DHS Strategic Sourcing -In-Process Initiatives

The Department of Homeland Security (DHS) is planning to establish a number of Strategic Sourcing contract vehicles for Department-wide use. This list represents DHS’s best estimate of contract vehicles that may be awarded. This information is published for informational purposes only and is not an invitation for bids, a request for proposal, or a commitment by DHS to purchase products or services. Each acquisition is based on information available at the time of publication and may be revised or canceled.

Adobe Enterprise License Agreement

Scope: Re-compete of a contract vehicle for Adobe brand name software, maintenance, ancillary training, and consulting services.

Cellular Wireless Managed Services (CWMS) II 

Scope: Re-compete of the Cellular Wireless Managed Services (CWMS) contract vehicle.  Scope includes managed services; a web portal for device ordering and management; cellular wireless equipment and devices; cellular and data service; Mobile Device Management (MDM); project management; services to enhance in-building cellular coverage; service desk and other optional services.

Commercially Available Staffing System (CASS)

Scope: Establishment of a contract vehicle to support the Department’s efforts to automate and integrate businesses processes across all functions of the DHS Human Capital Business Reference Model and to provide an opportunity for Components to modernize its current Human Resource staffing systems by expanding and improving upon the functionality and capabilities of their current systems.

Design/Build & Construction Services - National

Scope: Re-compete of the National Multiple Award Construction Contracts (NMACC). Services include design/build, performance-based construction, design-bid-build contracts for general constructions, renovations, marine construction, demolition, and historical restoration and alterations. Contractors will have capability across the U.S. and its Territories.

Design/Build & Construction Services - Regional

Scope: Re-compete of the Regional Multiple Award Construction Contracts (RMACC) to acquire design/build and construction services to meet the infrastructure needs of the Department. These awards will be socioeconomic set-asides for Service-Disabled Veteran-Owned Small Businesses, 8(a) and HUBZones firms. Awards will be made on a regional basis.

Detection Equipment - Checkpoint X-Ray - Multi-View

Scope: Establishment of a contract vehicle for checkpoint X-ray systems and related services used to generate X-ray images to screen such things as baggage, mail, and parcels in search of explosives, weapons, narcotics, and contraband. Multi-view systems generate images taken at multiple angles.

Geospatial Technical Support Services (GTSS) II 

Scope: Re-compete of the Geospatial Technical Support Services (GTSS) contract vehicle.  Scope includes essential tools to support a variety of DHS missions that include emergency management of natural and manmade disasters; planning for National Security Events (NSSE); support of border and maritine security, immigration and customs enforcement; critical infrastructure protection; and situational awareness requirements that rely on location-based technologies.

Modular Firing Ranges

Scope: Establishment of a contract vehicle to procure Modular Firing Ranges (MFR) that will provide temporary to long term shooting ranges for law enforcement personnel needing firearms qualifications. MFRs are temporary structures delivered on site with minimal preparation and are mobile and scalable to accommodate demand changes and surges in the workforce.

Tactical Communications (TacCom) II

Technical Investigative Surveillance Equipment (TechOps) II

Scope: Re-compete of the Technical Investigative Surveillance Equipment (TechOps) Government-Wide Acquisition Contract (GWAC) vehicle to procure technical investigative surveillance equipment for use during lawfully authorized criminal investigations. TechOps II encompasses covert audio and video equipment and ancillary services. The re-compete will be designated as a Multi-Agency Contract (MAC) allowing other Federal Agencies with Law Enforcement Authority to order.
