125 --> 00:14:17.625 radar and had been interviewed by police or other law enforcement, 233 00:14:18.000 --> 00:14:19.937 federal or state and 234 00:14:21.312 --> 00:14:23.937 they had not committed a crime at that time. 235 00:14:24.375 --> 00:14:29.250 And yet those individuals need, if they had had services, 236 00:14:29.250 --> 00:14:33.125 potentially could have been taken off that pathway to violence. 237 00:14:33.125 --> 00:14:38.062 So having these threat assessment teams that while they might have a connection 238 00:14:38.062 --> 00:14:41.000 to law enforcement, receive referrals from law enforcement, 239 00:14:42.000 --> 00:14:44.062 really making sure that we have 240 00:14:44.937 --> 00:14:47.187 those teams in place at the community level 241 00:14:47.187 --> 00:14:51.750 that can handle these threats and manage them 242 00:14:52.562 --> 00:14:56.125 to try to avoid some of these attacks when individuals 243 00:14:58.062 --> 00:15:01.750 need services but haven't committed some sort of crime 244 00:15:01.750 --> 00:15:05.125 where we can get something court ordered 245 00:15:05.125 --> 00:15:08.875 or incarceration depending on 246 00:15:10.750 --> 00:15:12.437 whatever the crime is. 247 00:15:12.437 --> 00:15:15.875 Also, we need places many communities are not interested 248 00:15:16.062 --> 00:15:19.437 in calling the police on their vulnerable members 249 00:15:19.875 --> 00:15:22.500 who may be attracted to violence 250 00:15:23.250 --> 00:15:27.625 because they fear that the only solution is to lock up their loved one or their 251 00:15:28.312 --> 00:15:30.125 or their colleagues or peers. 252 00:15:30.125 --> 00:15:33.062 And so having a community 253 00:15:33.062 --> 00:15:36.812 based threat assessment and management capability allows 254 00:15:38.187 --> 00:15:39.437 non-law enforcement 255 00:15:39.437 --> 00:15:43.812 individuals to review these threats, and only if there's an imminent 256 00:15:43.812 --> 00:15:47.000 threat to harm self or others will 257 00:15:47.000 --> 00:15:49.437 law enforcement be called in. 258 00:15:50.187 --> 00:15:53.250 And that really is something that's going to protect our communities 259 00:15:55.250 --> 00:15:59.375 in a major way, and so again as a priority this year. 260 00:15:59.375 --> 00:16:06.062 [Next slide: Privacy, Civil Rights, and Civil Liberties] [...] Another main element of the program that I highlighted is the protection 261 00:16:06.062 --> 00:16:09.000 for privacy, civil rights and civil liberties in this program. 262 00:16:09.562 --> 00:16:12.562 One, it's really important that we do this because it's our legal 263 00:16:12.562 --> 00:16:14.937 and constitutional obligation. 264 00:16:15.625 --> 00:16:19.125 Number two, it's really important to do this because these programs 265 00:16:19.625 --> 00:16:22.562 are all voluntary 266 00:16:23.125 --> 00:16:24.000 from the public. 267 00:16:24.000 --> 00:16:26.250 So when you operate these projects, 268 00:16:27.000 --> 00:16:29.937 you rely on buy in from the local community to join. 269 00:16:29.937 --> 00:16:33.187 And if you're not a trusted partner, that's going to protect their privacy, 270 00:16:33.500 --> 00:16:37.437 their civil rights, and their civil liberties, you're not going to get buy in 271 00:16:37.437 --> 00:16:42.250 or participation from those that we want to be involved in these types of projects. 272 00:16:43.937 --> 00:16:46.812 So the first up, we 273 00:16:46.812 --> 00:16:51.812 do not collect any personally identifiable information, recipients 274 00:16:51.812 --> 00:16:56.000 under this program are prohibited from providing that information to DHS, 275 00:16:56.500 --> 00:16:59.000 and we provide training on that 276 00:16:59.000 --> 00:17:02.750 personally identifiable information or PII, such as name, date of birth, 277 00:17:03.250 --> 00:17:07.625 social security number, phone, email address, all that information. 278 00:17:07.937 --> 00:17:11.250 Some of that information may be important for grantees to collect. 279 00:17:11.375 --> 00:17:15.125 So for example, if you are doing a training course 280 00:17:15.125 --> 00:17:16.875 and you want to stay in touch with the people 281 00:17:16.875 --> 00:17:19.250 you train, you want their name and email address. 282 00:17:20.875 --> 00:17:25.125 If you're conducting a threat assessment program, you might have other information. 283 00:17:25.125 --> 00:17:27.875 You may have referred them to a counselor. 284 00:17:27.875 --> 00:17:31.437 So you've got their date of birth and maybe their insurance information 285 00:17:31.750 --> 00:17:34.312 or their Medicaid information, their phone 286 00:17:34.625 --> 00:17:37.187 and physical address would be important things to collect. 287 00:17:37.625 --> 00:17:39.250 All of that being said, 288 00:17:39.250 --> 00:17:43.125 none of that information is allowed to be provided to DHS, and 289 00:17:43.687 --> 00:17:47.687 the programs that do collect that information are required to have 290 00:17:47.687 --> 00:17:51.812 a publicly facing privacy policy, talking about what they do with the information. 291 00:17:52.500 --> 00:17:57.812 And then when DHS collects performance measures from recipients, we've provided 292 00:17:57.812 --> 00:18:01.562 guidance on how recipients can collect that information 293 00:18:01.562 --> 00:18:04.687 and de-identify it or anonymize it prior to being 294 00:18:05.687 --> 00:18:06.750 sent to DHS. 295 00:18:06.750 --> 00:18:11.562 We collect that data so that we can ensure that the projects are being implemented 296 00:18:11.562 --> 00:18:15.000 as designed and making progress towards their intended outcomes. 297 00:18:15.750 --> 00:18:18.812 But we don't want to be able to identify anybody as a result. 298 00:18:18.812 --> 00:18:21.562 Again, we don't have the authority to collect it 299 00:18:21.562 --> 00:18:25.812 and we really require the public 300 00:18:25.812 --> 00:18:28.312 to trust that these programs, 301 00:18:29.625 --> 00:18:32.125 that people are not harmed or reported 302 00:18:32.125 --> 00:18:36.187 to a federal government agency, just for participating in prevention. 303 00:18:36.187 --> 00:18:40.812 We want as many people to freely participate as possible. 304 00:18:43.125 --> 00:18:45.812 Next on civil rights, 305 00:18:45.812 --> 00:18:49.812 we want to be very clear that there is no profile of an individual 306 00:18:50.562 --> 00:18:54.687 who will move towards violence, whether that's race, ethnicity, religion, 307 00:18:56.187 --> 00:19:00.687 political ideology, age, 308 00:19:02.062 --> 00:19:03.875 sex, disability status. 309 00:19:03.875 --> 00:19:05.437 We have seen 310 00:19:05.875 --> 00:19:09.625 targeted violence and terrorism from all types of individuals. 311 00:19:11.062 --> 00:19:13.750 We've seen trends, 312 00:19:13.875 --> 00:19:15.937 but those trends change rapidly. 313 00:19:17.187 --> 00:19:21.437 If you think about the people 314 00:19:21.437 --> 00:19:24.937 who have been committing targeted violence and terrorism 315 00:19:26.562 --> 00:19:27.937 for a certain period of time, 316 00:19:27.937 --> 00:19:30.000 it looked like they was trending younger 317 00:19:32.500 --> 00:19:34.562 for certain types of targeted violence and terrorism. 318 00:19:34.562 --> 00:19:37.500 But other types, like 319 00:19:38.562 --> 00:19:40.937 January 6th, there was an older crowd 320 00:19:41.875 --> 00:19:45.875 or look at the targeted violence in California just this last week. 321 00:19:47.437 --> 00:19:50.875 It was two senior citizens that committed the targeted violence. 322 00:19:50.875 --> 00:19:54.000 That is unusual. But 323 00:19:55.500 --> 00:19:57.625 it reminds us that there is no profile. 324 00:19:58.187 --> 00:19:59.750 And so 325 00:20:00.000 --> 00:20:02.500 your project should not assume that there is 326 00:20:02.500 --> 00:20:03.875 or you should assume that there is not. 327 00:20:03.875 --> 00:20:07.875 And so you do not want to set up any projects and we will reject projects 328 00:20:08.437 --> 00:20:11.125 that attempt to 329 00:20:12.562 --> 00:20:13.937 identify 330 00:20:15.937 --> 00:20:17.375 a profile or organize 331 00:20:17.375 --> 00:20:20.562 their projects in a way that they're targeting individuals based on 332 00:20:21.875 --> 00:20:24.250 their identity or their protected status. 333 00:20:25.750 --> 00:20:28.875 A Civil liberties is another important thing. 334 00:20:29.062 --> 00:20:32.375 We have the freedom of speech in this country. 335 00:20:32.375 --> 00:20:37.187 We have the freedom of association and other constitutionally protected rights. 336 00:20:38.500 --> 00:20:41.812 We do not want to infringe on individuals 337 00:20:41.812 --> 00:20:44.875 exercising their free speech in particular, 338 00:20:45.937 --> 00:20:48.125 is a concern under this program. 339 00:20:49.125 --> 00:20:54.750 And so we will provide training 340 00:20:56.375 --> 00:20:59.312 to recipients in partnership with our Office for Civil Rights 341 00:20:59.312 --> 00:21:03.812 and Civil Liberties to make sure that any activities related to 342 00:21:05.000 --> 00:21:12.375 speech, related to understanding violent content 343 00:21:12.750 --> 00:21:15.937 are designed in a way that protect free speech 344 00:21:17.562 --> 00:21:21.000 and if they're submitted to us in a way 345 00:21:21.000 --> 00:21:24.062 where it's just not even workable 346 00:21:24.062 --> 00:21:28.250 to add protections, it won't be considered and it will be ruled ineligible. 347 00:21:28.250 --> 00:21:33.687 So when you are designing your projects to submit to us, keep that in mind 348 00:21:33.687 --> 00:21:36.312 that we are not looking for projects 349 00:21:36.312 --> 00:21:40.312 that aim to censor certain types of speech or do takedown requests. 350 00:21:40.312 --> 00:21:44.812 We're looking for projects that engage with violent content 351 00:21:45.125 --> 00:21:49.625 and train individuals on how to understand it and how to reject it, 352 00:21:51.062 --> 00:21:52.562 but not in any way try to 353 00:21:52.562 --> 00:21:58.125 stop the third party from making those comments. 354 00:21:58.125 --> 00:22:03.375 One, it's constitutionally prohibited. 355 00:22:03.375 --> 00:22:05.875 And two, censorship doesn't really work. 356 00:22:06.375 --> 00:22:10.812 We know the violent content is making its way towards to vulnerable people. 357 00:22:11.250 --> 00:22:14.437 And so we want to ensure that vulnerable populations 358 00:22:15.562 --> 00:22:18.562 are aware of how to 359 00:22:18.562 --> 00:22:20.625 identify when something is violent 360 00:22:20.625 --> 00:22:22.750 or leading them towards violence and to reject it 361 00:22:24.125 --> 00:22:27.000 and not to necessarily infringe 362 00:22:27.000 --> 00:22:32.875 on the individual's free speech rights. 363 00:22:32.875 --> 00:22:34.750 [Next Slide: Eligible Applicants] All right. Eligibility. 364 00:22:34.750 --> 00:22:38.187 This program is one of the widest eligibility programs 365 00:22:38.187 --> 00:22:40.625 of any DHS grant program. 366 00:22:40.625 --> 00:22:45.125 We take direct applications from local government agencies, 367 00:22:45.125 --> 00:22:49.437 and it doesn't have to be the executive like the mayor of a city 368 00:22:49.437 --> 00:22:50.875 or county executive. 369 00:22:50.875 --> 00:22:52.500 It can be 370 00:22:53.250 --> 00:22:56.875 any of the agencies within those communities 371 00:22:58.000 --> 00:22:58.687 that include 372 00:22:58.687 --> 00:23:03.000 schools, independent school districts, special 373 00:23:03.000 --> 00:23:05.750 district governments, etc. 374 00:23:07.000 --> 00:23:10.812 Native American tribal organizations, both federally recognized 375 00:23:10.812 --> 00:23:13.687 and other forms of tribal organizations, 376 00:23:15.375 --> 00:23:17.875 state and territorial government agencies. 377 00:23:18.250 --> 00:23:21.250 And again, this doesn't have to be the state administrative 378 00:23:22.375 --> 00:23:24.500 Governor's office. 379 00:23:24.500 --> 00:23:31.062 Any agency can apply directly to this program. 380 00:23:31.875 --> 00:23:35.875 And next, two of our larger applicant pools 381 00:23:36.250 --> 00:23:39.250 are nonprofits with 501c3 status 382 00:23:39.812 --> 00:23:43.500 and our institutions of higher education; the accredited ones. 383 00:23:44.812 --> 00:23:48.375 Get a lot of applications from those and they do great work for us. 384 00:23:49.125 --> 00:23:52.562 We have and I'll talk about this later, we do ensure 385 00:23:53.562 --> 00:23:55.562 when we make our 386 00:23:55.625 --> 00:23:56.500 selections. 387 00:23:56.500 --> 00:23:59.750 If all the top applications, top scoring applications 388 00:23:59.750 --> 00:24:02.000 come from universities, 389 00:24:02.812 --> 00:24:05.562 we will ensure that we have an even amount 390 00:24:05.562 --> 00:24:09.125 or a good distribution of 391 00:24:09.125 --> 00:24:13.187 awards to universities, but also to these other eligible applicant types. 392 00:24:14.187 --> 00:24:17.750 So if you are a small nonprofit, 393 00:24:17.750 --> 00:24:20.937 you're not necessarily applying against the state 394 00:24:22.250 --> 00:24:26.062 or competing against a state agency with years of federal grant 395 00:24:26.625 --> 00:24:29.812 application experience or an university, etc. 396 00:24:29.812 --> 00:24:30.500 397 00:24:32.687 --> 00:24:35.250 So any type of department or agency 398 00:24:38.375 --> 00:24:40.625 organization is going to be competing 399 00:24:40.625 --> 00:24:44.500 against similar types of organizations. 400 00:24:44.500 --> 00:24:48.562 [Next Slide: Application Eligibility] [...] Right. 401 00:24:48.562 --> 00:24:51.562 And then if you're an eligible applicant type, 402 00:24:52.437 --> 00:24:54.000 there's some other 403 00:24:56.000 --> 00:24:58.437 eligibility criteria for your application. 404 00:24:58.437 --> 00:25:02.812 So we want to see in the application that you have the capacity 405 00:25:02.812 --> 00:25:06.812 and authority to to conduct the project. 406 00:25:06.812 --> 00:25:10.812 So for example, if you are a nonprofit 407 00:25:11.375 --> 00:25:15.687 and you want to do work in schools, we want to see 408 00:25:16.687 --> 00:25:19.500 that you have some experience working with schools. 409 00:25:19.937 --> 00:25:23.562 We want to see that you have schools that are committed to 410 00:25:25.750 --> 00:25:26.750 having you work with them. 411 00:25:26.750 --> 00:25:30.687 So with a letter of support, etc. 412 00:25:30.687 --> 00:25:33.812 Obviously, if you are a school district and you're saying you're working 413 00:25:33.812 --> 00:25:36.750 in schools, well, you've got the authority over 414 00:25:37.937 --> 00:25:39.250 those schools within your district. 415 00:25:39.250 --> 00:25:41.750 So we understand you can get the project done. So 416 00:25:44.062 --> 00:25:46.187 the next is projects 417 00:25:46.187 --> 00:25:51.375 that have implications for privacy, civil rights or civil liberties. 418 00:25:52.250 --> 00:25:56.687 We want to see that you are understanding of what those implications are 419 00:25:56.687 --> 00:26:00.687 and what are the protections that you will put in place to ensure 420 00:26:01.437 --> 00:26:06.250 that the projects are administered in a discriminatory way or in a way 421 00:26:06.250 --> 00:26:10.312 that infringes speech or in a way that damages individual's privacy? 422 00:26:10.750 --> 00:26:13.500 So we're going to look for it to see if those protections are there. 423 00:26:13.500 --> 00:26:17.937 In some cases, those protections can be added after award. 424 00:26:18.562 --> 00:26:21.750 In other cases, the design is going to be such that 425 00:26:23.625 --> 00:26:26.625 we won't score it or have it move on. 426 00:26:26.625 --> 00:26:31.437 So keep that in mind. 427 00:26:31.875 --> 00:26:35.875 So some projects just won't move on if they violate those principles. 428 00:26:36.687 --> 00:26:38.062 Completeness, 429 00:26:38.437 --> 00:26:43.125 we can take off points if there is minor 430 00:26:44.375 --> 00:26:46.812 to medium 431 00:26:47.750 --> 00:26:51.000 formatting issues or sections missing, 432 00:26:51.687 --> 00:26:54.437 but in some cases if the application is just 433 00:26:55.500 --> 00:26:58.500 missing too many elements, it will be ruled ineligible 434 00:26:58.500 --> 00:27:01.062 and it will not be scored. 435 00:27:01.125 --> 00:27:04.750 And then research is an allowable activity under this grant. 436 00:27:05.500 --> 00:27:08.125 But this is an implementation program, 437 00:27:08.125 --> 00:27:10.437 so any projects 438 00:27:10.437 --> 00:27:12.750 that have significant research elements 439 00:27:13.500 --> 00:27:15.750 need to show us that 440 00:27:16.375 --> 00:27:18.687 there will be implementation of a 441 00:27:20.000 --> 00:27:22.500 prevention capability during the period of performance 442 00:27:22.500 --> 00:27:25.375 and to describe how that implementation will take place. 443 00:27:25.375 --> 00:27:29.000 So we do not fund projects that are 100% 444 00:27:29.875 --> 00:27:34.062 research or otherwise do not have a significant plan 445 00:27:34.062 --> 00:27:37.125 to implement the prevention capabilities that the research 446 00:27:39.000 --> 00:27:40.562 is based on. 447 00:27:41.125 --> 00:27:45.750 We do have partners with our Science and technology directorate at DHS, 448 00:27:46.125 --> 00:27:49.125 which does conduct general research 449 00:27:49.125 --> 00:27:53.187 into the topic of targeted violence and terrorism prevention. 450 00:27:55.000 --> 00:27:58.000 They occasionally and may 451 00:27:58.125 --> 00:27:59.812 often have 452 00:28:00.375 --> 00:28:04.062 research opportunities available for research grants. 453 00:28:04.125 --> 00:28:06.562 And so we can connect you with them. 454 00:28:06.562 --> 00:28:09.750 If that's something you're interested in. 455 00:28:09.750 --> 00:28:12.250 [Next Slide: Application Tracks] 456 00:28:12.250 --> 00:28:14.562 So we have two application tracks. 457 00:28:16.000 --> 00:28:19.375 We have a promising practices application track, which consists 458 00:28:19.375 --> 00:28:24.250 of eight different project types, which we'll discuss on the next slide. 459 00:28:24.250 --> 00:28:30.375 You can apply for one or more of those project types, 460 00:28:30.375 --> 00:28:35.187 and we're looking for a budget breakdown so that we can understand 461 00:28:35.187 --> 00:28:40.687 if you applied for three project types, but we only want to fund two of them, how 462 00:28:43.500 --> 00:28:44.875 to identify how much 463 00:28:44.875 --> 00:28:47.625 to award to the two that we want to fund. 464 00:28:48.687 --> 00:28:51.875 And then understanding when we talk about the project amounts 465 00:28:53.000 --> 00:28:56.000 that they stack so that if you are 466 00:28:56.000 --> 00:28:57.437 to get your target funding amount. 467 00:28:57.437 --> 00:29:00.375 So we'll discuss that on the next slide as well. 468 00:29:00.375 --> 00:29:01.625 The other 469 00:29:02.312 --> 00:29:03.875 track is the innovation track. 470 00:29:03.875 --> 00:29:07.812 If there is a project that you have an idea for that doesn't fit 471 00:29:07.812 --> 00:29:09.812 within one of the promising practices 472 00:29:12.437 --> 00:29:13.375 project types. 473 00:29:13.375 --> 00:29:20.500 But it does meet the overall objectives of the program. 474 00:29:20.625 --> 00:29:23.312 The six objectives that we covered earlier. 475 00:29:23.312 --> 00:29:25.062 We would like you to submit that, 476 00:29:25.062 --> 00:29:27.500 we invite you to submit that in the innovation track. 477 00:29:28.437 --> 00:29:31.625 But I will warn you that the application track in the last three years 478 00:29:31.625 --> 00:29:33.187 has been very competitive. 479 00:29:33.187 --> 00:29:35.062 I'm sorry, the innovation track, 480 00:29:35.062 --> 00:29:37.375 has been very competitive over the last three years, 481 00:29:37.812 --> 00:29:41.312 but in part because it's restricted to about 30% of the available funding. 482 00:29:42.625 --> 00:29:43.750 In part, we think that 483 00:29:43.750 --> 00:29:46.000 people apply to the innovation track because 484 00:29:48.375 --> 00:29:51.250 you used to get more pages in your application. 485 00:29:51.250 --> 00:29:54.000 So people who wanted to write more sometimes applied. 486 00:29:54.000 --> 00:29:57.000 So we encourage you that if your project fits 487 00:29:57.000 --> 00:29:59.875 within the promising practices project types, 488 00:30:01.062 --> 00:30:03.625 to apply in that track. 489 00:30:03.625 --> 00:30:05.687 You'll have a better chance of success. 490 00:30:05.687 --> 00:30:09.750 You can submit to up to two separate applications, 491 00:30:10.062 --> 00:30:14.250 one in the promising practices track and one in the innovation track. 492 00:30:14.250 --> 00:30:18.687 So if you definitely want to work in this space and receive a grant 493 00:30:19.437 --> 00:30:23.187 this fiscal year 494 00:30:23.625 --> 00:30:27.375 and you have a bunch of ideas that you want to do, break them up, 495 00:30:27.375 --> 00:30:32.187 do a promising practice type, submit a separate application for the innovation 496 00:30:32.187 --> 00:30:37.062 track to give you the best chance of receiving an award. 497 00:30:37.062 --> 00:30:39.937 We restrict it to about 30% of the available funding 498 00:30:41.250 --> 00:30:47.375 and that's so that we're ensuring that we're implementing promising practices, 499 00:30:47.375 --> 00:30:50.875 while also ensuring that we've got a pipeline of innovative 500 00:30:50.875 --> 00:30:54.250 approaches. 501 00:30:54.250 --> 00:30:54.875 [Next Slide: Project Types and Target Funding] 502 00:30:55.062 --> 00:30:58.187 We have set target funding amounts 503 00:30:58.187 --> 00:31:03.062 for each of the project types as well as the innovation track. 504 00:31:03.062 --> 00:31:05.812 These are not minimum or maximums, but they're guides. 505 00:31:06.625 --> 00:31:10.062 We recently increased them 15%, 506 00:31:10.937 --> 00:31:13.812 which is approximately the amount of inflation that we've had 507 00:31:13.812 --> 00:31:19.250 since they were first established with the FY 20 program. 508 00:31:19.250 --> 00:31:23.312 When you develop your project, if you're applying and promising practices 509 00:31:24.000 --> 00:31:27.125 and you want to decide which of these projects 510 00:31:27.125 --> 00:31:30.562 types you'd like to implement projects in and then let's say 511 00:31:30.562 --> 00:31:34.875 you're applying in civic engagement and youth resilience programs, 512 00:31:35.437 --> 00:31:38.250 then your new Target award amount for the overall application 513 00:31:38.250 --> 00:31:42.000 would be about $150,000 instead of the individual ones. 514 00:31:42.000 --> 00:31:47.125 So again, if you are applying for more than one project type in the 515 00:31:48.250 --> 00:31:50.250 promising practices track, 516 00:31:50.250 --> 00:31:53.312 you can stack these amounts and add them up to get your new kind 517 00:31:53.312 --> 00:31:57.750 of target award amount for the overall application. 518 00:31:57.750 --> 00:32:03.062 You can go below or above these if you're exceeding them by more than 25%. 519 00:32:03.937 --> 00:32:07.000 We want to have a really detailed justification. 520 00:32:07.000 --> 00:32:11.250 So the more expensive your project is, we want to understand what is driving 521 00:32:12.937 --> 00:32:15.625 the deviations. So 522 00:32:15.625 --> 00:32:18.125 it might be high cost of living, 523 00:32:18.437 --> 00:32:20.625 a very large target population 524 00:32:21.687 --> 00:32:25.312 or it might be 525 00:32:27.312 --> 00:32:30.375 you have a large indirect cost rate 526 00:32:30.937 --> 00:32:33.750 amount at your institution or something like that. 527 00:32:33.750 --> 00:32:35.625 We want to know that so we can understand 528 00:32:35.625 --> 00:32:40.062 why it's coming in at a higher target amount. 529 00:32:40.062 --> 00:32:48.125 And then for the innovation track, it's $300,850. 530 00:32:48.500 --> 00:32:51.875 I think there are a couple of basic questions in the chat that Hector 531 00:32:51.875 --> 00:32:56.125 is answering in the chat as we go, but 532 00:32:57.062 --> 00:33:00.500 any of the more substantive questions we will pause and leave 533 00:33:00.500 --> 00:33:04.000 time for at the end. [...] 534 00:33:04.000 --> 00:33:08.125 The application content. 535 00:33:08.250 --> 00:33:10.062 [Next Slide: Application Contents} So in order to 536 00:33:11.375 --> 00:33:12.062 apply, you're going 537 00:33:12.062 --> 00:33:14.937 to need to do all of these things. 538 00:33:15.062 --> 00:33:17.437 In order to apply, you're going to need an employee 539 00:33:17.437 --> 00:33:19.437 identification number from the IRS. 540 00:33:19.437 --> 00:33:22.812 Chances are if you are a501c3 541 00:33:22.812 --> 00:33:26.875 or another eligible applicant type, you already have this. 542 00:33:26.875 --> 00:33:28.687 But if you're a new nonprofit 543 00:33:28.687 --> 00:33:33.312 or new to the organization, you need to find this out. 544 00:33:33.312 --> 00:33:36.375 Please start doing these things in the leftmost box now. 545 00:33:37.375 --> 00:33:43.187 The next is an account with login.gov and an active SAM registration. 546 00:33:43.187 --> 00:33:46.937 This can take several weeks and they just changed 547 00:33:48.750 --> 00:33:49.375 the process. 548 00:33:49.375 --> 00:33:51.125 You don't need a DUNS number anymore. 549 00:33:51.125 --> 00:33:55.250 You need a UEI which you get through having that login.gov 550 00:33:55.250 --> 00:33:58.500 account and SAM registration, they assign you one when you register. 551 00:33:59.625 --> 00:34:02.437 And if you do that now you want to maintain that 552 00:34:02.437 --> 00:34:04.812 you might need to be logging in every 90 days. 553 00:34:05.625 --> 00:34:07.812 You want to maintain that through when you're going to 554 00:34:07.812 --> 00:34:12.062 submit the application in late spring. So 555 00:34:14.250 --> 00:34:15.500 Please start the SAM 556 00:34:15.500 --> 00:34:19.125 process now if you haven't 557 00:34:19.437 --> 00:34:21.875 and keep it maintained 558 00:34:21.875 --> 00:34:25.187 because it can take several weeks, six weeks, what we've heard. 559 00:34:25.187 --> 00:34:28.312 But other people have told us if you've got to go back and forth 560 00:34:29.875 --> 00:34:32.250 with verifying your identity, 561 00:34:33.062 --> 00:34:36.687 that it can add weeks and weeks to that process too. 562 00:34:36.687 --> 00:34:38.687 So I really recommend that you start that now. 563 00:34:40.437 --> 00:34:45.000 Next will be starting the application in grants.gov. 564 00:34:45.375 --> 00:34:48.250 I noted earlier that the application deadline for that is 565 00:34:48.250 --> 00:34:51.812 April 25th. 566 00:34:51.812 --> 00:34:55.875 You'll submit two forms in that submission 567 00:34:56.187 --> 00:34:59.500 and then you'll complete your application in ND grants. 568 00:35:00.000 --> 00:35:03.750 You'll submit forms and ND grants electronically. 569 00:35:04.812 --> 00:35:06.812 So you'll sign it electronically. 570 00:35:06.812 --> 00:35:11.687 You won't be uploading or filling out a form and attaching it. 571 00:35:11.687 --> 00:35:13.250 You'll do that in the system. 572 00:35:14.250 --> 00:35:14.812 And then 573 00:35:14.812 --> 00:35:17.750 in ND Grants you'll upload your project narrative, 574 00:35:17.750 --> 00:35:20.812 which we'll discuss in a lot more detail on the next slide. 575 00:35:20.812 --> 00:35:23.375 And then, if applicable, the indirect cost agreement, 576 00:35:24.312 --> 00:35:27.500 the project narrative 577 00:35:28.500 --> 00:35:30.000 is something that, 578 00:35:30.000 --> 00:35:33.187 if you're a really fast writer, 579 00:35:33.187 --> 00:35:36.187 you could probably write in a weekend, 580 00:35:36.187 --> 00:35:39.750 but in order to get all the information for the contents 581 00:35:39.750 --> 00:35:43.187 and to develop the partnerships and your project design, 582 00:35:43.500 --> 00:35:46.500 you're going to need a lot of time to build that several weeks. 583 00:35:46.500 --> 00:35:50.437 So again, we encourage you to start with the SAM registration, 584 00:35:50.437 --> 00:35:55.125 with getting accounts for grants.gov and ND grants as early 585 00:35:55.125 --> 00:35:59.687 as you can starting now and starting your project narrative now as well. 586 00:35:59.687 --> 00:36:05.062 [Next Slide: Application Contents: Project Narrative] 587 00:36:05.062 --> 00:36:10.500 As far as the project narrative, it's going to be uploaded as a single PDF 588 00:36:11.625 --> 00:36:12.875 and it's going to 589 00:36:13.000 --> 00:36:15.937 consist of a cover page. 590 00:36:16.062 --> 00:36:18.687 You're going to want to put your organization name, your 591 00:36:18.687 --> 00:36:21.312 location, where the work's happening if that's different. 592 00:36:22.500 --> 00:36:24.500 The name of the application track, 593 00:36:24.500 --> 00:36:27.062 the name of the project type or project types, 594 00:36:28.125 --> 00:36:31.375 the amount of funds being requested, and then a project Abstract. 595 00:36:32.000 --> 00:36:36.562 I'm going to be directing you to where all those project abstracts for accepted 596 00:36:36.562 --> 00:36:40.500 awards are on our website. 597 00:36:40.500 --> 00:36:42.625 Those are written by you as you apply. 598 00:36:42.687 --> 00:36:45.312 So make sure they're are concise, they're clear, 599 00:36:46.312 --> 00:36:48.750 it's very clear what the project's going to do. 600 00:36:49.000 --> 00:36:50.750 And that it's suitable for public release. 601 00:36:50.750 --> 00:36:54.125 So don't put individuals names in there or anything 602 00:36:54.125 --> 00:36:57.875 like that. 603 00:36:57.875 --> 00:37:00.812 Next is going to be the body, which is about 15 pages. 604 00:37:01.750 --> 00:37:02.937 You'll note that there's five 605 00:37:02.937 --> 00:37:06.750 sections of that needs assessment, program design, organization 606 00:37:06.750 --> 00:37:11.125 and key personnel, sustainability, and then the budget detail and narrative. 607 00:37:11.375 --> 00:37:14.312 Those are also the five scored categories. 608 00:37:14.750 --> 00:37:19.000 So you build it in that order, we score them in that order. 609 00:37:19.375 --> 00:37:23.062 You can look at the scoring criteria to understand what's the most important 610 00:37:23.062 --> 00:37:24.312 element of each of those 611 00:37:25.375 --> 00:37:27.687 by score weighting. 612 00:37:27.687 --> 00:37:30.562 And also we have a lot of details 613 00:37:30.562 --> 00:37:33.937 in the application guidance that discuss 614 00:37:34.937 --> 00:37:38.125 what are the needed elements of that. 615 00:37:38.125 --> 00:37:40.062 Next would be appendices. 616 00:37:40.062 --> 00:37:42.312 And again, these are all going to be in one PDF. 617 00:37:44.062 --> 00:37:49.187 The first kind of appendix is going to be your implementation and measurement plan. 618 00:37:49.187 --> 00:37:54.250 We have a template for that as well as guidance on how to fill that out. 619 00:37:54.250 --> 00:37:57.937 We have resumes or CV’s of key personnel. 620 00:37:58.437 --> 00:38:01.500 Again in the body, you're just going to describe 621 00:38:01.500 --> 00:38:05.125 kind of who they are and what they're going to do in the project. 622 00:38:05.562 --> 00:38:07.812 So you don't need to include too much of their background 623 00:38:08.937 --> 00:38:11.437 in your page count because you can attach their resume. 624 00:38:12.437 --> 00:38:15.500 I talked about documentation support, this is, 625 00:38:15.937 --> 00:38:18.750 I want to work in a school or a jail, 626 00:38:19.875 --> 00:38:21.687 in order for us to 627 00:38:21.750 --> 00:38:24.437 know that you're able to do that, we're going to want to see a letter 628 00:38:24.875 --> 00:38:29.187 from that school or that jail saying that they're going to participate. 629 00:38:29.187 --> 00:38:31.375 We're also going to want to see if you have partners, 630 00:38:32.187 --> 00:38:35.125 what portion of the budget are they getting or if they're going 631 00:38:35.125 --> 00:38:37.250 to be a sub award or contractor. 632 00:38:37.250 --> 00:38:42.062 So keep that in mind as well, that that's also how you show support 633 00:38:42.062 --> 00:38:45.812 for the project, a portion of the funding is going to this partner. 634 00:38:47.312 --> 00:38:49.562 That's really important for engaging underserved 635 00:38:50.812 --> 00:38:53.437 communities in prevention is 636 00:38:53.437 --> 00:38:55.937 they are receiving funding to participate 637 00:38:55.937 --> 00:39:00.000 or to do their portion of the work under this grant. 638 00:39:00.000 --> 00:39:04.000 [...] The next is letter of recommendations. 639 00:39:04.625 --> 00:39:08.437 For this program, please 640 00:39:08.500 --> 00:39:10.812 submit any letters of recommendation 641 00:39:11.625 --> 00:39:13.875 directly with your application. 642 00:39:15.250 --> 00:39:16.687 So whether it's 643 00:39:16.687 --> 00:39:20.750 addressed to the Secretary of Homeland Security, 644 00:39:20.750 --> 00:39:25.312 or myself, or the undersecretary, please include that as part of your application. 645 00:39:25.312 --> 00:39:31.625 Don't submit it to DHS in another format, because sometimes 646 00:39:31.625 --> 00:39:36.500 letters of recommendation get sent up through our general correspondence review 647 00:39:36.500 --> 00:39:41.125 and it gens up a response. 648 00:39:41.125 --> 00:39:44.250 And really the response is whether or not you get the grant, 649 00:39:44.250 --> 00:39:45.375 and we won't know that. 650 00:39:45.375 --> 00:39:48.812 And so it just creates a lot of paperwork and headaches for us. 651 00:39:48.812 --> 00:39:52.187 So happy to see those, they're optional but they're not required. 652 00:39:52.750 --> 00:39:55.375 But if you were planning to send one just included as part 653 00:39:55.375 --> 00:39:58.937 of your application. 654 00:39:58.937 --> 00:40:01.937 Please, we have detailed formatting instructions. 655 00:40:03.687 --> 00:40:06.437 These are really important ones with the page count. 656 00:40:06.437 --> 00:40:11.500 We want to make sure that's fair so we've got font and spacing guidelines 657 00:40:12.125 --> 00:40:15.000 so that everybody has about the same amount of space to use. 658 00:40:16.812 --> 00:40:19.437 If you don't follow the formatting instructions 659 00:40:19.437 --> 00:40:23.562 we may subtract points for minor or intermediate 660 00:40:24.625 --> 00:40:27.750 issues, but for major issues we may just reject 661 00:40:27.750 --> 00:40:31.625 the application overall. 662 00:40:31.625 --> 00:40:34.875 This is in part because two people review every application 663 00:40:35.312 --> 00:40:38.312 and if we get hundreds of applications, which is likely, 664 00:40:39.375 --> 00:40:41.250 it does take us a while to go through them. 665 00:40:41.250 --> 00:40:46.500 And the more streamlined the submissions are, the faster we're able to assess 666 00:40:46.937 --> 00:40:51.500 and really understand what you're submitting for 667 00:40:51.500 --> 00:40:58.750 and be able to digest it as quickly as possible. 668 00:40:58.750 --> 00:40:58.875 [Next slide: Budget Guidance] 669 00:40:58.875 --> 00:41:02.750 We have some detailed budget guidance in the application guidance. 670 00:41:03.250 --> 00:41:05.750 We really want you to 671 00:41:05.750 --> 00:41:06.750 pay attention to this. 672 00:41:06.750 --> 00:41:07.562 We've got 673 00:41:08.437 --> 00:41:12.000 links to the citations in the federal regulation. 674 00:41:13.500 --> 00:41:15.062 A couple of things 675 00:41:15.062 --> 00:41:18.937 to highlight, 676 00:41:18.937 --> 00:41:23.312 if your personalities are going to be employees of your organization, 677 00:41:23.312 --> 00:41:29.250 they're going to get paid via W-2, not 1099. 678 00:41:30.875 --> 00:41:32.875 If you are using 679 00:41:33.437 --> 00:41:35.687 contractors, you're paying via 1099. 680 00:41:36.000 --> 00:41:38.750 You're going to want to include that under the contractual category. 681 00:41:40.187 --> 00:41:42.312 This is for the staff of the organization. 682 00:41:42.312 --> 00:41:44.500 It can be new hires, existing staff. 683 00:41:45.375 --> 00:41:46.625 We see a lot of times, you 684 00:41:46.625 --> 00:41:50.062 know, so-and-so is going to work 30% and this is their salary 685 00:41:50.437 --> 00:41:53.375 that they're going to charge, that's pretty common. 686 00:41:54.437 --> 00:41:57.375 Fringe benefits, those are your medical, dental, 687 00:41:57.375 --> 00:42:02.250 retirement, etc.. 688 00:42:02.250 --> 00:42:03.562 Travel, 689 00:42:04.250 --> 00:42:06.750 domestic travel is allowed under this program. 690 00:42:07.500 --> 00:42:11.250 International travel requires prior approval. 691 00:42:11.250 --> 00:42:16.812 We plan to have an annual grantee symposium. 692 00:42:16.812 --> 00:42:21.562 We had our first one this past November, so we want you to plan 693 00:42:21.562 --> 00:42:25.000 and have two representatives from your project team 694 00:42:27.562 --> 00:42:30.187 to come to DC once each year of the program, 695 00:42:30.750 --> 00:42:34.062 may not always be in DC, so just give an estimate 696 00:42:34.062 --> 00:42:35.875 so you could travel somewhere within the U.S. 697 00:42:39.125 --> 00:42:40.500 So make sure you have the funds 698 00:42:40.500 --> 00:42:44.437 for that in your travel budget. 699 00:42:44.437 --> 00:42:46.750 Equipment is not allowed under this program. 700 00:42:47.937 --> 00:42:52.875 The definition of equipment is something around $7,000 per unit cost. 701 00:42:52.875 --> 00:42:56.187 So you can buy like laptops under this program. 702 00:42:56.187 --> 00:43:00.312 Those are considered supplies under the definition, unless you're buying 703 00:43:00.312 --> 00:43:03.750 like the highest end laptops. 704 00:43:04.375 --> 00:43:07.437 So we don't allow equipment costs. 705 00:43:07.437 --> 00:43:09.937 We don't allow 706 00:43:10.437 --> 00:43:14.750 military or law enforcement style equipment, 707 00:43:15.500 --> 00:43:18.687 like strategic communications equipment, like radios 708 00:43:19.812 --> 00:43:24.500 or other types of emergency communications. 709 00:43:24.500 --> 00:43:27.812 So keep that in mind, this is not that kind of program. 710 00:43:27.812 --> 00:43:32.437 We do receive applications each year for body armor or 711 00:43:33.937 --> 00:43:36.937 things like that and they're just not eligible under this program. 712 00:43:36.937 --> 00:43:40.562 So please do look at the objectives and understand what 713 00:43:40.562 --> 00:43:47.562 the purpose of this program is before taking the time to submit an application. 714 00:43:47.562 --> 00:43:52.250 The next piece under contractual, a lot of projects under this program, 715 00:43:52.937 --> 00:43:55.562 as I discussed, we use a lot of 716 00:43:56.875 --> 00:43:58.625 performance measures. 717 00:43:58.625 --> 00:44:02.812 We are really trying to collect data and build the evidence base. 718 00:44:03.062 --> 00:44:05.125 We have an evidence base to begin this work, 719 00:44:05.125 --> 00:44:06.937 but we want to increase that evidence base 720 00:44:06.937 --> 00:44:09.750 and turn our promising practices into best practices, 721 00:44:10.062 --> 00:44:14.375 turn those innovative approaches into promising practices, etc. 722 00:44:14.375 --> 00:44:21.000 Because those performance measures and the way we plan to use them 723 00:44:21.000 --> 00:44:24.375 to increase the evidence base, a lot of times 724 00:44:24.500 --> 00:44:28.187 going to trigger the definition of research for collecting those. So 725 00:44:30.250 --> 00:44:32.562 one of the things we'd like you to do is if you don't 726 00:44:32.562 --> 00:44:34.562 have your own Institutional review board, 727 00:44:37.187 --> 00:44:39.500 all universities will have them. 728 00:44:39.500 --> 00:44:41.687 Some larger nonprofits will have them. 729 00:44:42.000 --> 00:44:44.750 You can partner with the university to help you do 730 00:44:45.687 --> 00:44:50.562 the research components or the performance measurement of your projects. 731 00:44:54.687 --> 00:44:55.375 There are 732 00:44:55.375 --> 00:45:00.375 private IRB’s that you can work with, and we recommend that you include 733 00:45:00.375 --> 00:45:04.687 about $10,000 in contractual for a private IRB 734 00:45:06.437 --> 00:45:10.062 if you don't have one, and if you do plan to collect 735 00:45:10.062 --> 00:45:13.625 a lot of information, this is something you can talk to us about. 736 00:45:14.312 --> 00:45:16.750 Email us a question and we can give you a read 737 00:45:16.750 --> 00:45:19.125 about whether we think you're going to need an IRB. 738 00:45:19.125 --> 00:45:21.687 We will do a review prior to award. 739 00:45:21.687 --> 00:45:23.500 And if it looks like you don't have one or didn't 740 00:45:23.500 --> 00:45:25.500 include this cost and we think you need one, 741 00:45:25.875 --> 00:45:29.687 we may add in the funds to do so. 742 00:45:29.687 --> 00:45:32.125 So if you're unsure, feel free to reach out to us 743 00:45:32.125 --> 00:45:34.625 but we will take a look at this on our side as well. 744 00:45:35.000 --> 00:45:39.750 And we also have experts that we can refer you to. 745 00:45:40.250 --> 00:45:43.000 If you've never heard of the Institutional Review Board, 746 00:45:43.000 --> 00:45:45.187 if you don't know what constitutes research or not, 747 00:45:45.812 --> 00:45:50.062 we have people available, especially for first time 748 00:45:51.437 --> 00:45:53.375 applicants or those unfamiliar 749 00:45:53.375 --> 00:45:57.000 with prevention and research to understand their requirements. 750 00:45:57.375 --> 00:46:01.687 It's a federal regulation that requires it, but we're happy 751 00:46:01.687 --> 00:46:09.250 to help you through that process and answer your questions related to that. 752 00:46:09.250 --> 00:46:09.375 [Next Slide: Scoring and Selection Criteria] 753 00:46:09.375 --> 00:46:11.437 I'm going to move through this slide fairly quickly. 754 00:46:11.437 --> 00:46:14.875 You can find details about the scoring criteria 755 00:46:14.875 --> 00:46:17.687 and the points associated with it and the project guidance. 756 00:46:19.187 --> 00:46:21.812 For our selection criteria, I mentioned this before, 757 00:46:22.312 --> 00:46:25.625 when we get the applications in, when two people review 758 00:46:25.625 --> 00:46:27.750 every application and apply a score 759 00:46:28.750 --> 00:46:31.500 on each of these categories 760 00:46:31.562 --> 00:46:34.562 and notes for each of the categories as well. 761 00:46:35.625 --> 00:46:39.062 We review those scores, we look at the top scores 762 00:46:39.062 --> 00:46:42.000 from each scoring team as well as the bottom scores to see 763 00:46:42.250 --> 00:46:44.937 if some scoring teams were more difficult than others. 764 00:46:45.812 --> 00:46:50.500 And we use the scores as a starting point to organize the applications 765 00:46:51.250 --> 00:46:54.625 by the merit in scoring criteria. 766 00:46:55.125 --> 00:46:58.000 Then we make sure that when we go to 767 00:46:59.687 --> 00:47:01.000 select the package of 768 00:47:01.000 --> 00:47:05.250 applicants that we meet all of the priorities in the program. 769 00:47:05.250 --> 00:47:10.125 Again, implementing prevention, small and mid-sized communities, advancing 770 00:47:10.125 --> 00:47:15.375 equity, addressing online aspects, the DV Threat and Threat Assessment. 771 00:47:15.375 --> 00:47:19.187 We want to make sure that we are hitting all of those priorities 772 00:47:19.500 --> 00:47:25.187 within the package to as equal an extent as we can. 773 00:47:25.187 --> 00:47:29.000 Next is ensuring that we have a diversity of project types. 774 00:47:30.125 --> 00:47:33.125 If all the best scored applications are raising awareness, 775 00:47:33.125 --> 00:47:35.062 we're not going to just do that project type. 776 00:47:35.062 --> 00:47:37.812 We're going to make sure we have applications and other project types. 777 00:47:38.250 --> 00:47:42.187 If all the best applications come from the West, we're going to make sure 778 00:47:42.187 --> 00:47:46.187 that we've got projects throughout the country, etc. 779 00:47:46.187 --> 00:47:48.250 We're going to achieve diversity of applicant type. 780 00:47:48.250 --> 00:47:52.187 We're going to make sure we have a representative 781 00:47:52.187 --> 00:47:57.500 from each of the eligible types of applicants or more. 782 00:47:57.500 --> 00:48:03.625 [...] Let's see, I address some of these as we went. 783 00:48:04.687 --> 00:48:05.937 [Next Slide: Common Applicant Mistakes] All right. 784 00:48:05.937 --> 00:48:08.312 So common applicant mistakes 785 00:48:09.500 --> 00:48:11.812 we fault formatting, 786 00:48:11.812 --> 00:48:14.187 not providing an adequate sustainability plan. 787 00:48:14.187 --> 00:48:18.937 So this is these projects are for about two years period of performance. 788 00:48:18.937 --> 00:48:23.562 And after that we want to understand how the project is going to continue. 789 00:48:23.562 --> 00:48:26.375 Is it going to be built into the base budget of your organization? 790 00:48:26.937 --> 00:48:30.125 Will you have identified service providers throughout your community 791 00:48:30.125 --> 00:48:32.312 that will adopt it as part of their job? 792 00:48:32.312 --> 00:48:37.125 So do you have a psychologist or a Department of Behavioral Health 793 00:48:37.125 --> 00:48:38.562 that will want to be involved 794 00:48:38.562 --> 00:48:42.625 in your threat assessment team without additional funding in the future years? 795 00:48:42.625 --> 00:48:44.437 Because as part of their job in the community, 796 00:48:44.437 --> 00:48:49.875 that's something that they are supposed to be involved in. 797 00:48:49.875 --> 00:48:54.500 So not having good sustainability when you do your needs assessment, 798 00:48:56.750 --> 00:48:57.187 we want to 799 00:48:57.187 --> 00:49:00.312 look at who is going to actually receive the services. 800 00:49:00.312 --> 00:49:04.687 So, for example, you're going to work with all the school counselors 801 00:49:05.000 --> 00:49:08.312 in your jurisdiction. 802 00:49:08.312 --> 00:49:12.500 Maybe it's in, let's say, Washington, D.C., for example where I live. 803 00:49:13.437 --> 00:49:16.375 Maybe there's 50 school counselors throughout the city 804 00:49:17.562 --> 00:49:21.187 but they serve a population of 50,000 students. 805 00:49:22.000 --> 00:49:24.500 Now there's probably more school counselors than that but anyways, 806 00:49:25.250 --> 00:49:28.750 when you talk about who's getting your services and who's receiving it, 807 00:49:29.000 --> 00:49:32.687 you want to talk about the 50 school counselors, not the 50,000 students. 808 00:49:32.687 --> 00:49:37.687 So we want to know who's going to be the direct recipient of your services 809 00:49:38.687 --> 00:49:40.625 and then how 810 00:49:41.125 --> 00:49:42.875 are you going to measure how they had an impact? 811 00:49:42.875 --> 00:49:46.812 So if you're training school counselors about certain threats or about 812 00:49:47.187 --> 00:49:50.062 threat assessment teams in the area, what do you want them to know from that? 813 00:49:50.062 --> 00:49:51.062 And design a 814 00:49:52.000 --> 00:49:55.125 pre or post test survey to understand 815 00:49:55.187 --> 00:49:57.812 if they've increased their knowledge as a result of the training? 816 00:49:59.000 --> 00:50:03.750 Again, that goes into the next point, not utilizing SMART measurement 817 00:50:03.750 --> 00:50:07.375 methods, SMART’s an acronym for Specific, Measurable, 818 00:50:07.375 --> 00:50:10.250 Achievable, Relevant and Time Bound. 819 00:50:10.687 --> 00:50:13.062 So what are you looking for? 820 00:50:13.500 --> 00:50:16.625 You want to train school counselors, 821 00:50:17.437 --> 00:50:20.750 You want to be able to assess that they've increased 822 00:50:20.750 --> 00:50:23.812 their knowledge over 823 00:50:24.875 --> 00:50:25.625 the school year 824 00:50:25.625 --> 00:50:28.875 where you're providing them multiple training opportunities. 825 00:50:29.125 --> 00:50:30.312 So you really want to identify 826 00:50:30.312 --> 00:50:33.062 those elements when you're talking about your program design 827 00:50:34.125 --> 00:50:36.937 and your logic model, which again, there's 828 00:50:38.875 --> 00:50:41.125 lots of descriptions about how to do these, 829 00:50:42.125 --> 00:50:44.437 what should be included in each section 830 00:50:44.437 --> 00:50:47.687 of your project. 831 00:50:47.687 --> 00:50:50.250 Not providing enough detail in your budget, 832 00:50:51.250 --> 00:50:53.250 not breaking down your contractual costs. 833 00:50:53.250 --> 00:50:55.125 We see applications where they say 834 00:50:55.125 --> 00:50:58.250 we want half a million dollars and $400,000 of it is going to 835 00:51:00.937 --> 00:51:03.187 a contractor to do X, Y, or Z. 836 00:51:03.187 --> 00:51:07.562 We want to see X is going to cost this amount of money 837 00:51:07.562 --> 00:51:11.625 per month and is going to accomplish these three things for $150,000. 838 00:51:11.937 --> 00:51:16.250 Y is going to cost $90,000 is going to accomplish these several things, etc. 839 00:51:16.250 --> 00:51:19.000 So when you have those contract costs, please break them down 840 00:51:19.312 --> 00:51:23.875 so we can see what's included in them. 841 00:51:23.875 --> 00:51:26.625 Not providing a letter of support 842 00:51:27.875 --> 00:51:30.750 from an organization that you don't have direct control over 843 00:51:31.000 --> 00:51:34.062 is a big mistake we see a lot. 844 00:51:35.187 --> 00:51:38.125 We've had a lot of organizations that want to work 845 00:51:38.125 --> 00:51:42.375 with correctional facilities and schools and mental 846 00:51:42.375 --> 00:51:45.937 and behavioral health organizations that haven't been able to 847 00:51:46.937 --> 00:51:49.812 get those audiences when they go to do their work. 848 00:51:50.937 --> 00:51:54.562 It's been particularly difficult with correctional facilities and schools 849 00:51:54.562 --> 00:51:58.375 and then as well as mental behavioral health and law enforcement. 850 00:51:58.375 --> 00:52:00.625 But it can apply to any type of partner. 851 00:52:00.625 --> 00:52:05.062 So please, you've got plenty of time to build those relationships now. 852 00:52:05.312 --> 00:52:08.687 So please do that and get those letters so that we understand 853 00:52:09.250 --> 00:52:12.750 how you're going to accomplish your project. 854 00:52:12.750 --> 00:52:17.125 If you're a previous awardee, you didn't describe how your project 855 00:52:17.937 --> 00:52:22.062 is going to accomplish something different from the past award. 856 00:52:22.062 --> 00:52:25.625 Again, under this program, if you've received an award before 857 00:52:25.625 --> 00:52:27.000 you're at a disadvantage. 858 00:52:27.000 --> 00:52:30.312 You can't just use this program to sustain the project. 859 00:52:30.625 --> 00:52:33.437 You need to describe to us how it's being expanded, how you're going 860 00:52:33.437 --> 00:52:40.375 to do different project types this year, etc., and then not identifying 861 00:52:42.062 --> 00:52:45.000 existing capabilities in your area. 862 00:52:45.000 --> 00:52:47.312 So a lot of times there are threat assessment teams 863 00:52:48.375 --> 00:52:50.437 at schools, at universities 864 00:52:50.437 --> 00:52:53.250 but not available for the general public. 865 00:52:53.250 --> 00:52:56.687 And that's something you could describe in your needs assessment. 866 00:52:57.000 --> 00:53:01.875 If you are there, one of the needs assessment 867 00:53:01.875 --> 00:53:05.812 things could be we need mental health care in this community and 868 00:53:08.062 --> 00:53:10.250 we're underserved by mental health providers. 869 00:53:10.250 --> 00:53:11.687 That could be something that's described. 870 00:53:11.687 --> 00:53:16.125 But if you say and give statistics, but if you say we're underserved, 871 00:53:16.125 --> 00:53:17.437 so we need to bring in a mental health 872 00:53:17.437 --> 00:53:20.375 provider from out of the area and that's expensive. 873 00:53:21.250 --> 00:53:25.312 We're going to be left asking, okay, is there a shortage of them in your area? 874 00:53:25.437 --> 00:53:27.187 How do you know that? 875 00:53:27.187 --> 00:53:31.937 So really please spend some time looking at your community 876 00:53:32.250 --> 00:53:35.312 and identifying are there current capabilities for prevention? 877 00:53:36.000 --> 00:53:39.062 Could we piggyback off of a school threat assessment team? 878 00:53:39.625 --> 00:53:41.562 Is there a community training team? 879 00:53:41.562 --> 00:53:44.375 Is there a crisis intervention team at the police department? 880 00:53:47.437 --> 00:53:50.562 Are there programs that bring awareness 881 00:53:53.875 --> 00:53:58.312 of dangers of online sexual predators 882 00:53:58.625 --> 00:54:03.375 that you could add in a module on the threat 883 00:54:03.375 --> 00:54:07.875 of being recruited for violence as part of community education programs. 884 00:54:07.875 --> 00:54:11.500 So what's already existing in your community and not describing that 885 00:54:11.500 --> 00:54:21.000 as one of the big mistakes that we've seen. 886 00:54:21.000 --> 00:54:21.187 [Next Slide: External Evaluation of the TVTP Grant Program] 887 00:54:21.187 --> 00:54:25.500 We select several projects each year for external evaluation 888 00:54:25.500 --> 00:54:28.875 by our science and technology grant. 889 00:54:28.937 --> 00:54:31.125 So by submitting 890 00:54:31.125 --> 00:54:34.250 a project under this program, you may be selected for that. 891 00:54:34.250 --> 00:54:35.437 In general, 892 00:54:35.437 --> 00:54:37.750 we're going to make sure that all the projects 893 00:54:37.750 --> 00:54:40.500 through your implementation and measurement plan are capable of being 894 00:54:40.500 --> 00:54:41.187 evaluated. 895 00:54:41.187 --> 00:54:45.875 So this is really a great help as a project to have an outside 896 00:54:46.312 --> 00:54:49.625 third party researcher validating what you're doing. 897 00:54:49.625 --> 00:54:53.562 So a lot of our grantees feel that their work 898 00:54:53.562 --> 00:54:57.312 is really improved by having been selected for that evaluation. 899 00:54:58.687 --> 00:55:00.937 All of them are up for selection, so there's really 900 00:55:01.687 --> 00:55:04.125 nothing you can do if you really want to be evaluated. 901 00:55:04.125 --> 00:55:06.000 I guess you could raise your hand and we give you a little bit 902 00:55:06.000 --> 00:55:07.625 extra consideration. 903 00:55:07.625 --> 00:55:11.812 But anybody could be requested to do it 904 00:55:11.812 --> 00:55:16.875 and you have to do it as a condition of your award. 905 00:55:16.875 --> 00:55:17.687 [Next Slide: Resources] 906 00:55:17.875 --> 00:55:20.937 I want to talk about some of the resources we have available. 907 00:55:21.437 --> 00:55:25.687 I know I'm going a little bit over, but we can stay past three for questions. 908 00:55:25.687 --> 00:55:36.937 So let me be quick with these resources on our website. 909 00:55:37.375 --> 00:55:43.125 So if you go to our website dhs.gov/TVTPGrants [...] 910 00:55:43.125 --> 00:55:46.187 You will find 911 00:55:47.812 --> 00:55:51.000 a little intro and then as you get down to these 912 00:55:51.000 --> 00:55:53.812 you will see dropdown menus for each of the fiscal years. 913 00:55:54.187 --> 00:55:57.000 So right now you've got a link 914 00:55:57.000 --> 00:56:00.437 to the current forecast with the application guidance, 915 00:56:01.750 --> 00:56:02.500 which is here. 916 00:56:02.500 --> 00:56:05.375 But if you scroll down, pass this on the website, 917 00:56:05.687 --> 00:56:10.812 you'll see FY 22, 21 and 20 and you can go through 918 00:56:10.812 --> 00:56:15.125 and read the abstracts of all the selected applications over the last three years. 919 00:56:16.125 --> 00:56:18.187 This will give you a sense of the types of projects 920 00:56:18.687 --> 00:56:21.187 that you may want to apply for. 921 00:56:21.562 --> 00:56:25.750 You can see which project types they're associated with and then 922 00:56:27.312 --> 00:56:31.437 if you really want some additional help, you can go to our resources page, 923 00:56:31.437 --> 00:56:40.312 which is right here. 924 00:56:40.312 --> 00:56:43.375 So from there you'll see these tiles. 925 00:56:43.375 --> 00:56:45.187 The last tile that's not shown 926 00:56:45.187 --> 00:56:49.187 will show you the full applications of the FY 20 and FY 21 awards. 927 00:56:49.187 --> 00:56:51.937 So if you want to 928 00:56:51.937 --> 00:56:55.562 review the full proposals to understand what are some elements of a good logic 929 00:56:55.562 --> 00:56:59.812 model, what are some elements of a needs assessment in a 930 00:57:00.812 --> 00:57:01.750 media literacy 931 00:57:01.750 --> 00:57:04.312 or in a civic engagement project type 932 00:57:05.875 --> 00:57:07.500 and review those. 933 00:57:07.500 --> 00:57:10.500 [...] The other resources 934 00:57:10.500 --> 00:57:13.500 you have here again, links to the forecast. 935 00:57:14.187 --> 00:57:17.187 And, if you've not used these systems 936 00:57:17.187 --> 00:57:21.000 before, there's videos on grants.gov, 937 00:57:21.000 --> 00:57:25.437 ND Grants, and how to get a unique identity ID. 938 00:57:25.437 --> 00:57:29.500 So if you want to see a video on how to do that, we have those. 939 00:57:29.500 --> 00:57:33.437 We have a link to our prevention publications library 940 00:57:33.812 --> 00:57:45.500 in that you'll want to look for projects funded by CP3. 941 00:57:45.500 --> 00:57:47.625 If you look for the ones published by CP3 942 00:57:47.937 --> 00:57:51.062 you'll see some of the materials we put out in the past. 943 00:57:51.062 --> 00:57:53.500 There is information on the 944 00:57:54.687 --> 00:57:56.250 implementation measurement plan. 945 00:57:56.250 --> 00:57:58.625 You can download the template and read the guidance 946 00:57:59.250 --> 00:58:03.750 and then we have a how to guides on each of the steps on how to apply. 947 00:58:05.250 --> 00:58:09.312 So these are PDF documents, one or two pages that show 948 00:58:09.312 --> 00:58:12.937 you how to do each of these steps and has all the steps in it to begin with. 949 00:58:13.437 --> 00:58:16.437 All this information will also be in the notice of funding opportunity 950 00:58:16.437 --> 00:58:19.062 and some of it's in the application guidance. 951 00:58:19.062 --> 00:58:22.187 But it gets buried in the documents 952 00:58:22.187 --> 00:58:24.937 and you have trouble finding it and so we have these quick guides here. 953 00:58:25.875 --> 00:58:28.687 Also, we have a number of webinars that are posted 954 00:58:29.062 --> 00:58:30.812 that you can watch the recordings of. 955 00:58:30.812 --> 00:58:35.437 This is being recorded and will be posted in the next couple of weeks here 956 00:58:36.375 --> 00:58:39.500 and you'll be able to view it from this tile as well. 957 00:58:39.500 --> 00:58:42.750 But there's also a webinar on metrics and measurements. 958 00:58:42.750 --> 00:58:44.937 So if you're new to the space and new to measurement, 959 00:58:45.187 --> 00:58:47.937 you can really learn about how to do that at that webinar 960 00:58:48.937 --> 00:58:50.812 as well as one 961 00:58:50.875 --> 00:58:53.812 speaking to some of our previous grantees and their experience 962 00:58:53.812 --> 00:58:54.812 in the application process. 963 00:58:54.812 --> 00:58:57.312 964 00:58:57.312 --> 00:59:01.625 So once you're on this site and you click to go to the Grants.gov link, 965 00:59:03.062 --> 00:59:05.500 you'll get the forecast here. 966 00:59:05.500 --> 00:59:07.687 What I want you to do when you're on this site is click on 967 00:59:07.687 --> 00:59:11.625 the related documents tab [Next Slide: Related Documents] and download 968 00:59:11.625 --> 00:59:17.125 the PDF of the application guidance here. 969 00:59:17.125 --> 00:59:20.937 Let me just pop that open on my screen to just kind of show you 970 00:59:20.937 --> 00:59:26.937 what that document looks like. 971 00:59:26.937 --> 00:59:31.812 972 00:59:31.812 --> 00:59:36.812 973 00:59:36.812 --> 00:59:40.500 So this is what the application guidance looks like when you download it. 974 00:59:41.562 --> 00:59:44.687 Please, you can use this table of contents, these are live links. 975 00:59:44.687 --> 00:59:48.625 So if you want to see our priorities, you click right here, 976 00:59:49.062 --> 00:59:53.375 Priorities. 977 00:59:53.375 --> 00:59:58.437 You'll see this is where in the body you'll see these five areas. 978 00:59:58.437 --> 01:00:01.750 This is where you'll see what's included in the needs assessments. 979 01:00:01.750 --> 01:00:03.625 So there'll be this full description 980 01:00:03.625 --> 01:00:05.875 of what you need to do in the needs assessment here, 981 01:00:07.125 --> 01:00:09.250 and it'll talk about all the things you need in the program 982 01:00:09.250 --> 01:00:13.750 design section: Goals, objectives, 983 01:00:14.375 --> 01:00:17.062 a logic model. 984 01:00:17.125 --> 01:00:21.250 If you're not familiar with what a logic model is, it describes that for you here. 985 01:00:21.250 --> 01:00:25.937 So we really believe that you have all the information you need to 986 01:00:28.125 --> 01:00:29.875 develop this application. 987 01:00:29.875 --> 01:00:34.750 We also have a research and resources, and definitions section. 988 01:00:35.125 --> 01:00:39.437 So if you're new to this, check out some of these documents here. 989 01:00:41.062 --> 01:00:43.187 There's descriptions of everything so you can read 990 01:00:43.187 --> 01:00:53.812 what you want to look at for evaluation. 991 01:00:53.875 --> 01:00:56.312 Some of the main research 992 01:00:57.000 --> 01:01:00.125 that underpins the program, resources 993 01:01:00.125 --> 01:01:01.562 for states, 994 01:01:04.687 --> 01:01:05.250 IJ on 995 01:01:05.250 --> 01:01:08.062 risk factors and behavioral indicators. 996 01:01:09.000 --> 01:01:13.562 Review these resources here. 997 01:01:13.562 --> 01:01:17.562 [Screen Change: Speaker] 998 01:01:17.562 --> 01:01:21.812 Right before I get into your questions, I'll just note that 999 01:01:24.000 --> 01:01:26.875 in addition to all those resources I just pointed out. 1000 01:01:27.625 --> 01:01:31.375 If you would like a targeted webinar 1001 01:01:31.375 --> 01:01:34.500 to an organization of eligible applicants, 1002 01:01:36.375 --> 01:01:37.312 5 to 10. 1003 01:01:37.312 --> 01:01:41.250 If you can get eligible applicants together, we are willing to try 1004 01:01:41.250 --> 01:01:44.875 to schedule a targeted webinar for more interested applicants. 1005 01:01:45.250 --> 01:01:47.562 We have an email help desk 1006 01:01:47.562 --> 01:01:51.562 TerrorismPrevention@hq.dhs.gov where you can submit your questions. 1007 01:01:51.937 --> 01:01:55.937 Or if you would like to speak to us, we can set up a time to talk 1008 01:01:55.937 --> 01:01:59.312 or do a video chat like this. 1009 01:01:59.312 --> 01:02:02.000 In those situations though, 1010 01:02:02.000 --> 01:02:04.562 we can't really help you improve your application. 1011 01:02:04.562 --> 01:02:08.000 So the most useful 1012 01:02:08.000 --> 01:02:11.625 sessions are if you have very specific questions 1013 01:02:12.000 --> 01:02:14.625 and you can start off, “Hey, I'm thinking about doing a project 1014 01:02:14.625 --> 01:02:17.562 that does X, Y and Z. 1015 01:02:19.062 --> 01:02:20.125 What project type 1016 01:02:20.125 --> 01:02:24.062 do you think would be best to submit that to?,” and we can try to help you identify 1017 01:02:24.062 --> 01:02:26.125 if there's a project type that fits it best. 1018 01:02:27.750 --> 01:02:28.937 Or we can 1019 01:02:28.937 --> 01:02:32.750 also help direct you to the right resources. 1020 01:02:32.750 --> 01:02:34.562 There was just a lot that I talked about, 1021 01:02:34.562 --> 01:02:37.625 if you're really confused about something, I can get you a white paper 1022 01:02:37.625 --> 01:02:40.125 or the right resource to give you more information 1023 01:02:41.750 --> 01:02:43.937 and to answer your questions on how to 1024 01:02:46.312 --> 01:02:49.500 submit or develop your application. 1025 01:02:49.500 --> 01:02:52.312 Moving on, 1026 01:02:52.312 --> 01:02:55.250 if you're unsuccessful this year, 1027 01:02:56.062 --> 01:02:57.312 we will give you an opportunity 1028 01:02:57.312 --> 01:03:00.437 to request a feedback meeting where we'll go through the application 1029 01:03:01.187 --> 01:03:05.187 and identify areas for improvement for next year. 1030 01:03:05.562 --> 01:03:08.562 As a result of doing that, 1031 01:03:08.562 --> 01:03:10.187 over a year ago 1032 01:03:10.187 --> 01:03:14.125 in our last awards, we had four applicants who had applied the previous year 1033 01:03:14.500 --> 01:03:17.500 and took us up on that feedback opportunity and were successful 1034 01:03:17.500 --> 01:03:19.000 the second time around. 1035 01:03:19.000 --> 01:03:21.375 So please consider that as well. 1036 01:03:22.562 --> 01:03:24.750 We can connect you with your regional prevention 1037 01:03:24.750 --> 01:03:27.250 coordinators, we have folks throughout the country 1038 01:03:28.812 --> 01:03:31.562 that can work with you to identify partners. 1039 01:03:31.562 --> 01:03:35.000 So if you are trying to find partners 1040 01:03:35.000 --> 01:03:36.812 to work with, 1041 01:03:38.625 --> 01:03:39.937 our regional prevention coordinators 1042 01:03:39.937 --> 01:03:42.687 may be able to help you identify potential partners. 1043 01:03:43.062 --> 01:03:47.000 They may also be able to help you identify 1044 01:03:47.000 --> 01:03:50.375 current grantees in the region that may be interested in working with you 1045 01:03:51.500 --> 01:03:53.875 to help your application. 1046 01:03:54.187 --> 01:03:57.937 But our federal staff cannot assist with writing applications, 1047 01:03:57.937 --> 01:04:01.125 so please don't ask them to help you with that sort of thing 1048 01:04:01.625 --> 01:04:04.250 because they will say no, and it'll just be awkward for 1049 01:04:04.250 --> 01:04:08.250 both of you. 1050 01:04:08.625 --> 01:04:12.000 Let me go to the questions now. 1051 01:04:12.000 --> 01:04:14.500 1052 01:04:35.125 --> 01:04:36.500 Any questions 1053 01:04:36.500 --> 01:04:44.875 from potential applicants? 1054 01:04:44.875 --> 01:04:46.812 Looks like some of them have been answered in the chat 1055 01:04:48.375 --> 01:04:48.937 already. 1056 01:04:48.937 --> 01:04:51.937 We can take them here in the chat or you can use our email 1057 01:04:51.937 --> 01:04:54.187 address TerrorismPrevention@hq.dhs.gov 1058 01:04:56.625 --> 01:05:04.062 to ask those questions. 1059 01:05:04.062 --> 01:05:08.937 The question is do you ever have programs that address parent education? 1060 01:05:08.937 --> 01:05:10.875 Yes, we do. 1061 01:05:11.562 --> 01:05:14.437 I think that in general, 1062 01:05:14.437 --> 01:05:16.625 parents are 1063 01:05:18.687 --> 01:05:19.250 really well 1064 01:05:19.250 --> 01:05:22.500 situated to identify behavioral changes in their children 1065 01:05:22.500 --> 01:05:25.500 that may identify that they're on the path to 1066 01:05:26.625 --> 01:05:28.812 targeted violence and terrorism in general. 1067 01:05:29.250 --> 01:05:31.750 We are looking to educate 1068 01:05:33.750 --> 01:05:37.312 individuals with the 1069 01:05:37.875 --> 01:05:43.500 most ability to be force multipliers. 1070 01:05:43.500 --> 01:05:50.437 So for example, 1071 01:05:50.437 --> 01:05:53.562 I talked about school counselors, but it may be 1072 01:05:54.937 --> 01:05:56.375 community leaders. 1073 01:05:56.375 --> 01:06:02.062 Or it may be a training availability that is for parents in the community. 1074 01:06:02.062 --> 01:06:04.437 We've definitely done projects like that as well. 1075 01:06:09.875 --> 01:06:10.500 I think on 1076 01:06:10.500 --> 01:06:13.562 some of our slides we had faith based institutions is one of the key 1077 01:06:13.562 --> 01:06:19.812 members of multidisciplinary approaches; they're key partners. 1078 01:06:21.687 --> 01:06:27.187 Depending on the house of worship, they may targets of attack. 1079 01:06:27.187 --> 01:06:29.937 They may have experienced 1080 01:06:31.375 --> 01:06:33.500 lesser crimes 1081 01:06:33.500 --> 01:06:36.375 like graffiti or other types of hate incidents. 1082 01:06:36.750 --> 01:06:39.000 And so bringing in those members of the community 1083 01:06:40.625 --> 01:06:44.125 that have that experience is part of the prevention solution. 1084 01:06:44.125 --> 01:06:46.562 When you hear the stories of the 1085 01:06:48.500 --> 01:06:51.312 victims of hate crimes or violent attacks, 1086 01:06:52.937 --> 01:06:55.312 that's really powerful and increasing understanding. 1087 01:06:55.312 --> 01:06:58.562 So, we definitely
