2023 Biennial National Strategy for Transportation Security (NSTS)

DHS, on behalf of TSA, is pleased to present the 2023 National Strategy for Transportation Security (NSTS). This report is a forward-looking, risk-based strategy designed to protect the Nation’s transportation systems from attack or disruption by terrorists or other hostile forces over the period spanning years 2023-2027. The Strategy was prepared pursuant to title 49 of the United States Code, section 114(s), which requires a biennial update.

The NSTS is developed in partnership with the U.S. Department of Transportation and the U.S. Coast Guard. It is used to guide policy and resource decisions about transportation security across the U.S. government.
