Chad F. Wolf is the Senior Official Performing the Duties of the Under Secretary and the Assistant Secretary for Strategy, Plans, Analysis, and Risk in the Office of Strategy, Policy, and Plans (PLCY). In this role, he leads, conducts, and coordinates Department-wide policy development and strategic planning to promote quality, consistency, and integration for the programs, Components, offices, and activities across the Department, to include counter-terrorism, border security, immigration, cyber and international engagements.
Since 2007, Mr. Wolf has served in a variety of senior positions within DHS. He served as Chief of Staff at TSA as well as Deputy Chief of Staff and Acting Chief of Staff for the Department. In 2018, Secretary Nielsen appointed Mr. Wolf Chief of Staff for the Department. During his time as Chief of Staff, Mr. Wolf was responsible for providing counsel on all activities and matters involving homeland security initiatives, operations, and programs. He also initiated and maintained contacts and served as liaison for the Department with other Cabinet-level departments where he represented the Secretary’s interests and built support for policy proposals and resource needs.
Before serving the Department of Homeland Security (DHS) in this administration, Mr. Wolf was Vice President and Senior Director at Wexler | Walker, a bipartisan public policy consultancy, where he advocated for a range of clients on various issues before the U.S. Congress, including aviation and homeland security issues.
From 2002 to 2005, Mr. Wolf helped stand up the Transportation Security Administration in the wake of 9/11 attacks and served as Assistant Administrator of Transportation Security Policy.
Mr. Wolf has over 20 years of policy development and management experience in both the public and private sectors. Early in his career, Mr. Wolf worked in the U.S. Senate for former Senators Phil Gramm and Chuck Hagel.
Mr. Wolf earned an undergraduate degree in history from Southern Methodist University. He holds a master’s certificate in government contract management from Villanova University.
