  • Summary of CRCL’s Recommendations and ICE’s Response: Caroline Detention Facility

    This is a summary of CRCL's Recommendation Memorandum to ICE following an onsite investigation at the Caroline Detention Facility. ICE concurred with five recommendations, partially concurred with seven, and non-concurred with seven.

  • DHS Language Access Plans

    The DHS Office for Civil Rights and Civil Liberties joins its colleagues in releasing Language Access Plans for DHS Components and Offices.

  • Recommendation Memo to ICE Concerning Seneca County Jail

    CRCL conducted an investigation into conditions of detention for ICE noncitizens at the Seneca County Jail (Seneca) in Tiffin, Ohio. CRCL conducted an onsite investigation at Seneca on July 11-13, 2022 (the July 2022 onsite) with subject matter experts (SME) in medical care and mental health care participating in-person, and an environmental health and safety SME participating virtually. Due to unforeseen circumstances, CRCL’s conditions of detention expert was not able to participate in the July 2022 onsite. As a result, CRCL conducted a second virtual onsite at Seneca with its conditions of detention SME on September 28-29, 2022 (the September 2022 onsite).

  • Close Memorandum Regarding Investigation at Jackson Parish Correctional Center

    This memorandum concludes the investigation CRCL conducted into allegations related to ICE detainees at the Jackson Parish Correctional Center (Jackson Parish) in Jonesboro, Louisiana. Following a collaborative process between CRCL and ICE, CRCL is closing the complaints.

  • Close Memorandum Regarding Investigation at Stewart Detention Center

    This memorandum concludes the investigation CRCL conducted into allegations related to ICE noncitizens at the Stewart Detention Center (SDC) in Lumpkin, Georgia. Following a collaborative process between CRCL and ICE, CRCL is closing the complaints.

  • Retention Memo to ICE Concerning Central Louisiana Processing Center

    CRCL has received complaints alleging that ICE has violated individuals’ civil rights and civil
    liberties at the Central Louisiana ICE Processing Center (CLIPC), in Jena, Louisiana. The purpose of this memorandum is to notify ICE of the complaints and describe the allegations, inform ICE that CRCL will retain the complaints for investigation and conduct an onsite investigation, and explain how CRCL will work with ICE during the investigation.

  • Recommendation Memo to ICE Concerning Moshannon Valley Processing Center

    CRCL conducted a "spot-check" into conditions of detention of the ICE Moshannon Valley Processing Center in Philipsburg, Pennsylvania on August 24 -25, 2022. Based upon detainee and staff interviews, document reviews, review of use of force video footage, and direct onsite observations, CRCL's subject matter expert found several areas of concerns and is issuing 29 recommendations contained herein.

  • Determination Memo to CBP Concerning Section 504

    The purpose of the memorandum is to inform CBP about the results of the investigation conducted by CRCL into the allegation that CBP discriminated against an unaccompanied minor in violation of Section 504 of the Rehabilitation Act of 1973, as amended, 29 U.S.C. § 794(a) (Section 504).

  • Expert Recommendations Memo to ICE Concerning Torrance County Detention Facility

    CRCL conducted an investigation concerning ICE detainees at Torrance County Detention Facility (Torrance) in Estancia, New Mexico. CRCL’s onsite investigation occurred June 27-30, 2022, and was in response to complaints regarding the conditions of detention, COVID-19 policies, medical care policies, mental health and suicide prevention and intervention policies, and environmental health and safety.

  • Recommendations Memo to ICE Concerning Clay County Jail

    This memorandum provides recommendations in connection with a complaint alleging that Clay County Jail (Clay County) in Brazil, Indiana failed to comply with the 2008 U.S. Immigration and Customs Enforcement (ICE) Performance-Based National Detention Standards (PBNDS 2008) as required by ICE’s contract with Clay County.  CRCL concludes that Clay County failed to comply with the PBNDS 2008 when it reclassified an ICE detainee to a higher security level without new evidence or information, in order to alleviate a housing shortage for women detainees at the facility.
