Federal Law Enforcement Training Centers (FLETC) Solar Photovoltaic Array for the FLETC Facility Located in Cheltenham, Maryland

The Department of Homeland Security (DHS), Federal Law Enforcement Training Centers (FLETC), announces the availability of a Draft Environmental Assessment (EA) for the proposed construction, operation and maintenance of a 2-Megawatt Solar Photovoltaic Array for the FLETC facility located in Cheltenham, Maryland.  The alternatives considered in this draft EA include the No-Action Alternative and the Proposed Action. The purpose of the Proposed Action is to assist the Department of DHS and FLETC to decrease energy costs, ensure long-term energy price stability, and to reduce reliance upon fossil fuels and environmental impact. The Proposed Action is needed to meet federal government renewable energy directives and DHS’s overall sustainability goals while maintaining FLETC’s mission of national security.

The Draft EA is prepared in accordance with the National Environmental Policy Act (NEPA) of 1969, as amended, the Council on Environmental Quality (CEQ) regulations implementing NEPA [40 CFR 1500-1508 (1986)], the Department of Homeland Security’s (DHS) Directive 023-01 Rev 01, Implementation of the National Environmental Policy Act, and DHS Instruction Manual 023-01-001-01 Rev 01.

Public Comment and Participation

Pursuant to the National Environmental Policy Act (NEPA) of 1969 42 U.S.C. 4321 et seq., the Department has completed a Draft EA to identify any potential environmental impacts associated with the implementation of the proposed 2-Megawatt Solar Photovoltaic Array. DHS invites public comment on the Draft EA. The Draft EA is also available at  https://www.fletc.gov/national-environmental-policy-act.

To ensure consideration, comments are requested by August 9, 2019. You may submit comments using only one of the following methods:

When submitting comments, please include your name and address, and identify the comments as regarding the EA for the Proposed 2-Megawatt Solar Photovoltaic Array. Public comments become part of the administrative record to the EA. To ensure consideration, comments must be received by August 9, 2019. Once the final environmental and decision documents are complete they will also be posted on this site.
