  • Retention Memo Concerning ICE's Oversight of the New Orleans Field Office

    Due to the volume and severity of allegations received concerning several ICE detention facilities within the New Orleans (NOL) Area of Responsibility (AOR), CRCL conducted a systemic review of the NOL AOR, focusing on ICE’s oversight of the detention facilities within the AOR, including a review of the policies and procedures governing these facilities and the responsibilities of ICE Headquarters and the NOL Field Office staff in carrying out the day-to-day operations at each of these facilities. This investigation also reviewed ICE’s process of receiving, assessing, and implementing recommendations related to the care and treatment of detainees within this AOR. CRCL conducted this review pursuant to its authority under 6 U.S.C. § 345 and 42 U.S.C. § 2000ee-1.

  • Management Directive 4010.2: Section 508 Program Management Office & Electronic and Information Technology Accessibility

    The Department of Homeland Security (DHS) provides all employees and external customers, including those with disabilities, access to and use of information and data. In accordance with Title 29 of the United States Code (U.S.C.), Section 794d, “Electronic and Information Technology” (commonly referred to as “Section 508 of the Rehabilitation Act” or “Section 508”), this Directive defines the roles and responsibilities of Department officials to implement the Section 508 Program. Providing Information and Communication Technology (ICT) that is accessible to all people regardless of their disabilities is a DHS priority.

  • Recommendations Memo Concerning Port Isabel Detention Center

    CRCL conducted an investigation into conditions of detention for ICE detainees at the Port Isabel Detention Center in Los Fresnos, Texas. CRCL’s virtual onsite investigation occurred August 25-27, 2021 and was in response to allegations received regarding civil rights and civil liberties violations related to general conditions of detention and inadequate medical care of detainees at the facility.

    Harassment is prohibited at DHS, and the Department is committed to providing a work environment free from discrimination and harassment.  Harassment includes any unwelcome conduct on the basis of an individual’s race, color, religion, sex (including pregnancy, sexual orientation, gender expression, and gender identity), national origin, age, disability (including an individual’s need for workplace reasonable accommodations), protected genetic information, marital status, parental status, political affiliation, or prior protected Equal Employment Opportunity activity, which interferes with an individual’s work performance or creates an intimidating, offensive, or hostile environment.
